Mayor Niquette presiding, City Attorney H. C. T obey and the fol- lcwing named councilmen answered to roll call: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. The minutes of the Regular M6nthly Meeting of March lst, 1915, were read and approved as read. __- Claims and Expenditure Committee reported by ordinance entitled, "An ordinance making an appropriation for the payment of certain claims" On motion of Councilman Carney the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) The Mayor ap- proved the same and is numbered 1825. Street and Alley Committee reported unfavorable on the vacation of a part of Elm Dale Addition. On motion of Councilman Miller, the report of the committee was adopted. Street and Alley Committee reported unfavorable on the matter of constructing a foot bridge across the Smoky Hill River on Iron Avenue. A proposition was received from the Concrete Construction Company of Kansas City, Missouri, to construct a cable bridge for the sum of $250.00 An ordinance was introduced entitled, "An ordinance providing for the construction of a foot bridge over the Smoky Hill River on Iron Aven- ue, and letting & contract therefor." On motion of Councilman Hagler the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) On motion of Councilman Miller the ordinance was read and adopted by sections, and on its final adoption, the roll was called and the fol- lowing vote was had; Ayes: Miller, Underwood, Dodds, Hanly and Hag- ler. (5) Nays: Carney, Swedenburg, Mishler and Mathews. (4) The vote resulting in the negative, the ordinance was declared not a- dopted. Councilman Mishler moved that the vote on the ordinance be re- considered. The roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Swedenburg, Mishler, Hanly and Hagler. (7) Nays: Carney and Mathews. (2) On the final adoption of the ordinance the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Swedenburg, Mishler, Hanly and Hagler. (7) Nays: Carney and Mathews. (2) The Mayor approved the same and is numbered 1826. Councilman Mishler, of the Public Health Committee, reported that parties were dumping rubbish near the up town depot, along the river bank. The matter was referred to the City Marshal for investigation. A request for sewer connection from the Union Pacific Railway was presented. Councilman Miller moved that the City construct a ten (10) inch vitrified sewer from a point about 50 feet north of North Street in the alley between Fourth and Fifth Streets, to the south line of the Union Pacific right-of-way, and construct the necessary manholes and catchbasins. Also to construct a manhole at the north line of the cast iron sewer that is to be constructed by said Railway Company, and the City Engineer was instructed to prepare plans and specifications for such extension. Motion adopted. I T PAZ 1 1 1 The following resolution was introduced: "WHEREAS, by Ordinance No. 1672 of the City of Salina, passed and approved August 12, 1912, said city agreed to sell to George Caldwell, for the consideration therein expressed, the south half (S. 1/2) of Lot numbered ninety-one (91), on Santa Fe Avenue, in the city of Salina, Kansas, and that said city was to deliver a deed for said premises to said Caldwell upon payment of said consideration; and, WHFJkEAS, the deed heretofore deposited in escrow, in- tended to convey said property to said Caldwell, as in said Ordinance No. 1672 provided, has not been duly acknowledged by the former mayor and clerk of said city, and said Caldwell is ready and able to pay the remaining consideration and purchase price for said property upon the_ execution and delivery of a deed to him for such premises and to per- form his part of the agreement and contract expressed in said ordinance aforesaid; therefore, BE IT hESO-LVED by the Mayor and Councilmen of the city of Salina that the present mayor and city clerk of the city of Salina are hereby authorized and directed to execute, on behalf of said city, a deed to said George Caldwell for the said premises above described and deliver the same to said Caldwell upon payment by him to the city treasurer of said city of the amount due said city from said Caldwell for said premises under and in accordance with the terms of said ord- inance and the contract therein mentioned. Mr. Short appeared before the Council and asked if the Council would consent to pave East Iron Avenue, leaving the space occupied by the Street Railway Company unpaved. Councilman Miller moved that the wishes of the majority of the resident property owners be consid- ered. Motion adopted unanimously by the Council. City Engineer, i. G. Wakenhut , submitted plans and specifications for the paving of Eleventh Street, between Walnut and South Streets, for the paving, curbing, guttering and excavating of Ninth Street, be- tween South Street and Crawford Avenue, and Thirteenth Street, between Ash Street to the north line of Bishop Street extended west; also for the curbing and guttering of Fifth Street, between Walnut Street and Prescott Avenue. On motion of Councilman Mishler said specifications were adopted and ordered filed. A petition asking for the extension of the fire limits on both sides of Santa Fe avenue, from Walnut to Mulberry, was received and referred to the Building'Committee. A petition for the paving and grading of Fifth Street, between the south line of Walnut Street and the north line of Prescott Aven- ue was received and referred to the Street and Alley Committee. A petition asking for the paving on Ninth Street, between South Street and Crawford Avenue, heretofore ordered by the Council, to be thirty (30) feet between curbs, was received and referred to the Street and Alley Committee. 21:� The appraisers report on the appraisement on Tenth Street, from Iron Avenue to Ash Street; also on Highland Avenue from Prescott to Republic avenue was received, and on motion of Councilman,Carney, Mon- day evening, April 5th, 1915, was designated as a special meeting, at which time the report will be taken up and acted upon by the Coun- cil, and that the City Clerk give notice in the official city paper, as provided by law. 21:� 116 Mayor Niquette appointed the following Judges and Clerks for the City Election of April 6th, 1915: FIRST WARD JUDGES: I.
