Crowther and the following named councilmen answered to roll call: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, Mathews and Bateman pres- ent. Councilmen Mishler absent. The minutes of the regular semi-monthly of June 7th, 1915, were read and approved as read.. Claims and Expenditure Committee reported by ordinance entitled: "An ordinance making an appropriation for the payment of ceftain claims" Also reported that they had in thier hands, two claims namely: one from. Taylor Miller, asking $100.00 for use of ground for hay market, also one from the Clerk of the District Court, for costs in Carrie Snead's case. Councilman Swedenburg moved that the bill of Taylor Miller's be not allowed. Councilman Bateman moved that the bill of the Clerk of the District Court be not allowed. On motion of Councilman Carney the ordinance was read and adopt- ed by sections, and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, Mathews and Bateman. (9) Nays: (None) Councilman Mishler absent. The Mayor approved the same and is num- bered 1854. Street and Alley Committee reported favorable on the location of an Are Light on Fifth Street, between Prescott and Crawford Avenues. Councilman Batemen moved that the report of the Committee be ac- cepted, and that the City Clerk be instructed to notify The Salina Light, Power & Gas Company to locate said light. Sidewalk Committee reported favorable on the construction of a sidewalk on the south side of Beloit Avenue, from Railroad east to Osborn Street, also on the south side of Ash Street from Kansas to Co- lumbia. Also reported unfavorable on the petition for the construction of a sidewalk on the south side of Elm Street, from the Alley between Penn and Oakdale Avenues to Kansas Avenue. An ordinance was introduced entitled: "An ordinance providing for the construction of certain sidewalk in the City of Salina, 11ansas." On motion of Councilman Swedenburg the rules of order were sus- -ended for its consideration by the following vote; Ayes: Iv'Iiller, Underwood, Carney, Wolff, Swedenburg, Ha%ler, Ostberg, Mathews and Bateman. (9) Nays: (Atone) Councilmen Mishler absent. On motion of Councilman Carney the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, T Mathews and Bateman. (9) Nays: (None) Councilman Mishler absent. The Mlayor approved tie same and is num- bered 1855. An ordinance was introduced entitled, "An ordinance providing for the repairing and re-laying of certain sidewalk in the City of Salina, Kansas." On motion of Councilman Swedenburg the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, Mathews and Bateman. (9) Nays: (None) Councilman Mishler absent. On motion -of Councilman Ostberg the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: T,iiller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, Mathews and Bateman. (9) Nays: (None) Councilman Mishler absent. The Mayor approved the same and is num- bered 1356. 144 Corporation and Franchise Committee asked for further time in the matter of preparing an ordinance compelling property owners to --tub in -- sewer, water and gas, on streets that are to be paved; also the ordin- ance regulating house moving. The request was granted. An ordinance was introduced entitled: "An ordinance providing for the abandonment of a portion of a certain water main, and for the ex- tension of a certain water main in lieu thereof, and the installation of a fire hydrant thereon in the City of Salina, by The Salina Water Works Company." On motion of Councilman Carney the rules of order were suspended for its consideation by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, 1�athews and Bateman. (9) Nays: (None) Councilman %Iishler absent. On motion of Councilman Ostberg the ordinance was read and adopted by sections and on its final adoption the roll was called and the follow- ing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, Mathews and Bateman. (9) Nays: (None) Councilman Mishler absent. The Mayor approved the same and is numbered 1857. The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, that the Salina Water Works .Company is hereby directed to lay a six inch water main in Bishop Street, from the center of Thirteenth Street to tine center of Tenth Street, and to connect such main with lines now laid in Thirteenth Street and Tenth Street, and to install on such extension two fire hydrants, as directed by the Chief of Fire Department." On motion of Councilman Swedenburg the rules of order were suspend- ed for its consideration and the resolution adopted by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ost- berg, Mathews and Bateman. (9) Nays: (None) Councilman Mishler ab- s ent . Dr. H • W int erbotham, appeared before the Council and asked for the enforcing of the Automobile Ordinance in this City. The Matter was referred to the Mayor, and if necessary to employ a Motor Cycle Police to enforce the above ordinance. Councilman Bateman moved that the Street Car Company be permitted to place seats on the street corners and junctions along their tracks. Motion adopted. Councilman Ostberg moved teat the Building Committee have a cement drive -way constructed from the present drive -way, between the City Build- ing and City Jail to the alley; also to re -locate the dog pound now lo- cated on the City Hall lots. Motion adopted. Councilman Bateman moved that the former recommendations of the Fire Department Committee, in the matter of designating an Assistant Fire Chief be accepted, and that the City Attorney be instructed to draw an ordinance authorizing the same. Assistant Chief to receive V 5 .00 per month in addition to the regular firemen's salary. 1, of ion adopted. Councilman miller moved that all firemen be required to sleep at the Fire Station, except the nights that they are off duty. Motion adopted. Councilman Wolff, of the Public Health Committee asked for further time to make a report on the matter of collecting garbage in the City. The request was granted. The City Engineer's plans and specifications on certain sewers, were received and adopted. Councilman Mathews moved that the City Clerk advertise for bids, on the above named sewers, to be received at the regular T,ieeting, July 5th, 1915. I 1 PAZ 1L 5- Councilman Mathews ' moved that the matter of constructing a per- manent iron door in the opening of the Ash Street Sever, under the bridge, be referred to the Sewer and Drainage Committee and the City Engineer with power to act. Motion adopted. A petition asking for the re -locating of a sidewalk on the east side of Ninth Street, from I+iulberry to South Street, was received, and referred to a Special Committee composed of Mathews, Swedenburg and Bat eman . Councilman Carney, moved that the City Treasurer be instructed to take up the V41000.00 Bridge Bonds from the Counter Treasurer, July 1st, and hold the same until further orders. Motion adopted. Street and Alley Committee was instructed to investiggate the matter of a water -way under the east approach of the Iron kvenue Bridge; also to arrange for the building of such retaining wallk as necessary. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim". On motion of Councilman Miller the rules of order were suspend- ed for its consideration by the following vote: Ayes: Miller Linder - wood, Carney, Wolff, Swedenburg, Hagler, Ostberg, P.1lathews and gate- man. (9) Nays: (!done) Councilman Mishler absent. On motion of Councilman Carney the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, Idlathews and Bateman. (9) Nays: (None) Councilman Mishler absent. The Mayor approved the same and is num- bered 1858. Thos Vallette appeared before the Council, and asked that the City grant the Isis Patrol, license privileges for street stands, July 5th, 1915. Councilman Bateman moved that the permit be granted, provided, that such stands should in no way obstruct the use of the public streets. Motion adopted. Mayor Putnam submitted his veto to Ordinance ;;=1851 as follows: June 21, 1915. TO THE OF T11E UOUT CIL OF THE CITY OF SALIUL: Regarding Ordinance No. 1851, passed June 7th, 1915, entitled, "An ordinance providing for the appointment of a City Attorney, ett ." will say, I return same herewith with my veto attached, for the reas- on that the ordinance, as delivered to me for signature, was not in accord with the title or the condition of same as passed, the Coun- cil having taken no formal action on that portion stricken out in the body thereof. On motion of Councilman Miller the rules of order were suspend- ed for its consideration by the following vote; Ayes: .iller, Und- erwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, Ielathews and Bate- man. (9) Nays: (None) Councilman Mishler absent. An ordinance was introduced entitled: "An ordinance providing for the appointment of a City Attorney, specifying his duties, and fixing his compensation, and repelaing Ordinance No. 1758, passed and approved I,lay 18th, 1914, and so much of Ordinance Tido. 1097, passed and approved September 16th, 1901, as is in conflict herewith." On motion of Councilman Miller the rules of order were suspend- ed for its consideration by the following vote; Ayes: .iller, Und- erwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, Ielathews and Bate- man. (9) Nays: (None) Councilman Mishler absent. On motion of Councilman Carney the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg, i:athews and Bateman. RS OF TELE COU uC IL Oi,' THE CITY JF S11LINAA : Regarding Ordinance No. 1850, being "An ordinance providing for the fees of the Police Judge", passed June 7th, 1915, I will say that in my opinion in consideration of the importance of the office, together with the amount of work required of the Police Judge in the City of Salina, the compensation as allowed, is insufficient for the duties performed. Therefore, I feel that it is my duty, as i.1ayor to veto same. J. E. Putnam. Mayor. An ordinance was introduced entitled: "An ordinance providing for the appointment of a City Engineer, specifying his duties, and fixing his compensation, and repealing Ordinance No. 768, passed and approved ii ay 18th, 1891." Councilman Mathews moved that the rules of order be suspended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Swedenburg, Ostberg and Mathews. (6) Nays: Carney, Hagler and Bateman. (3) Councilman Mishler absent. The motion was declared lost. Jos. Duncan submitted a request asking for the reduction of the license on Air Domes. Councilman Swedenburg made a motion that the request be laid upon the table. A petition from the Standard Oil Company, was received, requesting the Council to open, or cause to be opened, Front Street, in the city of Salina, Kansas, between Railroad Street and Forrest Avenue. The matter was referred to the Street and Alley. Committee. A bid from The Salina Journal was received for the City printing, for the ensuing year, at the rate of three cents (3) per count line. Such matter to be set in regular reading matter of the paper. On motion of Councilman Swedenburg the bid was accepted. Mayor Putnam appointed E. L. Wilder, C. J. Peck and W. G. Stude- baker, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the paving, curb- ing, guttering and excavating of Iron AvenueT between Penn Avenue and Delaware Street. Mayor Putnam appointed C. w. Lynn, Wm. Hansen and W. S. Frey, to act as appraisers in ascertaining the valuation of the lots and piec- es of ground liable to special assesssment for the paving, curbing, guttering and excavating of Baker Street, between Walnut Street and Iron Avenue. On motion of Councilman Swedenburg, the appointments were con- firmed. on- firmed. The appraisers report on the appraisement of Crawford Avenue, from Ninth Street to Santa Fe Avenue, was received, and on motion of Coun- cilman Mathews, Tuesday evening, July 6th, 1915, was designated as a Special Meeting, at which time the report will. be taken up and acted upon by the Council, and that the City Clerk give notice in the official City paper as provided by Law. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief, were received and ordered filed. On motion of Councilman Miller, Council adjourned. City Clerk.
