Nayor Putnam pres i ding, City ntt orney 'V'4- B. Crowther and the following
named councilmen answered to roll call; Miller, Underwood, Carney,
Wolff', "wedenburg, Hagler, Ostberg, Mathews and Bateman. Councilman
I':ishler absent.
The minutes of the regular semi-monthly meeting of June 21st,
and the regular semi-monthly meeting of July 5th, 1915, were read and
approved as read.
Mayor Putnam called. the attention to the Council of the bid of
The Salina Evening 'Journal, for the official city printing, for the
year 1915. Said bid specified nine (9) point tyke, which would be at
an advance rate from the price paid heretofore, as all ordinances have
been printed in six (6) point type. Tie matter was referred to the
A,Iays and Means Committee.
Street and Alley Committee reported favorable on the opening of
Front Street, from Railroad Street to Forrest Avenue, and t.e City
Clerk was instructed to notify the Union Pacific Railway Company to
construct the necessary crossings across their tracks on Front Street.
The Special Committee composed of i:Iathews, Swed.enburg and Bate-
man, to whom was referred the petition asking for the vacating of a
portion of the parking on the east side of Ninth Street from I.iulberry
to SoutYr Streets, reported as follows:
Councilmen I:Iathews and Baterlan repo_ -ted favorable, and Council-
man Swedenburg reported unfavorable.
Councilman Carney moved that the report, of the majority be adopt-
ed., and that the City Engineer and the City Attorney prepare the nec-
esarry ordinance vacating said portion of the parking. Motion adopted.
The Sidev?ialk Committee was instructed to have the sidewalk heret-
f ore ordered by the Council on the east side of Forth 2t reet , from
Santa Fe avenue to Fifth Street constructed at once.
The matter of granting the Ringling' Circus, a special licenes
to parade the streets of the City, on July 29th, 1915, was generally
discussed., and on motion of Councilman Mathews, a license for x;;'75.00
was rrranted.
The bond of Otto Peterson for the maintenance of the Ash=%treet
Sewer was accepted, and Otto Peterson agreed to pay the City for the
filling of said sewer, and further agreed to keep the ditches filled
himself, for a period of one (1) year.
Bids were received for the construction of sewers as advertised.
for as follows: G. T. =`nydE r £s: E. I'1. Tuttle and L. H. Lyon .
Councilman Bateman moved. t'Hat the contract be awarded to L. H.
Lyon as per his bid, with the right to with hold the construction of
the .sewer in the alley between Fourth. and Fifth Streets, north of
North Street to tlnc Union Pacific Railway, until the Union Pacific
Railway Company constructs their port ion, a s per agreement, and that
the certified checks of the unsuccessful. bidders be returned. The
City Attorney was instructed ' to prepare the necessary ordinance and
contract for the construction of the above named sewers.
An ordinance was introduced entitled: "An ordinance providing
for the appointment of an Assistant Fire Chief, fixing his duties and
compensation, and repealing so much of Ordinance 170. 1480 as is in
conflict herewith."
On motion of Councilman Hagler the rules of order were suspend-
ed for its consideration by the following vote; IALyes: I"iller, Under,
wood, Carney, Wolff, Swede nburg, Iiagler, Ostberg, Mathews and Bateman.

On motion of Councilman Carney the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: ill_er, Underwood, Carney, Wolff, Swe-
denburg, Hagler, Ostberg, rZathews and Bateman. (9) ;Jays : (None)
Councilman 11,1ishler absent. The Mayor approved the same and is numbered
1860.

An ordinance was introduced. entitled: "An ordinance providing for
the salary of the Police Judge, and relating to fines and costs in the
Police Court, and repealing Ordinance No. 1097."
On motion of Councilman Underwood the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood,
Carney, Wolff, �,wed.enburg, Ostberg and I.Iathews . (7) Nays : Hagler and
Bater_:an. (2) Councilman I:Iishler absent.
On motion of Councilman IvIathews the ordinance was read and adopted
by sections and on its final adoption the roll was called and the follow-
ing vote was had; A_lTes: Hiller, Underwood, Carney, Wolff, Swedenburg, --
Ostberg and Mathews. (7) iays: Hagler and Bateman. (2) Council-
man !Mishler abserit. Said ordinance was passed by the Council, July Gth,
1915; and approved by the Mayor, July 19th, 1915, and is numbered 1861.
A petition asking for the extension of water mains on Oakdale Aven-
ue, north of Elm Street, to the north line of Lot IT
'38, was received and
referred to the Corporation and Franchise Committee.
An ordinance was introduced and read, entitled: "An ordinance regulat-
ing
egulat-ing the excavating of the streets in the City of Salina, Kansas." Same
was referred to the Street aid Alley Cor.;mittee .
An ordinance was introduced entitled: "An ordinance defining a cer-
tain misdemeanor, and providing for the punishment of the same."
On motion of Councilman Swedenburg the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Underwood,
Carney, tiTTolff, , c'wed enburg, Hagler, Ostberg, i Iathews and Bateman. (9 )

On motion of Councilman Miller the ordinance was read and adopted
by sect ions, and on its final adoption the roll was called and the f ollow-
ing vote was had; Ayes: I;Iiller, Underwood, Carney, Wolff, awedenburg,
Hagler, Ost berg, I'4athews and Bateman. (9) Hays: (None) Councilman
Ihishler absent. The Iiiayor approved the same and is numbered 1862.
On motion of Councilman Carney, Council adjourned .
