JANUARY 8th, 1915.
BE I`1' REMEMBERED, That on the 8th day of January, 1915, the Mayor
and Council of the City of Salina, Kansas, met at the Council Chamber in
said City pursuant to Paragraph 1360, of the General Statutes of 1909,
of the State of Kansas; present V. E. Niquette Mayor, and Taylor Miller,
L. C..Underwood, Aug. Swedenburg, John Mishler, Chas. Hanly and Edd.
Mathews, Councilmen, and thereupon the following proceedings were had, _
abd,
WHEREAS on the 7th day of December A. D. 19149 the said Mayor and
Council of said city, being duly convened in regular session, duly pass-
ed and caused to be published Ordinance No. 1804, submitting to the qual-
ified electors of said City of Salina, Kansas, for their acceptance or
rejection the proposition to issue to The Salina Northern Railroad Com-
pany, Forty (40) of the bonds of said city of the denomination of Five
Hundred ($500.00) Dollars, each, to aid said Railroad company in se-
curing and paying for land for Right of Way, Depot Grounds and terminal
Facilities; said Bonds to be payable t.o bearer at the office of the
Treasurer of the State of Kansas, in the City of Topeka, Kansas, thirty
(30) years after the date thereof, bearing interest at the rate of five
per cent (5%) per annum, interest payable semi-annually, for which in-
terest coupons shall be attached, payable at the office of the Treasurer
of the State of Kansas, at the said City of Topeka, Kansas, upon the
following conditions, viz;
That when said Railroad shall have been built and constructed and
in operation by lease or otherwise, from a. point at or near thewest end
of Elm Street in said city of Salina, Kansas, to Lincoln Center, Kansas,
and adequate side tracks and switching facilities, built and constructed
In said City of Salina, Kansas, shall cause one-half (1/2) in number
and amount of such bonds, with coupons attached, as aforesaid, to be
issued in the name of said City of Salina, Kansas, and shall deliver
the same to said Railroad Company.
PROVIDED, that said Railroad shall haves been built and completed
and in operation, by lease or otherwise as aforesaid, to Lincoln Center,
Kansas, on or before the 31st day of December A. D. 1915. And when said
railroad shall have been built and constructed and in operation, by lease
or otherwise, from the said City of Salina, Kansas, to the City of Osborng,
Kansas, then the Mayor and Council of the said City of Salina, Kansas,
shall cause the other one-half (1/2) in number and amount of such bonds,
with coupons attached as aforesaid, to be issued in the name of said City
of Salina, Kansas, and shall deliver the same to said Railroad Company,
provided, that said railroad shall be budlt and completed and in operation,
by lease or otherwiseiii as aforeasaid to the said City of Osborne, Kansas,
on or before the 31st day of December, A. li. 1916. and,
WHEREAS, said ordinance further provided, that said election should
be held in said City of Salinas Kansas, on the 4th day of January, A. Do
1915, And
WHEREAS, tje said Mayor and Council of said City of Salina, Kansas,
on the 8th day of January A. D. 1915, after the said special election
being duly convened in regular session as a Board of Canvassers for the
purpose of canvassing the retunrs of and from said Special Election, did
duly proceed to open said election rAturns and canvass the same and de-
termine the result thereof. And,
WHEREAS, said Mayor and Council sitting as said Board of Canvassers,
did find and determine from said returns that said proposition was duly
carried at said election by a majority of the legal voters of said City,
voting at said special election, voting in favor thereof. And that at
said special election there were cast for said properostion Five Hundred
Fifty (550) votes, and that thd.rePy.

It is furhter ordered by said Mayor and Council, sitting as such - -

Hca rd of Canvassers that the City Clerk of said City shall spread this
Order upon the Journal of said City in full, as and for a full and com-
plete redord of the finding and determination of said Board of Canvassers
o f the result of said special election.
IN WITNESS WHEREOF the said Mayor and Council of said City has caus-
ed these presents to be signed by the Mayor of said City and attested by
the Clerk of said City under the seal of said City, this 8th day of Jan-
uary, A. D. 1915.
