01-04-1915 MinutesI 11 1 FA COUPIL IL PROCEEDINGS. COUNCIL CHAMBER, SALINA, KANSAS. JIS4UARY 4th, 1915. Regglar semi-monthly meeting of the City Council, January 4th, 1915. Mayor Niquette presiding, City Attorney H. C:. Tobey and the fol- lowing named councilmen answered to roll call: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. Councilman Benson absent. The minutes of the Regular Semi-monthly Meeting of December 21st, 1914, were read and approved as read. Mr. Hugh Carlin, appeared before the Council, and entered an ob- jection to the paving assessment against his lots on Front Street, for the paving of Walnut Street. Councilman Miller moved that the City Attorney prepare an ordinance repealing Ordinance No. 1811, and that the Mayor appoint appraisers to re -appraise the property liable for assessment for the paving, curbing and guttering of Walnut Street, between the east line of Second Street and the west end of the bridge crossing the Smoky Hill River on said street. Councilman Carney introduced the following resolution: "Be it Resolved by the Mayor and Councilmen of the City of Salina, that the paving of Eleventh Street, in the city of Salina, between the south line of Walnut Street to the north line of South Street, is an improvement necessary to be made and done." On motion of Councilman Carney the rules of order were suspended and the resolution was adopted by the following vote: Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Math- ews. (9) Nays: (None) Councilman Benson absent. An ordinance was introduced entitled, "An ordinance providing for the re-appraisement of the property liable for assessment for the cost of paving, curbing and guttering of Walnut street., between the east line of Second Street and the west end of the bridge crossing the Smoky Hill river cin said street; and repealing Ordinance No. 1811, passed and ap- proved December 21st, 1914." On motion of Councilman Miller the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler and Mathews. (9) Nays: (None) Councilman Benson absent. On motion of Councilman Miller the ordinance was read and adopted by sections and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Miller, Underwood, Carney, Swedenburg, Mishler, Hagler and Mathews. (7) Nays: (None) Councilmen Dodds and Hanly not voting. Councilman Benson absent. The Mayor declared the ord- inance duly adopted and is numbered 1812. Mayor Niquette appointed E. L. Wilder, W. G. Studebaker and W. M. Garrison, to re -appraise the property liable for assessment for the cost of paving, curbing and guttering Walnut Street, between the east line of Second Street and the west end of the bridge crossing the Smoky Hill river on said street. The appointments were confirmed by the following vote: Ayes: Underwood, Dodds, Swedenburg, Mishler, Hanly, Hagler and Mathews. (7) Nays: Miller, (1) Councilman_ Carney not voting. Councilman Benson absent. On motion of Councilman Miller, Council adjourned. Chas. E. Banker, City Clerk.
