Special called meeting of the City Council, February 22nd, 1915.
Mayor Niquette presiding, City Attorney H. C. T obey and the following
named councilmen answered to roll call; Miller, Underwood, Dodds, Car-
ney, 'Swedenburg, Mishler, Hanly, Hagler and Mathews.
The request and call for meeting and the report of service on
the same was read as follows:

Salina, Kansas.
We, the undersigned, members of the city council of
the City of Salina, hereby request you to call a special meeting of
the council for this day, at 2 o'clock P. M., for the purpose of tak-
ing action on a. resolution of protest against the enactment, by the
Legislature of the State of Kansas, of Senate Bills numbered 815, 477
and 367, as amended, and 496, and on House Bill numbered 863, now pend-
ing before such legislature.

For the purpose stated in the foregoing call and in
compliance with the foregoing request, I hereby call a. special meeting
of the Mayor and Council of the City of Salina, to be held in the Coun-
Cil room of the City Building, on this, Monday afternoon, at 2 o'clock

M. of said day.

In compliance with the foregoing call of the Mayor of
the city of Salina, I have this day notified the following named coun-
cilmen of said city of the call of said meeting by reading the same to
each of them personally, as follows: Taylor Miller, L. C. Underwood,
Chas. F. Dodds, J. W. Carney, Aug. Swedenburg, John Mishler, Chas. Han-
ly, J. Hagler and Edd. Mathews.

The following resolution was introduced:
"Be it Resolved, That we oppose and protest a-
gainst the enactment of Senate Bills 815, 477, 367, "as amended" and
496, and House Bill 863 --these bills embodying an attack on municipal
ownership and the municipal ownership powers of the people of the cit-
ies and towns, and stripping from the people of the cities the control
over local public utility questions.
Be it further Resolved, That we oppose and protest
against the enactment of any and all measures which embody the features
of the bills named above, the effect of which is to restrict or sub-
tract from the present municipal ownership powers of the people of the
cities, or to deprive the localities of theur control over public u-
tilities wholly or principally within their limits.
Section 2. The city clerk is hereby instructed
at once to send a copy of this Resolution to each of the members of the
legislature from the senatorial and representative districts in which
this city is located, and Honorable Arthur Capper, Governor of the
State.
Passed the council and approved, February 22d, 1915.

On motion of Councilman Miller the rules of order were suspended
for its adoption by the following vote; Ayes: Miller, Underwood, Dodds,
Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9) Nays:
(None)
On motion of Councilman Carney, Council adjourned.
