Mayor Niquette presiding, City Attorney H. C. Tobey and the following named councilmen answered to roll call: Miller, Underwood, Dodds, Carney, Mishler, Hagler, Benson and Mathews. Councilmen Swedenburg and Hanly absent. The minutes of the hegular Monthly Special Meeting of November 2nd, and the vember 2nd, 1914, were read and approved Meeting of October 19th, 1914, Regular Monthly Meeting of No - as read. Claims and Expenditure Committee reported by Ordinance entitled, "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Carney, the ordinance was read and adopted by sections and on its final adoption the reoll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Mishler, Hagler, Benson and Mathews. (8) Nays: (None) Councilmen Swedenburg and Hanly absent. The Mayor approved the same and is numbered 1799. Mr. Amerman, appeared before the Council, and asked the Council to advance his company a payment of ;5700.00 on paving contract on Tenth Street and Highland avenue, on account of base constructed and material on ground. Councilman Hagler, moved that the sum of $3860.00 be al- lowed on the bill, and that scrip for that amount be issued, payable on or before July 1st, 1915, and bearing no interest. An ordinance was introduced entitled, "An ordinance relating to and apportioning and levying special assessments on certain lots and piec- es of ground, in the City of Salina, Kansas, to pay the cost of paving, curbing, guttering and excavating; Walnut Street in said city, between the East side of Fifth street and the west side of the Walnut Street bridge, crossing the Smoky Hill river on said street, and relatin§ to and providing for the collection and payment of such assessments.' On motion of Councilman Miller, the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Dodds, Carney, Mishler, Hagler, Benson and Mathews. (8) Nays: (None) Coun- cilmen Swedenburg and Hanly absent. On motion of Councilman Dodds, the ordinance was read and adopted by sections, and on its final adoption the reoll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Mishler, Hagler, Benson and Mathews. (8) Nays; (None) Councilmen Swedenburg and Hanly absent. The Mayor approved the same and is numbered 1800. An ordinance was introduced, entitled, "An ordinance relating to and apportioning and levying special assessments on certain lots and pie- ces of ground, in the city of Salina, Kansas, to pay the cost of paving, curbing, guttering and excavating Walnut street in said city, between the west line of Tenth street and the east line of College avenue, and relating to and providing for the collection and payment of such assess- ments." An ordinance was introduced, entitled, "An ordinance making an appropriation of a certain sum of money for the purpose of acquiring cer- tain real estate for railroad right of way for the Missouri Pacific Rail- way Company into the proposed union depot in the city of Salina." On motion of Councilman Carney the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Dodds, Carney, Mishler, Hagler, Benson and Mathews. (8) Nays: (None) Coun- cilmen Swedenburg and Hanly absent. On motion of Councilman Mathews the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Under- wood, Dodds, Carney, Mishler, Hagler, Benson and Mathews. (8) Nays: (None) Councilmen Swedenburg and Hanly absent. The Mayor approved the same and is numbered 1802. 87 1f An ordinance was introduced entitled, "An ordinance providing for - the issuance of sewer improvement bonds of the city of Salina, Kansas, in the sum of 3,900.00 On motion of Councilman Mathews the rules of orddr were suspended for its consideration by the following vote: Ayes: Miller, Underwood, Dodds, Carney, Mishler, Hagler, Benson and Mathews. (8) Nays: (None) Councilmen Swedenburg and Hanly absent. On motion of Councilman Hagler, the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Mishler, Hagler, Benson and Math- ews. (8) Nays: (None) Councilmen Swedenburg and Hanly absent. The Mayor approved the same and is numbered 1803. A remonstrance against the paving of the alley between Fourth and Fifth Streets, from Iron avenue to Ash Street, was received and referred to the Street and Alley Committee. The appraisers report for the paving of the alley between Fourth and Fifth Streets, from Iron avenue to Walnut street was received, and Monday evening, December 7th, 1914, at 7:30 o'clock Y. M., was designated a Special Meeting, at which time the appraisers report will be read and all parties affected by such report can be present and heard if they so desire, and that the City Clerk give notice in the official city paper as provided by law. Bids were received for the Retaining Walls on the Ash street bridge and Walnut street bridge, as follows: Watts & Amerman, I. N. Davis, L. H. Lyons, D. 1h. Norton, B. L. Alldaffer. On motion of Councilman Dodds, all bids were rejected, and the City Engineer was instructed to prepare plans and specifications on rubble stone work, and that the City Clerk re -advertise for bids to be received December 7th, 1914. Street and Alley Committee reported on the testing of the paving blocks on Walnut Street. Fire Chief, Camp, submitted recommendations to the Council, which were referred to the Fire Committee. On motion of Councilman Dodds, a special permit was granted for the burning of leaves, up until seven o'clock in the evening, for the next thirty (30) days. A petition for the location of an Arc Light at the corner of Third Street and Crawford avenue, was received and referred to the Street and Alley Committee. The monthly reports of the City Clerk, City Treasurer, PRlice Judge and Fire Chief, were received and ordered filed. On motion of Councilman Carney, Council adjourned. Chas. E. B,nker, City Clerk.
