COUNCIL CHAMBER,
SALINA, KANSAS.
JANUARY 18th, 1915.
Regular semi-monthly meeting of the City Council, January 18th,
1915. Mayor Niquette presiding, City Attorney H. C. Tobey and the fol-
lowing named councilmen answered to roll call: Miller, Underwood, Dodds,
Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. Councilman
Benson absent.
The minutes 6f the Regular Semi-monthly Meeting of January 4th,
1915 and the Special Canvassing Board of January 8th, 1915, were read
and approved as read.
Claims and Expenditure Committee reported that they had three
bills that they wished the Council to act upon. A bill from Snyder and
Tuttle for $360.00, for constructing the east approach of the Ash Street
bridge. A bill from Mts . T. J. Farrar for $30.00, for expense on Rest
Room, and a bill from Z. T. Heminger for $16.75, for extra work on the
East Ash Street sidewalk.
Councilman Miller moved that the stun of ;250.00 be allowed on the
Snyder and Tuttle bill, and that the bill of Mrs. Farrar's be laid upon
the table.
Councilman Carney moved that the sum of $6.75 be allowed on the
bill of Z. T. Heminger' s .
Claims and Expenditure Committee reported by ordinance entitled,
"An ordinance making an appropriation for the payment of certain claims".
On motion of Councilman Carney the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following
vote was had: Ayes: Miller, Underwood, Dodds, Carney, Swedenburg,
Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) Councilman Ben-
son absent. The Mayor approved the same and is numbered 1813.
An ordinance was introduced and read, entitled, "An ordinance re-
lating to and regulating the moving of household goods, and furniture
of residents of the City of Salina, from one locality to another in the
City, or into or out of the City." Same was referred to the Ways and
Means Committee.
Ways and Means Committee reported unfavorable on the offer of
Wm. Hoard, for the purchase of that portion of Second Street, lying north
of Walnut Street, to the Smoky Hill River.
Councilman Carney moved that a. resolution be prepared to pave Thir-
teenth Street, from Ash Street to Bishop Street.
Councilman Dodds moved that a resolution be prepared to pave Bish-
op Street, from Ninth Street to Thirteenth Street.
Sewerage and Drainage Committee submitted a report on certain Sani-
tary and Storm Sewers to be constructed. On motion of Councilman Math-
ews the report was received and adopted.

Councilman Miller moved that the City Engineer prepare plans and
specifications for the sewers included in the report, and submit the
same to the State Board of Health for approval.
The following resolution was introduced:
"Be it Resolved by the Mayor and Councilmen of the City
Of Salina, that the paving, curbing, guttering and exvavating of Thirt-

teenth Street, in the City of Salina, Kansas, between the north line of
Ash Street and the right of way of the Missouri Pacific Railway Company
as the sante will be re -located and is about to be re -located for the en-
trance of said railway company into the new union depot of said City,
which will be approximately about fifty feet north of the present right
of way of said railroad, are each and all improvements necessary to be
made and done.
Adopted and approved January 18th, 1915.

On motion of Councilman Carney the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9)
Nays: (None) Councilman Benson absent. On the final adoption the roll
was called and the following vote was had; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9)
Nays: (N one) Councilman Benson absent.
The following resolution was introduced:
"Be it Resolved by the Mayor and Councilmen of the
City of Salina, that the paving, curbing, guttering and excavating of
Bishop Street, in the City of Salina, Kansas, between the west line df
Ninth Street and the west line of Thirteenth Street extended, are each
and all improvements necessary to be made and done.

On motion of Councilman Dodds the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9)
Nays: (None) Councilman Benson absent. On the final adoption the roll
was called and the following vote was had; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9)
Nays: (None) Councilman Benson absent.
The appraisers report on the re-appraisement of Walnut Street, from
the east line of Second Street to the west end of the bridge, crossing
the Smoky Hill River on said street, was received, and on motion of Coun-
cilman Underwood, Monday evening, February lst, 1915, was designated as
a Special Meeting, at which time the report will be taken up and acted
upon, and that the City Clerk give notice in the official city paper
as provided by law.
A remonstrance was received against the paving of Ninth Street,
from South Street to Crawford avenue; also against the paving of Elev-
enth Street, from Walnut Street to South _Street,, Same were referred
to the Street and Alley Committee.
An ordinance was introduced entitled, "An ordinance authorizing
the Mayor and Clerk of the City of Salina to execute a deed to the Chi-
cago, Rock -Island and Pacific Railway Company for the real estate and
for the purposes hereinafter described and set forth."
On motion of Councilman Miller, the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews.
(9) Nays: (None) Councilman Benson absent.
On motion of Councilman Carney, the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swe-
denburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) Coun-
cilman Benson absent. The Mayor approved the same and is numbered 1814.
An ordinance was introduced entitled, "An ordinance authorizing

souri Pacific Railway company for the real estate and for the purposes
hereinafter described and set forth."

ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9)
Nays: (None) Eouncilman Benson absent.
On motion of Councilman Hagler the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swe-
denburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) Coun-
cilman Benson absent. The Mayor approved the same and is numbered 1815.
A petition for an Arc Light at the corner of Highland and Crawford
Avenues, was received, and referred to the Street and Alley Committee.
