08-02-1915 Minutesi I PAZ, 1 1 1 1 157 COUNCIL PROCEEDINGS COUNCIL CHAMBER, SALINA, KANSAS. AUGUST 2nd, 1915. Regular semi-monthly meeting of the City Council, August 2nd, 1915. Mayor Putnam presiding, City Attorney d-'• B. Crowther and the following named councilmen answered to roll call: Miller, Underwood, Carney, Swedenburg, Hagler, Ostberg and Mathews. Councilmen Wolff, M ishler and Bateman absent. The minutes of the Regular Semi-monthly Meeting of July 19th, 1915, were read and approved as read. Bids for the City Printing for the ensuing year were received as follows: The Salina Journal, The Salina Daily Union. Councilman Carney moved that The Salina Journal be awarded the official city printing for the ensuing year as per their bid. Street and Alley Committee reported on the petition for the lo- cation of an Arc Light on Tenth Street, midway between Elm street and the Missouri Pacific tracks, but recommended that an Incandescent Light be placed instead of an Arc Light. Councilman Swedenburg moved that the report of the committee be accepted, and that the City Clerk be instructed to notify The Salina Light, Power & Gas Company to locate an Incandescent Light at the above locat ion. Street and Alley Committee reported favorable on the opening of the alley petitioned for, between Highland Avenue and Ninth Street, 400 feet south of Wilson Street, twelve (12) feet in width. Councilman Hagler moved that the report of the committee be ac- cepted, and that the alley be ordered opened, if same can be done without expense to the City. Motion adopted. The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina that the Salina Wzter Works Company be and it is hereby directed to extend and lay the following water mains and locate the following fire hydrants, to -wit: •A six (6) inch main on Baker Street from Walnut Street north to Iron Avenue and locate one (1) fire hydrant as directed by the Fire Chief and City Engineer." Councilman Swedenburg moved that the rules of order be suspended for its consideration and the resolution adopted as read, by the fol- lowing vote; Ayes: Miller, Underwood, Carney, Swedenburg, Hagler, Ostberg and Mathews. (7) Nays: (None) Councilmen Wolff, Mishler and Bateman absent. Councilman Underwood reported that the White flay around the City Building was in need of repairs. The matter was referred back to the Building Committee with instructions to procure an estimate of cost for making such repairs, and report at the next regular meeting. A request was received, asking that the City send it's Fire Chief to Cincinatti to attend the National Firemen's Meeting. The matter was deferred until the next regular meeting. The matter of repair`iiig the railway crossings that had been order- ed by the Council sometime ago, was generally discussed and the mat- ter was referred to the City Attorney for action. A petition for the paving, curbing, guttering and excavating of Park Street from the west side of Ninth Street to the west side of Thirteenth Street was received and referred to the Street and Alley Committee. 15S A petition for a sidewalk on the west side of Eleventh Street between North Street and Lincoln Avenue was received and referred to the Sidewalk Committee. A petition for the construction of a four (4 ) foot cement side- walk ide- walk on the west side of Eleventh Street, from Ash to. Park Streets, and for the condemnation or purchase of sevbh (7) feet from the west line of Lot No. 1, Abbott and Williams Addition, was received and referred to the Sidewalk and the Street and Alley Committees. The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, that the paving, curbing, guttering and excavating of Park Street in said city of Salina, Kansas, between the west side of Ninth Street and the right of way of the Missouri Pacific Railway Company, are each and all improvements necessary to be made and done, and be it further resolved that said Park Street be paved, curbed, guttered and excavated between the west side of Ninth Street and the east line of the right of way of the Missouri Pacific Railway Company." On motion of Councilman Carney the rules of order were suspended for its consideration and the resolution adopted as read by the follow- ing vote; Ayes: Miller, Underwood, Carney, Swedenburg, Hagler, Ostberg and Mathews. (7) Nays: (None) Councilmen Wolff, Mishler and Bate- man absent. Councilman Ostberg moved that L • J • Ashton be notified to remove the Gasoline Filling Station from the sidewalk in front of his place of business on Iron Avenue. An ordinance was introduced entitled: "An ordinance providing for the curbing and guttering of East Ash Street in the city of Salina, Kansas, from the east line of Fourth Street to the west line of Ohio Street, and providing for the cost thereof and the manner of payment." On motion of Councilman Miller the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Carney, Swedenburg, Hagler, Ostberg, and Mathews. (7) Nays: (None) Councilmen Wolff, Mishler and Bateman absent. On motion of Councilman Swedenburg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Sweden - burg, Hagler, Ostberg and Mathews. (7) Nays: (None) Councilmen Wolff, Mishler and Bateman absent. The Mayor approved the same and is numbered 1868. Councilman. Carney moved that the Street Commissioner commence Wednesday morning, August 4th, to arrest the delinquent poll tax pay- ers. Motion adopted. Councilman Carney moved that the Street and Alley Committee con- struct a bridge across the ditch on North Twelfth Street, north of the Union Pacific tracks. The matter of repairing the Ohio Street bridge was generally dis- cussed, and the matter was referred to the Street and Alley Committee to confer with the County Commissioners. Street Commissioner was instructed to close up the walk on the north side of the Ash Street bridge. City Engineer was instructed to prepare plans and specifications and an estimate of cost for the driving of piling at the Ash Street bridge, and the Street and Alley Committee was instructed to advertise for bids. Councilman Mathews suggested that the City purchase a small street grader, and the matter was referred to the Street and Alley Committee with power to act. I T PAZ LJ 1 1 The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the city of Salina, Kansas, that Walnut Street in said city of Salina, be- tween the east line of the right of way of the Missouri Pacific Railway Company and the west line of College Avenue, be curbed and guttered on both sides thereof with cement curb and gutter, are each and all im- provements necessary to be made and done." The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the city of Salina, Kansas, that State Street in said city of Salina, be- tween the west line of Railroad Street and the east line of Olive Street, be curbed and guttered on the south side thereof with cement curb and gutter, are each and all improvements necessary to be made and done." The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, Kansas, that Chicago Street in said city of Salina, be- tween the north line of Walnut Street and the south line of State Street, be curbed and guttered on both sides thereof with cement curb and gutter, are each and all improvements necessary to be made and done". The following resolution was introduced: "BE IT RESOLVED,, by the Mayor and Councilmen of the City of Salina, Kansas, that Mulberry Street in said city of Salina, be- tween the east side of Santa Fe Avenue and the west side of Second Street be curbed and guttered on both sides thereof with cement curb and gut- ter, are each and all improvements necessary to be made and done." On motion of Councilman Mathews the rules of order were suspended for its consideration and the resolution adopted as read by the follow- ing vote; Ayes: Miller, Underwood, Carney, Swedenburg, Hagler, Ostberg and Mathews. (7) Nays: (None) Councilmen Wolff, Mishler and Bate- man absent. The appraisers report on Ash Street from College Avenue to Rail- road Street, and Thirteenth Street from Ash Street to the right of way of the Missouri Pacific Railway Company was received, and on motion of Councilman Swedenburg, Monday evening, August 16th, 1915, at 7:30 o' clock, was designated as a special meeting, at which time the report will be taken up and acted upon by the Council, and that the City Clerk give notice in the official city paper as provided by law. Councilman Swedenburg moved that the Public Health Committee prepare notices, and the Mayor designate one of the policeman to act as Sanitary Officer, and notify the residents to clean up their back yards. Motion adoptdd . Councilman Carney moved that the Public Health Committee be in- structed to investigate a place at the west end of Ash Street, and pro- vide a place for burning papers.
