Regular semi-monthly meeting of the City Council, February 15th,
1915. Mayor Niquette presiding, City Attorney H. u. Tobey and the fol-
lowing named councilmen answered to roll call: Miller, Underwood, Dodds,
Carney, Mishler, Hanly, Hagler and Mathews. Councilman Swedenburg ab-
sent.

The minutes of the Regular semi-monthly meeting of January 18th,
1915, and Special Meeting of February 1st, 1915, and the Regular Meet-
ing of February lst, 1915, were read and approved as read.
Mrs. Josephine Torr appeared before the Council, and asked that an
investigation be made regarding the ownership of that portion of ground
known as Second Street, north of Walnut Street. Tl.e matter was referred
to the Street and Alley Committee for investigation.
Claims and Expenditure Committee reported by ordinance entitled,
"An ordinance making an appropriation for the payment of certain claims".
On motion of Councilman Carney the ordinance was read and adopted by
sections and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Miller, Underwood, Dodds, Carney, Mishler,
Hanly, Hagler and Mathews. (8) rays: (None) Councilman Swedenburg
absent. The Mayor approved the same and is numbered 1816.
The matter of driving a row of piling on the East bank of the Smoky
Hill River, in front of the new abuttment wall, and extending about 150
feet south of Walnut Street bridge was generally discussed. The matter
was finally referred to the Street and Alley Committee and the City En-
gineer with power to act.
Street and Alley Committee reported on the Ninth Street paving re-
monstrance as follows:
To the Hon. Mayor and Council,
Salina, Kansas.
Gentlemen:
We, your Committee, to whom was referred the remonstrance of
property owners protesting against the paving, curbing and guttering
of Ninth Street, between South Street and Crawford Street, beg leave to
report that we have ascertained a full list of the resident property
owners whose property would be liable to assessment and taxation for
the making of such improvements, and have also ascertained and determined,
from such remonstrance or protest, the legal signers on the same, and
find as follows:
Total number of resident property owners.............91
Total legal signers on said remonstrance or protest .42
And we therefore find that said remonstrance or protest does
not contain sufficient anmes or signers of ,resident property owners to
defeat the resolution to improve said street, within the limits named,
adopted by the Mayor and Council on the 7th day of December, 1914.

On motion of Councilman Dodds the report was adopted.
Street and Alley Committee reported on the Fifth Street curbing
and guttering remonstrance as follows:
To the Hon. Mayor and Council,
Salina, Kansas.
Gentlemen:
We, ,your Committee, to whom was referred the remonstrance of
property owners protesting against the curbing and guttering of Fifth
Street, between Walnut Street and Prescott avenue, beg leave to report
that we have ascertained a full list of the resident property owners
whose property would be liable to assessment and taxation for the making
of such improvements, and have also ascertained and determined, from such
remonstrance or protest, the legal signers on the same, and find as fol-
lows:
Total number of resident property owners ................ 71
Total legal signers on said remonstrance or protest 34
And we therefore find that said remonstrance or protest does not
contain sufficient names or signers of resident property owners to de-
feat the resolution to improve said street, within the limits named,
adopted by the Mayor and Council on the 7th day of December, 1914.

remonstrance as follows:
To the Hon. Mayor and Council,
Salina, Kansas.
Gentlemen:

property owners protesting against the paving and excavating of Eleventh
Street, between Walnut street and South Street, beg leave to report that
we have ascertained a full list of the resident property owners whose
property would be liable to assessment and taxation for the making of
such improvements, and have also ascertained and determined, from such
remonstrance or protest, the legal signers on the same, and find as
follows:
Total number of resident property owners ................ 46
Total legal signers on said remonstrance or protest ..... 21
And we therefore find that said remonstrance or protest does not
contain sufficient names or signers of resident property owners to defeat
the resolution to improve said street, within the limits named, adopted
by the Mayor and Council on the 4th day of January, 1915.

On motion of Councilman Hanly the report wus adopted.
The following resolution was introduced:
"Be it Resolved by the Mayor and Councilmen of the
City of Salina, that the paving, curbing, guttering and excavating of
Crawford Avenue in the City of Salina, Kansas, between the west line
of Santa Fe avenue and the east line of Ninth Street, except the inter-
section of Highland avenue and Crawford avenue, are each and all improve-
ments necessary to be made and done."
Adopted and approved, February 15th, 1915.

On motion of Councilman Carney the rules of order were suspended
and adopted by the following vote; Ayes: Miller, Underwood, Dodds,
Carney, Mishler, Hanly, Hagler and Mathews. (8) Nays: (None) Coun-
cilman Swedenburg absent.
The following resolution was introduced:
"Be it Resolved by the Mayor and Councilmen of the
City of Salina, that the paving, curbing, guttering and excavating of
Iron avenue in the city of Salina, Kansas, between the west line of
Penn avenue and the west line of Delaware Street, are each and all im-
provements necessary to be made and done."
Adopted and approved., February 15th, 1915.

Street and Alley Committee reported favorable on the location of
an Arc Light at the corner of Highland avenue and Crawford Avenue, also
at the corner of Ninth Street and South Street. Councilman Miller,
moved that the ordering in of the lights be deferred until a report
could be made on the light on Center Street and also on East Ash Street.
An ordinance was introduced entitled, "An ordinance relating to
amd apportioning and levying special assessments on the lots and pieces
of ground liable therefor, to pay the cost of paving, curbing, guttering
and excavating Walnut Street in the City of Salina., Kansas, between the
east line of Second Street to the west end of the bridge crossing the
Smoky Hill River on said street."
On motion of Councilman Miller the rules of order were suspended
fot its consideration by the following vote; Ryes: Miller, Underwood,
Dodds, Carney, Mishler, Hanly, Hagler and Mathews. (8) Nays: (None)
Councilman Swedenburg absent.
On motion of Councilman Hagler the ordinance was read and adopted
by sections and on its final adoption the roll was celled and the follow -

An ordinance was introduced entitled, "An ordinance providing
for the curbing and guttering of Fifth Street in the City of Salina, Kan-
sas, between the south line of Walnut Street and the north line of Pres-
cott avenue, and providing for the cost thereof and the manner of pay-

On motion of Councilman Carney the ordinance was read and adopted

Hanly, Hagler and Mathews. (8) Mays: (None) Councilman Swedenburg
absent. The Mayor approved the same and is numbered 1818.
An ordinance was introduced entitled, "An ordinance providing for
the paving, curbing, guttering and excavating of Ninth Street in the
city of Salina, Kansas, between the south line of South Street to the
south line of Crawford Street and providing for the cost thereof and
the manner of payment.11
On motion of Councilman Miller, the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood,
Dodds, Carney, Mishler, Hanly, Hagler and Mathews. (8) Nays: (None)
Councilman Swedenburg absent.

ed by sections and on its final adoption the roll was called and the
folloaaing vote was had; Ayes: Miller, Underwcod, Dodds, Carney, Mish-
ler, Harily, Hagler and Mathews. (8) Nays; (None) Councilman Sweden -
burg absent. The Mayor approved the same and is numbered 181.9.
An ordinance was introduced entitled, "An ordinance providing
for the paving and excavating of Eleventh Street in the City of Salina,
Kansas, between the south line of Walnut Street and the north line of
South Street, and providing for the cost thereof and the manner of pay-
ment .'
On notion of Councilman Mathews the rules of order were suspend-
ed for its consideration by the following; vote; Ayes: Miller, Under-
wood, Dodds, Carney, Mishler, Hanly, Hagler and Mathews. (8) Nays:
(None) Councilman Swedenburg absent.
On motion of C ours c i lman Hanly the ordinance ;vas read and adopted
by cections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Underwood, Dodds, Carney, Mishler,
Hanly, Hagler and Mathews. (8) Nays: (:;one) Councilman Swedenburg
absent. The Mayor approved the same and is numbered 1820.
A petition was received petitioning for the widening of the alley,
running north and south in the block between Nintn and Tenth Streets,
from South Street to Morrison Avenue. Said petition was referred to
the Street and Alley Committee.
ti request for a Gasoline Filling Station at the corner of Santa
Fe avenue and Walnut Street was received and referred to the Street and
Al ley Committee.
A request from the Salina Fire Department asking the Council for
permission to take out some additional insurance, covering sickness was
received. On motion of Councilman Dodds the request was granted. _.
Councilman Hanly moved that the Fire Chief's salary be raised from
$90.00 to $100.00 per month. Motion adopted.
City Engineer, Y. G. Wakenhut, submitted plans and specifications
for the building of certain sewers ordered by the Council. On motion of
Councilman Miller the plans and specifications were adopted, and the City
Clerk was instructed to advertise for bids to ue received March 1, 1915.
The following resolution was introduced:
"Be it Resolved that the Mayor and Council of the
City of Salina, note with deep regret the recent and untimely death of our
fellow -member and co-worker WILLIAM 0. BENSON; and that we desire, by
this resolution, to express our est4em and appreciation of his christ ian
citizenship, his true wotth and character as a man and as a citizen of
our community, and of his earnest and constant work and efforts as a
member of this body.
Arid be it further resolved that this resolution be
spread upon the Journal of the City, and that atopy of the same be sent
to the wife of the deceased."

On motion of Councilman Dodds the resolution was unanimously a-

A. remonstrance against the paving, curbing, guttering and excavat-
ing of Bishop Street, between the west line of Ninth Street and the west
line of Thirteenth Street extended, was received and referred to the
Street and Lilley Committee.
A remonstrance against the paving, ct:rb ing, puttering and excavat-
ing of Thirteenth Street, between the north line of Ash Street and the
right of way of the Missouri Pacific Railway Company, was received and
referred to the Street and referred to the Street and Alley Committee.
A petition asking for the location of an Are Light at the corner of
Second and Ash Streets, was received and referred to the Street and Al-
ley Committee.
The monthly reports of the City Clerk, City Treasurer, Police Judge
and Fire Chief, were received and ordered filed.
On motion of Councilman Underwood, Council adjourned.
