Regular semi-monthly meeting of the City council, April 5th, 1915.
Mayor Niquette presiding, City Attorney H. C. Tobey and the following
named councilmen answered to roll call; Miller, Underwood, Dodds, Car-
ney, Swedenburg, Mishler, Hanly, Hagler and Mathews.
The minutes of the regular semi-monthly meeting of March 15th,
1915, were read and approved as read.
Street and Alley Committee reported unfavorable on the loctxt ion of
an Arc sight at the corner of Third Street and Crawford avenue.
Street and Alley Committee reported on the petition for paving
Fifth Street, from Walnut Street to Prescott avenue, as follows:-
"On

"On investigation we find 70 resident property owners and
24 signatures on said petition."
There not being a majority, petition for said improvement was lost.
A remonstrance against the paving, curbing, guttering and excavat-
ing of Crawford avenue, from Santa Fe avenue to Ninth Street was re-
ceived and referred to the Street and Alley Committee.
Street and Alley Committee made a report on said remonstrance,
that it did not contain names enough of property owners to defeat the
paving, curbing and guttering resolution passed by the Council on Feb-
ruary 15th, 1915.
Councilman Dodds moved that the contract for the paving, curbing,
guttering and excavating of Crawford avenue, be let to Watts & Amerman
for Asphaltic -Concrete pavement, at not to exceed, $1.50 per square
yard for paving, fifty-five cents (55,) per lineal foot for curb and gut-
ter, and thirty-three cents (33¢) per cubic yard for excavating. Mo-
tion adopted.
City Engineer, submitted plans and specifications., and estimate of
cost, for the paving, curbing, guttering and excav:. ting of Crawford Av-
enue from Santa Fe avenue to Ninth Street. Said specifications were
adopted and approved by the Council.
An ordinance was introduced entitled, "An ordinance providing
for the paving,, curbing, guttering and excavating of Crawford Avenue
in the City of Salina, between Ninth Street and Santa Fe Avenue, speci-
fying the manner of construction, providing for the cost thereof and
the manner of payment, and letting the contract therefor."
On motion of Councilman Dodds, the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9)
Nays: (None)
on motion of Councilman Carney the ordinance was read and adopted
by sect ions, and on its final adopt ion the roll was -called and the fol-
lowing vote was had; Ayes; Miller, Underwood, Dodds, Carney, Sweden -
burg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) The
Mayor approved the same and is numbered 1827.
A communication was received from the architect of the new cement
bridge, calling the attention of the Council that "White Play" lamp posts
should be . furnished by the City and delivered to the contractor. The
matter was referred to the City Clerk with instructions to have the lamp
posts ordered.
A petition for the paving, curbing, guttering and excavating of
Front Street, from Walnut Street to Iron Avenue was received and referred
to the Street and Alley Committee.
A petition for the paving of Ash Street from the west line of Col-
lege avenue to Railroad Street was received and referred to the Street
and Alley Committee.

An ordinance was introduced entitled, "An ordinance providing for
the issuing of Improvement Bonds of the City of Salina, Kansas, in the
sums of 22,600.00 to pay the cost of improving certain streets in said
City."
On motion of Councilman Swedenburg, the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller, Un-
derwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews.
(9) Nays: (None)
On motion of Councilman Miller the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Underwood, Dodds, Carney, Sweden -
burg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) The
Mayor approved the same and is numbered 1828.
An ordinance was introduced entitled, "An ordinance providing for
,► the issuing of Sewer Improvement Bonds of the city of Salina, Kansas,
in the sum of 4,500.00."
On motion of Councilman Mathews, the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews.

On motion of Councilman Carney, the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swe-
denburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (Pone)
The Mayor approved the same and is numbered 1829.
Councilman Dodds moved that the City Clerk advertise for bids for
the paving, curbing, guttering and excavating of Thirteenth Street, from
Ash Street to Bishop Street; Iron Avenue, from Penn Avenue to Delaware
Street, and Ninth Street from South Street to Crawford avenue; and for
the paving and excavating of Eleventh Street from Walnut Street to
South Street; also for the curbing and guttering of Fifth Street from
Walnut Street to Prescott avenue. Bids to be received up to, and in-
cluding April 19th, 1915, at eight o'clock P. M.
A petition asking for the construction of a sidewalk on the east
and west sides of Seventh Street, from Pacific to Harsh, and on the
north side of Pacific, from Seventh to Santa Fe, was received and re-
ferred to the Sidewalk Committee.
M. W. Cave, appeared before the Council, and asked the Council
to lay a service water main in the alley between Tenth and Eleventh
Streets, from Washington to Prescott avenues, a distance of about 250
feet. The matter was referred to ti:e Corporation and Franchise Commit-
tee with power to act.
A petition for the extension of water mains on Elm. Street from
Tenth to Thirteenth Streets, was received and referred to the Corporatioin
and Franchise Committee.
A petition asking for the opening of Delaware Street, from Gypsum
, `` Avenue to Iron Avenue was received and referred to the Street and Alley
Committee.
Councilman Hagler called the attention of the Council, of the ne-
cessity of planting flowers and replacing some of the trees around the
City Building. The matter was referred to the Building Committee with
power to act.
On motion of Councilman Swedenburg, Council adjourned.
