The minutes of the Regular Monthly Meeting of November l6tr:, 1914,
were read and approved as read.
A petition received, signed by T. ll. Fitzpatrick and 1168 oth-
ers, .,et itioning the Mayor and Council to call a Special Election on
January 4th, 1.915, for the purpose of submitting to the qualified elect-
ors of the City, the question whether the sc i d city of S.�,l ina, chall

to the Ways and Means Committee, who, immediately reported f,.vorable on
the same.
An ordnance was introduced entitled, "An ordinance calling a Spe-
cial election in the city of Salina., Kansas, for the purpose of submitt-
-r- to the qualified electora thereof, the quest ion wwether the said
city of Salina., Kansas, shall issue bonds in the sum of $20,000, to aid
the Salina Northern Rail -road Company in securing and pa -,Ting for Right of
1R;ay, Depot Grounds .n Termiral Facilities in t,-,- city of Salina,, Kansas".
On motion of Councilman Benson the rules of order were suspender

Property owners, owning property in the block between Front ^nd
Second streets, on lf,'alnut Street, appe.,red before tr.e Council and entered
a complair_t against the paving of I alnut Street in said block,
Counoilrutn Dodds, moved that a. neer set of appraisers be appointed
to re-anpra.ise the two blocks between Frorot ^.nd Second streets, on both
sides of 71alnut Street.
An ordinance aas iriti oduced, entitled, "An ordinance a ,)ort ioning
=and levying special assessments on certain lots and pieces of ground in
the cite of Salina, Kansas, to pay the cost of pe.vir.:g and excavating the
the alley between Fourth a.nd Fifth Streets, fron Iron avenue to IV?lnut
Street, and providin, for the collection of such =assessments."
On motion of Councilman Carney the rules of order were suspended

On motion of Councilman Mishler, the ordinance was read and adopt-

and constructing a Reinforced Concrete Bridge, across the Smoky Hill
River on Iron avenue, in the city --,f Salina, Ka.nsas."
On motion of Councilman Hagler, the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, HE,,nly, Hagler, Benson and 1.1athews.

On motion of Councilman Ha.nly the ordinance was read and a.dooted
bysect ions, and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg,
Mishler, Hanly, Hagler, Benson and Mathews. (10) Nays: (None) The
Tabor approved the same and is numbered 1806.
An ordinance was introduced entitled, "An ordinance making an appro-
priation of a certa.n sum of money to pay for real estate for the union
station and for railway R1."ht of Way, into and from the same."
On motion of Councilman Miller the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews.

On motion of Councilman Carney the ordinance was read and adopted
by sections and on its final adoptjon the roll_ was called and the follow-
ing vote was had; Ayes: 14iller, Underwood, Dodds, Carney, Swedenburg,
Mishler, Hanly, Hagler, Benson and Mathews. (10) Nays: (None) The
Mayor approved the same and is numbered 1807.
Councilman Mishler moved that the City Clerk, notify Otto Peterson
in writing, to repair the broken tiles in the Ash Street sewer, within
thirty (30) days from date. Motion adopted.
Mr. Burwell appeared before the Council, and asked to have a lo-
cation at the corner of Santa Fe and Iron Avenue, for his pop corn arid
lunch wagon. Mayor Niquette referred the matter to the Street and alley
committee for investigation.
Mayor Niquette appointed F. R. Fitzpatrick, L. 1.. Will and C. B.
Dodge, to act as appraisers in ascertaining the valuation of the lots
and pieces of ground liable to special assessment for the paving, curb-
ing, guttering and excavating of Walnut street., from Front St re:�t to Sec -
ond Street. On motion of Councilman Dodds, the appointments were con -
f irmed .
The following resolution was introduced:
"Be it, Resolved by the Mayor and Councilmen of the
City of Salina, that the paving, curbing, and guttering of Ninth street
in the City of Salina, Kansas, between the south line of South street
and the south line of Crawford avenue are each •-.nd all improvements nec-
essary to be made and done."
Adopted and approved, December 7th, 1914.

On motion of Councilman Benson, the resolution was adopted as
read by the following vote; Ayes: Miller, Underwood, Dodds, Carney,
Mishler, Hanly, Hagler, Benson and Mathews. (9) Nays: (None) Coun-
cilman Swedenburg not voting.
The following resolution was introduced:
"Be it Resolved by the Mayor and (,ouncilmen of the
City of Salina, that the curbing and guttering of Fifth Street in the
City of Salina, Kansas, between the south line of Walnut Street and the
north line of Prescott avenue are each and all improvements necessary
to be made and done."
Adopted and approved, December 7th, 1914.

Bids for the construction of a Retaining Vla.I.1 on the east end
of the Ash street bridge; also in the east end of the Walnut Street
bridge, were received as follows:
On motion of Councilman Miller, the rules of order were sus-
pended for its consideration bir the following vote; Ayes; Miller,
Underwood, Dodds, Swedenbur�,, Mishler, Hanly, Hagler and Mathews.

On motion of Councilman Dodds the ordinance was read and adopt-
ed by sections and on its final adopt ion. the roll was called and the
following vote was had: Ayes: Miller, Underwood, Dodds, Swedcnburg,
Hishler, Hanl.Ir, Hagler and Mathews. (8) Nays: Carney and Benson
(2) The mayor approved the same and is numbered 1808.
An ordinance was introduced entitled, "An ordinance providing
for the building of a stone abuttment on the east bank of the Smoky
Hill river on Walnut street, under the east approach of the bridge
spanning such river on said street, and letting the contract therefor".
On motion of Councilman Mishler, the rules of order were sup-
pended fot its considen-Ition by the following vote; Ayes: i:2iller,
Underwood, Dodds, Swedenburg, Mishler, Hanly, :��„ler, Henson am
Mathews. (9) Nays: Carney. (1).
On motion of Councilman Fpnl_y the ordinance was read and adopt-
ed by sections and on its final adoption the roll was caped and the
following vote was had; Ayes: Miller, Underwood, Dodds, Sweden -
burg, Mishler, Hanly, Hagler, Benson and Mathews. (9) TTays: Carney
(1). The Magor approved the same and is numbered 1809.
A petition for the location of an Arc Lirrht on Center atreet,
was received and referred to the Street and Alley Committee.
Councilman Carney moved that the. Street Cr.r Company be requir-
ed to construct 24 foot street crossings on trrtcks, at. the corner of
Iron avenue and Eastern Heights.
Councilman Miller, moved that the City dispense with the hir-
ing of the City Marshal's automobile at '25.00 per month. Motion
adopted.
It was reported to the Council, thelt a Gasoline Filling Sta-
tion had been located on the corner of Fifth street and Iron avenue,
inside of the "White V;air” district. The matter was referred to the
Street and Alley Committed for investization.
