Regular monthly meeting of the City Council, October 19th, 1914.
Mayor Niquette presiding, City Attorney H. C. Tobey and the following
named councilmen answered to roll call: Miller, Underwood, Dodds,
Carney, Mishler, Hanly, Hagler, Benson and Mathews. Councilman Sweden -
burg absent.
The minutes of the Special Meeting of October 5th, 1914, and the
Regular Monthly Meeting of October 5th, 1914, were read and approved
as read.
Claims and Expenditure Committee reported by ordinance entitled,
"An ordinance making an appropriation for the payment of certain claims."
On motion of Councilman the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote
was had; Ayes: Miller, Underwood, Dodds, Carney, Mishler, Hanly, Hag-
ler, Benson and Mathews. (9) Nays: (None) Councilman Swedenburg
absent. The mayor approved the same and is numbered 1794.
Street and Alley Committee reported on the testing of the paving
brick, and on motion of Councilman Miller the report of the Committee
was received and ordered filed.
Bids were received for the construction of ttie sidewalk, as ad-
vertised for, on Ash Street, from the bridge to Oakdale Avenue, as fol-
lows:

L. H. Lyons,
Z. T. Heminger,
Lenard C. Ahart.
Councilman Dodds moved that the contract be let to Z. T. Heminger
as per his bid.
Sidewalk Committee reported on an ordinance entitled, "An ordin-
ance letting the contract for the construction of certain sidewalk in
the city of Salina, Kansas." On motion of Councilman Carney the ordin-
ance was read and adopted by sections and on it.-, final adoption the
roll was called and the following vote was had: Ayes: Dodds, Carney,
Mishler, Iianly, Hagler, Benson and Mathews. (7) Nays: (None) Coun-
cilmen Miller and Underwood not voting, and Councilman Swedenburg ab-
sent. The mayor approved the same and is numbered 1795.
Councilman Dodds moved that the City pay the expense of moving
or re -constructing the coping on said walk. Motion adopted.
A petition was received for the construction of a sidewalk on
Sev_nth street, from Lincoln avenue Louth to the Union Pacific tracks.
Same was referred to the Sidewalk Committee.
Watts and Amerman submitted a bid for the paving of the alley be-
tween Fourth and Fifth Streets, from Iron avenue to Walnut street as
follows, to -wit:
Cement pavement ',,;1.25 per Sq. Yard
Curbing, 35/ per lineal ft.
Excavating, 54f; per cubic yd.
Councilman Dodds moved that the contract be awarded to Watts and
Amerman as per their bid.
An ordinance was introduced entitled, "An ordinance specifying
and selecting the material to be used and letting the contract for the
paving of the alley between Fourth and Fifth streets, from Iron avenue
to Walnut Street, in the city of Salina, Kansas." On motion of Coun-
cilman Dodds the rules of order were suspended for its consideration
by the following; vote; Ayes: Miller, Underwood, Dodds, Carney, Mish-
ler, Hanly, Hagler, Benson and Mathews. (9) Nays: (None) Councilman
Swedenburg absent. On motion of Councilman Benson the ordinance was
read and adopted by sections, and on its final adoption the roll was
called and the following vote was had; Ayes: Miller, Underwood, Dodds,
Carney, Mishler, Hanly, Hagler, Ben:ion and Mathews. (9) Nays: (None)
Councilman Swedenburg absent. The mayor approved the same and is num-
bered 1796.
Mayor Niquette appointed Fred R. Fitzpatrick, C. H. Ellis and J.
Earl Wyatt, to act as appraisers in ascertaining the valuation of the
lots and pieces of ground liable to special assessment for the cost of --
paving, curbing and excavating the alley between Fourth and Fifth Streets,
from Iron avenue to Walnut Street. On motion of Councilman Miller the
appointments were confirmed.
Councilman Benson moved that the City Attorney prepare a resolution
for the paving of the alley between Fourth and Fifth Streets, from Ash
Street to Iron avenue.
The following resolution was introduced:
"Be it Resolved by the Mayor and Councilmen of
the City of Salina, that the paving of the alley between Fourth and Fifth
Streets, from Ash Street to Iron avenue, with such material as the Mayor
and Council may select, is an improvement necessary to be made and done."

On motion of Councilman Mishler the resolution was adopted as read
by the following vote; Ayes: Miller, Underwood, Dodds, Mishler, Hanly,
Htgler, Benson and Mathews. (S) Nays: Carney (1) Councilman Swed-
enburg absent.
Councilman Dodds moved that the matter of paving for the coming year
be referred to the Street and Alley Committee for investigation, and
make such recomr-,endations as they deem necessary.
An ordinance wigs introduced entitled, "An ordinance making an appro
priation for the payment of a certain cln iri". On motion of Councilman Car-
ney the ordinance was read and adopted by sections, and on its final a-
dot)tion the roll was called and the following vote was had; Ayes: Mill-
er, Underwood, Dodds, Carney, Mishler, Hanly, Hagler, Benson and Mathews.
(9) Nays: (None) Councilman Swedenburg absent.. The same is numbered
1797.
The appraisers report for the re -paving of the alley between Santa
Fe and Seventh Street, south of Iron avenue, 201 feet, was received, and
Monday evening, November 2nd, 1914, at 7:30 o'clock P. r�., was designated
as a special meeting, at which time the appraisers report will be read,
and all parties affected by such report can be present and heard, if they
so desire, and that the City Clerk give notice of said Special Meeting
in the official city paper as provided by law.
Counciln.an Miller, moved that bids be received for the building of
an approach wall, on Ash and Walnut Street bridges, November 2nd, 1914.
Mayor Niquette made the following appointments of Judges and Clerks
for the General Election, November 3rd, 1914.
