COUNCIL PROCEEDINGS.
COUNCIL CHAMBER,
SALINA, KANSAS.
MAY 17th, 1915.
Regular semi-monthly meeting of the City Council, May 17th, 1915.
Mayor Putnam presiding, City Attorney H. C. T obey and the following
named councilmen answered to roll call: Miller, Underwood, Carney,
Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman.
The minutes of the Regular semi-monthly meeting of May 3bd, 19150
were read and approved as read.
Claims and expenditure Committee reported by ordinance entitled,
"An ordinance making an appropriation for the payment of certain claims"
On motion of Councilman Carney, the ordinance was read and adopted by
sections, and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Miller, Underwood, Carney Wolff, Swedenburg,
Mishler, Hagler, Ostberg, Mathews and Bateman. (101 Nays: (None)
The Mayor approved the same and is numbered 1840.
Street and Alley Committee reported favorable on the locattion of
an Arc Light at the corner of Elm Street and Kansas Avenue, and the City
Clerk was instructed to notify the Salina Light, Power and Cas Company
to locate said light.
An ordinance was introduced entitled, "An ordinance making an
appropriation of a certain sum of money for the purpose of acquiring
certain real estate in the City of Salina, Kansas, for railroad right of
way, for the Missouri Pacific Railway Company, into and out of the pro-
posed union depot in said city.
On motion of Councilman Swedenburg the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Underwood,
r Carney, Wolff, Swedenbur , Mishler, Hagler, Ostberg, Mathews and Pate -
man. (10) Nays: (N one
On motion of Councilman Carney the ordinance was read and adopted
by sections and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Miller, Underwood, Carney Wolff, Swedenburg,
Mishler, Hagler, Ostberg, Mathews and Bateman. (101 Nays: (None)
The Mayor approved the same and is numbered 1841.
The following resolution was introduced:
BE IT RESOLVED, by the Mayor and Councilmen of the City
of Salina, that the Salina Water Works Company be, and it is, hereby di-
rected to lay the following water mains and locate and connect the fol-
lowing hydrants:
A six (6) inch main on Ash Street to extend from College
A enue to R ilroad Street, and locate thereon one fire hydrant as direct -
ea by the CRief of the Fire Department.
A six (6) inch main on Thirteenth Street to extend from
Ash Street to Park Street, and to connect at either end with mains now
insatlled in said last named stbeets.
A six (6) inch main on Iron avenue to extend from Oh. i o
Street to Delaware Street and to connect with the present main at Ohio
Street.
A six (6) inch main on Fifth Street to extend feom the
south side of Crawford avenue to a point in line with the north side of
Wilson Street and locate thereon four Fire Hydrants as directed by the
Chief of the Fire Department, and be it further,
RESCLVED, that the said Salina Water Works Company is
hereby directed to install and connect hydrants to mains now laid as
follows: The City to pay for all labor and material used in excess of
that which would have been required, had such hydrants been installed
when such mains were being laid:
Locate one hydrant on the east side of Highland Avenue,
mid way between Cr awford and Bond Streets, and one on Thirteenth Street,
on the east side of the street, at a point 345 feet north of Elm Street,
Locate two fire hydrants on Iron Avenue between Ohio
Street and Delaware Street, as directed by the Fire Chief.
And to remove hydrant No. 123 from it's present location
just south of the new Union Station to a point 144 feet south of the
north line of Bishop Street on the West side of Thirteenth Street. The
City to pAy for all labor and material used in removing and reloc;tang
said hydrant.

The extra hydrants ordered to be located on Highland Avenue, and
on Thirteenth Street, are two of seven hydrants now being paid on, by _
the City, and which are not yet located, and one of the four here or-
dered located on Fifth Street, is taken from the se4;en referred to,
thus leaving four of the extras yet to be located.

On motion of Councilman Swedenburg the rules of order were sus-
pended and adopted by the following vote; Ayes: Miller, Underwood,
Carney, Wolff, Sweddnburg, Mishler, Hagler, Ostberg, Mathews and Bate-
man. (10) Nays: (None)
Corporation and Franchise Committee to whom was referred the pe-
tition asking for the extension of water mains on Fifth Street, from
Crawford avenue to Republic avenue, reported and recommended that the
water mains be extended on Fifth Street from Crawford Avenue to Wilson
Street. On motion of Councilman Swedenburg, the report of the Com-
mittee was received.
The matter of re -locating the water tank, that is used for street
sprinkling purposes, from Iron Avenue to the City property on South
Fifth Street, was generally discussed and the matter was referred to
the Corporation and Franchise Committee with power to act.
An ordinance was introduced entitled "An ordinance extending teh
fire limits in the City of Salina, Kansas.

On motion of Councilman Underwood, the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Math-
ews and Bateman. (10) Nays: (N one)
On motion of Councilman Mishler the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe-
denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays:
(None) The mayor approved the same and is numbered 1842.
The Fire Department Committee recommended the purchase of the
following supplies for the Fire Department:
lst . That the City purchase 500 feet of two and one-half inch
hose.
2nd. That the City purchase a Smoke Helmet, on 30 days trial,
for $25.00
3rd. That the City purchase two "Shut-off Nozzles", on 30 days
trial, for $25.00 for the two.
4th. That the City purchase one Detroit Door Opener for $8.00
5th. That the City purchase 200 feet of three-quarter inch rope.
6th. That the City purchase one"First Aid Kit" for injured fire -
men.
On motion of Councilman Miller the recommendations of the Commit-
t8e were adopted and the matter was referred to the Fire Department
Committee with power to act.
The following communication was received:

To the Hon. Mayor &City Council,
Salina, Kansas.
Gentlemen:
I present herewith my bond, duly executed to the City of Sa-
lina, with good and sufficient sureties, in the sum of 500.00, condit-
ioned, for the re -placing or repairing of certain sewer pipes therein
specified, to be filed and retained by the City of Salina, provided;
the City immediately pays to me the balance due me under my contract
with the city for constructing an iron pipe across the Smoky Hill River
in connection with the Ash Street sewer, in the sum of $500.00, with

interest thereon at the rate of 5% from August 17, 1914; and upon
,the payment of said sum and interest, the case of Otto Peterson vs.
The City of Salina, now pending in the District Court of Saline County,
Kansas, shall be dismissed at the cost of the plaintiff.

A petition was received, asking for the extension of the sewer
on Fifth Street, south of Bond about 300 feet. Same was refered to
the Sewer and Drainage Committee.
Councilman Miller moved that the proposition submitted by Otto
Peterson, be accepted, which was adopted by the following vote;
Ayes: Miller, Underwood, Wolff, Swedenburg, Haler and Ostberg (6)

Gentlemen:
I am herewith returning to you, with my disapproval and
veto, Ordinance No. 1839, entitled, "An ordinance relating to dogs",
passed by the Council, May 3rd, 1915.

City Engineer, P. G. Wakenhut, submitted a report of the addition-
al catchbasins that were needed in the new paving district. The mat-
ter was referred to the Sewer and Drainage Committee and the City En-
gineer with power to act.
Councilman Mathews suggested that the City investigate the mat-
ter of purchasing. a "Pick-up Street Sweeper", for the Street Depart-
ment. The matter was referred to the Street and Alley Committee for
investigation.
Councilman Mishler moved that the Kaw Paving Company be notified
to re -surface Elm Street between Seventh and Ninth Streets, also South
Street between Santa Fe avenue and %nth Street. Motion adopted.
Property owners residing in the northeast part of the City,
appeared before the Council, and asked that the streets in that portion
of the city be graded. The matter was discussed. and referred to the
Street and Alley Committee With power to act.
Mayor Putnam submitted his veto to Ordinance No. 1839, as follows:

On motion of Councilman Swedenburg the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Miller, Underwood, Carney, Wolff,
Swedenburg, Mishler, Hagler, Ostberg., Mathews and Bateman. (10)
Nays: (None) The Mayor approved the same and is numbered 1843.
An ordinance was introduced entitled, "An ordinance fixing the
of the City Attorney, and repealing Ordinance
compensation and salary
No. 1758, passed and approved, May 18th, 1914, and so much of section
two of Ordinance No. 1097, passed and approved September 16, 1901, as
is in conflict with the provisions of this ordinance."

On motion of Councilman Miller the rules of order were suspended
for its consdderation by the following vote; Ayes: Miller, Underwood, -

On motion of Councilman Miller the ordinance was read and adopted
by sections and on its final adoption the roll was called and the follow-

An ordinance was introduced entitled, "An ordinance fixing the com-
pensation of the City Engineer, and repealing Section Four (4) or Ordin-
ance No. 768".
On motion of Councilman Swedenburg the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller, Un-
derwood, Carney, Wolff, Swedenbur , Mishler, Hagler, Ostberg, Mathews
and Bateman. (10) Nays: (N one
On motion of Councilman Bateman the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Underwood, Carney, Swedenburg, Mish-
ler, Hagler, Ostberg, Mathews and Bateman: (10) Nays: (None) Said
ordinance was passed and is numbered 1845.
An ordinance was introduced entitled, "An ordinance fixing the com-
pensation of the Police Judge and repealing Ordinance No. 1097, passed
and approved September 16, 1901, and all other ordinances and parts of
crdinances and parts of ordinances in conflict with this ordinance."
On motion of Councilman Swedenburg, said ordinance was referred to
the Ways and Means Committee.
Councilman Hagler called the attention of the Council to the low
branches projecting over the sidewalks in different parts of the City.
The matter was referred to the Sidewalk Committee.
The monthly reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief, were received and ordered filed.
Mayor Putnam submitted the name of Chas. E. Banker, as City Clerk,
and on motion of Councilman Miller was confirmed.
Mayor Putnam submitted the name of W. B. Crowther, as City Attornem
and on motion of Councilman Miller was confirmed.
Mayor Putnam submitted the name of Ellen Nyberg as City Stenograph,
and on motion of Councilman Miller was c•onf armed .
Mayor Putnam submitted the name of Aug. Olsson as Street Commission-
er, and on motion of Councilman Swedenburg was confirmed.
Mayor Putnam submitted the name of C. H. Burke, as City Marshal,
and on motion of Councilman Carney was confirmed.
Mayor Putnam submitted the name of Wm. E. Thompson, as Assistant
City Marshal, and on motion of Councilman Carney was confirmed.
Mayor Putnam submitted the name of J. R. St onebraker,as Policeman,
and on roll call the appointment was not confirmed by the following vote;
Ayes: Underwood, Carney, Mishler and Hagler. (4) Nays: Miller, Wolff,
Swedenburg, Ostberg, Mathews and Bateman. (6)
Mayor Putnam submitted the name of A. F. Gibson as Policeman, and
on motion of Councilman Hagler was confirmed.
Mayor Putnam submitted the name of Jerome Hanly as Policeman, and
on motion of Councilman Hagler was confirmed.
Mayor Putnam submitted the name of Robt . N. Camp as Fire Chief,
and on motion of Councilman Swedenburg was confirmed.
Mayor Putnam submitted the name of J. B. Archer, as City Custodian,
and on motion of Councilman Mishler, was confirmed.
Mayor Putnam submitted the name of R. P• WDelchel, as Special Po-
lice in Oakdale Park, and on motion of Councilman Carney was confirmed.
