COUNCIL PROCEEDINGS.
COUNCIL CHAMBER,
SALINA, KANSAS.
FEBRUARY lst , 191.5 .
Special session of the Mayor and Council for the purpose of con-
sidering and hearing complaints of property owners as to the valuation
placed on lots and pieces of ground liable to assessment for the pav-
ing, curbing, guttering and excavating of Walnut Street, from the east
end of Second Street to the west end of the bridge, crossing the Smoky
Hill river on said street. Mayor Niquette presiding, City Attorney
H. C. T obey and the following named councilmen answered to roll call:
Miller, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. Coun-
cilmen Underwood and Dodds absent. Councilman Benson, deceased.
The appraisers report was taken up and read as f ollows:-

We, E. L. Wilder, W. G. Studebaker and W. M. Gar-
rison,*beirig duly and severally sworn according to'law, each for him-
self, does hereby solemnly swear that he is an owner of real estate in
the city of Salina, Saline aunty, Kansas, and is disinterested in any
of the property liable to special assessment for the cost of paving,
Walnut Street from the east line of Second Street and the west end of
the bridge crossing the Smoky Hill river on said street, as more parti-
cularly described and provided for on Ordinance No. 1812, of the City
of Salina; and that each of us will to the best of our judgment and
ability make a true and impartial. re-appraisement of all the lots and
pieces of ground abutting on such respective streets above described
without regard to the buildings and improvements on said lots and piec-
esof ground, the distance to be improved, as set forth and designated
by the Mayor and Council in said Ordinance into. 1812. So help us God.

Gentlemen:
Vie, the undersigned, who were appointed appraisers for the
purpose of re -appraising certain blocks in connection with the Walnut
Street paving, beg to submit the following, we, in company with the City
Engineer, who made measurements for us, viewed the following tracts
of land and lots and appraise the same as follows:-

amended by the following vote; Ayes: Miller, Carney, Swedenburg,
