APRIL 19, 1915.
Regular semi-monthly meeting of the City Council, April 19th,
1915. Mayor Niquette presiding, City Attorney H. C. Tobey and the fol-
lowing named councilmen answered to roll call; Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews.
The minutes of the Special Meeting of April 5th, 1915; Regular
Meeting of April 5th, 1915 and the Canvassing Board of April 9th, 1915,
were read and approved as read.
Claims and Exepnditure Committee reported by ordinance entitled,
"An ordinance making an appropriation for the payment of certain claims".
On motion of Councilman Dodds the ordinance was read and adopted by sec-

tions, and on its final adoption the roll was called and the follo*ing
vote was had; Ayes: Dodds, Carney, Mishler, Hanly, Hagler and Mathews.
(6) Nays; Miller, Underwood and Swedenburg. (3) The Mayor declared
the ordinance duly adopted and is numbered 1830.
Street and Alley Committee reported favorable on the opening of
Delaware Street, from Gypsum avenue to Iron avenue.
Street and Alley Committee also reported favorable on the opening
of Oakdale avenue from Ash Street to Johnstown avenue, on cedtain con-
ditions.

Street and Alley Committee reported favorable on the petition for
the paving of Front street from Walnut Street to Iron avenue; also on
Ash Street, from the west line of College avenue to Railroad Street.
On motion of Councilman Miller the report of the committee was adopted.
Bids for the paving of certain streets, as advertised, were re-
ceived as follows:
Butts & Amerman,
Baw Paving Company,
E. D. Tyner Construction Company,
A. Jaicks Company,
Standard Roofing Company.
Also bid on Curb and Gutter from L. H. Lyon.
Councilman Dodds moved that the contract be awarded to watts and
Amerman, for vertical fiber, side wire out, Buffalo PavingBlock, as
per their bid on different streets as follows: Paving, $1.69, $1.72
and $1.74 per square yard; Excavating 33 cents per cubic yard, and
Curbing and Guttering 52 cents per lineal foot; and that the certified
checks be returned to the unsuccessful bidders. Motion adopted.
An ordinance was introduced entitled, "An ordinance specifying and
selecting the paving material to be used and letting the contract for
the paving and excavating, and for the curbing and guttering of certain
portions of Ninth Street in the City of Salina."
On motion of Councilman Dodds the rules of order were suspended
for its consideration by the following vote; Miller, Underwood, Dodds,
Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None)
On motion of Councilman Carney the ordinance was read and adopted
by sections and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg,
Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) The Mayor ap-
proved the same and is numbered 1831.
An ordinance was introduced entitled, "An ordinance letting the con-
tract for the curbing and guttering of certain portions of Fifth Street
in the City of Salina."
On motion of Councilman Dodds the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9)
Nays: (None)
On motion of Councilman Miller the ordinance was read and adopted
by sections and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg,
Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) The Mayor ap-
proved the same and is numbered 1832.

An ordinance was introduced entitled, "An ordinance specifying and

in the City of Salina."
On motion of Councilman Dodds the rules of order were suspended for
its consideration by the following vote; Ayes: Miller, Underwood, Dodds,
Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9) Nays:

On motion of Councilman Carney the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following
vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mish-
ler, Hanly, Hagler and Mathews. (9) Nays: (None) The mayor approved
the same and is numbered 1833.
An ordinance was introduced entitled, "An ordinance specifying and
selecting the paving material to be used and letting the contract for the
paving and excavating of certain portions of Eleventh street in the city
of Salina."
On motion of Councilman Dodds the rules of order were suspended for
its consideration by the following vote; Ayes: Miller, Underwood, Dodds,
Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None)
On motion of Councilman Mathews the ordinance was read and adopted
by sections and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg,
Mishler, Hanly, Hagler and Mathews. (9) Nays: { None) The mayor ap-
proved the same and is numbered 1834.
An ordinance was introduced entitled, "An ordinance providing for
the paving, curbing, guttering and excavating of Iron Avenue in the city
of Salina, between Penn avenue and Delaware street, specifying the manner
of construction, providing for the cost thereof and the manner of payment
and letting the contract therefor." Same was received and referred to
the Street and Alley Committee.
An ordinance was introduced entitled, "An ordinance vacatin a cer-
tain portion of Thirteenth Street, in the city of Salina, Kansas.
On motion of Councilman Carney the rules of order were suspended for
its consideration by the following vote; Ayes: Miller, Underwood, Dodds,
Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None)
On motion of Councilman Mathews, the ordinance was read and adopted
by .sect ions and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg,
Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) The Mayor approv-
ed the same and is numbered 1835.
A report was received from the Kansas City Testing Laboratory, in
regard to the sample of Ninth Street, asphaltic -concrete, submitted to them
for examination.
Councilman Dodds moved that the Kaw Paving Company be permitted to
use the old material on Ninth Street; provided, that the suggestions from
the Kansas City Testing Laboratory be followed; and that five year guar-
antee be given on the street after it has been re -surfaced. Motion adopted.
Councilman Dodds moved that South street, also be re -surfaced at such
places as may be designated by the City Engineer and the 6treet and Alley
Committee. Motion adopted.
Councilman Dodds moved that the paving contractor be requested to
commence paving on Thirteenth Street, between Ash and Bishop streets, on
account of the dirt being needed in the vicinity of the union depot. Mo-
tion adopted.
Sidewalk Committee reported favorable on the petition, asking for a
sidewalk on the east and west sides of Seventh street, from Pacific to
Harsh; also on the north side of Pacific, from Seventh Street to Santa Fe
Avenue.

A petition asking for the location of an Arc Light at the corner
of Elm Street and Kansas avenue was received and referred to the Street
and Alley Committee.
The monthly reports of the City Clerk, City Treasurer and Fire
Chief, also the report of the Police Judge fro the month of March and
the first half of April, were received and ordered filed.
On motion of Councilman Carney the presdnt Council adjourned,
after which the newly elected Mayor J. E. Putnam, and Councilmen Taylor
Miller, A. L. Wolff, Aug. Swedenburg, J. V. Ostberg and T. E. Bateman
being present, the oath of office was administered by the City Clerk
to each of the newly elected. officials .
