Regular semi-monthly meeting of the City Council, May 3rd; 1915.
Mayor Putnam presiding, City Attorney H. G. Tobey and the following nam-
ed councilmen answered to roll call: Miller, Underwood, Carney, Wolff,
Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman.
The minutes of the regular semi-monthly meeting of April 19th,
1915, were read and approved as read.
On motion of Councilman Mathews the following Rules of Order gov-
erning the Council were adopted:
Rule 1. The presiding officer of the Council shall be addressed as
"Mr . Pxes ident ."
Rule 2. Every member rising to debate, present a petition or oth-
er ;raper, to give notice, make a report or motion, shall address the
President, and shall not proceed until recognized by him.
Rule 3. No member shall speak to another or otherwise interrupt
the business of the council, while the minutes or public papers are be-
ing read.
Rule 4. All motions and resolutions introducing new business,
shall, when introduced, be read and at once referred to the proper com-
mittee, which committee shall report to the council thereon at its
next regular meeting, unless the time for such report be extended by
the Council.
Rule 5. All Ordinances, (except appropriations for the payment
of claims previously authorized) shall be read and then referred by the
Mayor to the appropriate committee, which committee shall report there-
on at the next regular meeting of the Council, unless further time for
such report be given by the Council.
Rule 6. The Order of Business shall be as follows:
1st. Roll Call.
2nd. Reading the Journal and approval thereof.
3rd. Report of standing conn.*"ittees in the following order:
1st. Ways and Means,
2nd. Claims and Expenditures.
3rd. Streets and Alleys.
4th. Sidewalk.
5th. Corporations and Franchise.
6th. Buildings.
7th. Fire Department.
8th. Public Health.
9th. Sewers and Drainage.
10th. Parks and Parkings .
4th. Report of Special Committees.
5th. Unfinished Business.
6th. New Business.
Rule 7- Robert's Rules of Order shall govern the proceedings of
the Council in all cases not provided for by law, ordinances or these
rules.
Rule 8. The above rules of Order of Business may be suspended for
any meeting by the concurrence of seven (7) members of the Council pres-
ent and voting.
Mayor Putnam made the following appointments of Standing Committees

On motion of Councilman Mishler the appointments were confirmed.

Councilman Swedenburg moved that the Council proceed to elect a
President of the Council, and placed the name of Taylor Miller in nom-
ination.

Councilman Bateman moved that the City Clerk be instructed to cast
the entire vote of the Council for Taylor hiller as President of the
Council for the ensuing year. Motion adopted. Councilman Miller was
declared duly elected.
B. I. Litowich appeared before the Council, representing the pro-
perty owners on Eleventh Street, between Walnut and South Streets, in
reference to the paving on said street, and presented a petition asking
for the street to be paved with Asphaltic -Concrete, except that portion
of the street occupied by the Street Railway.
Councilman Miller moved that the request be ,granted. Motion lost
by the following vote; Ayes: Miller, Underwood, Ostberg and Bateman.
(4) Nays: Carney, Swedenburg, Mishler, Hagler and Mathews. (5)
Councilman Wolff not voting.
The following resolution was introduced:
BE IT RESOLVED, by the Mayor and Council of the City of
Salina, Kansas, that all license privileges collected from the Ed. A.
Evans "Carnival Show" to exhibit in the City of Salina, during the week
of May 10th to 15th, inclusive, be remitted to the Salina Publicity
Association.
Adopted and approved, May 3rd, 1915.
On motion of Councilman Mathews, the ordinance was read and adopt-
ed by sections, and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Carney, Wolff, Ostberg, and
Mathews. (5) Nays: Miller and Bateman. (2) Councilmen Swedenburg,
Ptilishler and Hagler not voting. There not being a majority, the ordinance was
declared not adopted.
Councilman Carney moved that a contract be let to Watts & Amerman
for the paving, curbing, guttering and excavating of Front Street, from
the south line of Iron avenue to the south line of Walnut Street extend-
ed east, with vitrified, vertical fiber, side wire cut, brick paving
at $1.69 per square yard; also for the paving of Ash Street from the
west line of College avenue to the east line of Railroad Street, with
Asphalt ic-Concrete at $1.30 per square yard; Excavating thirty-three
cents (33d) per cubic yard, and curbing and guttering fifty-two cents
(52�) per lineal foot for each street.
An ordinance was introduced entitled, "An ordinance providing for
the construction of certain sidewalk in the city of Salina, Kansas."
On motion of Councilman Swedenburg the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and
Bateman. (10) Nays: (N one )
On motion of Councilman Batemen the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Sweden -
burg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (None)
The Mayor approved the same and is numbered. 1836.

On motion of Councilman Hagler the resolution was adopted as read.
Councilman Carney, of the old Street and Alley Committee reported
on the petition to leave the Street Railway track unpaved on East Iron
Avenue, as follows:
"According to the petition when filed with the Committee, it
did not contain a majority of the resident property owners."
Councilman Carney moved that Iron Avenue be paved full width.
Street and Alley Committee reported on an ordinance entitled, "An
ordinance providing for the paving, curbing, guttering and excavating of
Iron avenue in the city of Salina, between Penn avenue and Delaware
Street, specifying the manner of construction, providing for the cost
thereof, and the manner of payment and letting the contract therefor."
On motion of Councilman Mathews, the ordinance was read and adopt-
ed by sections, and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Carney, Wolff, Ostberg, and
Mathews. (5) Nays: Miller and Bateman. (2) Councilmen Swedenburg,

declared not adopted.

An ordinance was Introduced entitled, "An ordinance providing for

On motion of Councilman Carney the ordinance was read and adopted

ing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg,
Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (None) The
Mayor approved the same and is numbered 1837.
An ordinance was introduced entitled, "An ordinance providing for
the paving, curbing, guttering and excavating of Ash street in the city
of Salina, Kansas, between the west line of College avenue and the east
line of Railroad Street, specifying the manner of construction, provid-
ing for the cost thereof and the manner of payment and letting the contract
therefor."
On motion of Councilman Swedenburg the rules of order were suspend-
ed fot its consideration by the following vote; Ayes: Miller, Underwood,
Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman.

On motion of Councilman Misheler the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Underwood, Sarney, Wolff, Swedenburg,
Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (None)
The Mayor approved the same and is numbered 1838.
The following resolution was introduced:
."BE I`.t' RESOLVED, by the Mayor and Councilmen of the
City of Salina, that Ash Street in said city, between the east line of
Fourth Street and the west line of Ohio Street be curbed and guttered
on both sides thereof with cement Curb and Gutter. "

On motion of Councilman Miller the rules of order were suspended
and the resolution adopted by the following vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and
Bateman. (10) Nays; (None)
A, committee appeared before the Council and asked the Council to
make a monthly appropriation for the assistance of the Salina Band.
Councilman Bateman moved that the City appropriate the sum of 50.00
per month for the assistance of the Salina Band. Motion, adopted.
Councilman Mishler, of the Corporation and Franchise Committee
reported that the City has been paying for seven Fire Hydrants that have
not been placed by the Council, and suggested that the same be placed
on different streets in advance of the paving. The matter was referred
to the Corporation and Franchise Committee with power to act.
The matter of drafting an ordinance compelling property owners to
stub in seweV, water and gas on streets in advance of the paving was
generally discussed and referred to the Street and Alley Committee.
The Fire Chief submitted a list of recommendations to the Council
in behalf of the Fire Department. The matter was referred to the Fire
Department Committee.

x petition asking for the extension of the fire limits on the
east and west sides of Santa Fe avenue, from Walnut Street to Mulberry
Street was again referred to the Building Committee, with instructions
to bring in a report at the next regular meeting.
A petition from Mrs. Carrie Snead, asking to be released from
the County Jail was received, and the matter was placed in the hands of
the Mayor.
Councilman Hagler, called the attention of the Council to the ne-
cessity of constructing a retaining wall at the east end of the Iron
Avenue bridge, and to provide a water -way under the east span; also to
make arrangements for the raising of thegrade on the street at the
east end of the bridge. The matter was referred to the Street and A1 -
ley Committee with power to act.
Councilman Hagler moved that the Street and Alley Committee noti-
fy the Street Railway Company to move their poles on Walnut and Front
STreets; also to construct a suitable crossing on their track at the
east end of the Walnut Street Bridge. Motion adopted.
The Plumbers' Union asked permission of the Council to use the
Fifth Street City Buidling for a place of meeting. The matter was
referred to the Building Committee.
Mayor Putnam appointed F. R. Fitzpatrick, H. H. Eberhardt and
C. J. Peck, to act as appraisers in ascertaining the valuation of the
lots and pieces of ground liable to assessment for the paving, curbing,
guttering and excavating of Thirteenth street, between the north line
of Ash Street and the north line of Bishop Street extended due west from
Ninth Street. On motion of Councilman Swedenburg the appointments
were c onf irmed. .
Mayor Putnam appointed E. L. Wilder, W. G. utudebaker and W. ►
Frey, to act as appraisers in ascertaining the valution of the lots and
pieces of ground liable to assessment for the paving, curbing, gutter-
ing and excavating of Ninth Street, between the south line of South
Street to the south line of Crawford-4venue . On motion of council-
man Swedenburg, the appointments were confirmed.

baker, to act as appraisers in ascertaining the valuation of the lots
and pieces of ground liable to assessment for the paving and excavatirg
of Eleventh Street between the south line of Walnut Street and the
north line of 6outh Street. On motion of Councilman Swedenburg, the
appointments were confirmed.

guttering and excavating of Crawford avenue between Ninth Street and
Santa Fe Avenue. On motion of Councilman Swedenburg the appointments

er, to act as appraisers in ascertaining the valuation of the lots and
pieces of ground liable to assessment for the curbing and guttering
of Fifth Street between the south line of Walnut Street and the north
line of Prescott avenue. On motion of Councilman Swedenburg the ap-
pointments were confirmed.

Councilman Miller moved that the bid of the Planters State Bank
be accepted, and that the City Clerk be instructed to .return the certi-
fied checks to the unsuccessful bidders.

An ordinance was introduced entitled, "An ordinance relating to
dogs, and repealing Ordinance Nol 1028 passed and approved April 30th, -
1900; and Ordinance No. 1759, passed and approved May 18th, 1914."
On motion of Councilman Miller the rules of order were suspended
f of its consideration by the f oll.owing vote; Ayes: Miller,, Underwood,
Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (9)

On motion of Councilman Miller the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Underwood, Wolff, Swedenburg,
Mishler, Hagler, Ostberg, Mathews and Bateman. (9) Nays: Carney (1)
Said ordinance was passed and is numbered 1839.
A request from Mr. 0. I. Johnson for a sewer connection on Thir-
teenth Street, between Ash and Park Streets, was asked for, but no
action taken.
A petition asking for a sewer on Fifth Street, extending about
300 feet south of Bond, Was received and referred to the Sewer and
Drainage Committee.
A petition asking for the extension of the water mains on Fifth
Street, from Crawford avenue to Republicavenue was received and referr-
ed to the Corporation and Franchise Committee.
The muter of employing an additional Paving Inspector was dis-
cussed, and the matter was referred to the Mayor.
Henry H. Eberhardt, City Treasurer's bond, was approved by the
Mayor and Council.
On motion of Councilman Swedenburg, Council adjourned.
