Regular monthly meeting of the City Council, October 6th, 1914.
Mayor Niquette presiding, City Attorney H. C. Tobeyand the following
named councilmen answered to roll call: Miller, Underwood, Dodds, Car-
ney, Swedenburg, Mishler, Hanly, Benson and Mathews. Councilman
Hagler absent.
The minutes of the Regular Monthly Meeting of. September 21st,
1914, were read and approved as read.
Mr. F. D. Blundon, appeared before the Council, and asked for
a special permit for W. I. Price, to construct a galvanized iron shed
at the rear of Lot No. 81 on Fifth Street. On motion of Councilman
Miller, the permit was granted.
Street and Alley Committee reported favorable on the location of
an Arc Light at the corenr of Third and Walnut streets. Councilman
Benson moved that the City Clerk be instructed to notify the Salina
Light., Power & Gas Company to locate said light, and that the report
of the Committee be adopted.
Councilman Benson moved that the east approach of the Ash Street
bridge be repaired by using piling, and on the adoption of the motion
the roll was called and the following vote was had: Ayes: Carney,
Mishler, Benson and Mathews. (4) Nays: Miller, Underwood, Dodds and
Hanly. (4) Councilman Swedenburg not voting, and Councilman Hagler
absent. There being a tie, the Mayor declared the motion lost.
Councilman Hanly moved that the City Engineer prepare plans and
specifications and estimate of cost, for the construction of a stone
wall at the east end of the Ash Street bridge. Motion adopted.
Councilman Hanly moved that the Street Car Company be giUen ten
days notice to re -place all sidewalk crossings that has been removed
by the reason of the construction of the Street Railway.
The matter of testing the paving bricks to be laid on the Walnut
Street paving was generally discussed by the Council and the City Engin-
eer. Councilman Hanly moved that the City should give the bricks a
thorough testing, and the Street and Alley Committee superintend the
testing.
Bids were received for the construction of a sidewalk on East
Ash Street, as advertisied for, as follows:

Otto Peterson,
L. H. Lyods,
Dan Lacy,
L. C. Ahart .
Councilman Benson moved that all bids be rejected, and that the
City Clerk re -advertise for bids on the re-laying of sidewalk.
Street and Alley Committee reported favorable on an ordinance,
entitled, "An ordinance providing for the paving of the alley between
Fourth and Fifth Streets, from Iron avenue to Walnut street, specify-
ing the manner of construction, providing for the cost thereof and man-
ner of payment." On motion of Councilman Carney the ordinance was
read and adopted by sections, and on its final adoption the roll was
called and the following vote was had; Ayes: Miller, Underwood,
Dodds, Carney, Swedenburg, Mishler, Hanly, Benson and Mathews. (Nine)
Nays; (None) Councilman Hagler absent. The Mayor approved the same
and is numbered 1792.
Mayor Niquette appointed R. V. Allison, W. S. Frey and Ralph And-
erson, to act as appraisers in ascertaining the valuation of the lots
and pieces of ground liable to special assessment for the re -paving
of the alley between Santa Fe avenue and Seventh Street, south of Iron
avenue 201 feet. On motion of Councilman Miller the appointments
were confirmed.
Councilman Benson moved that the east approach of the Ash Street

An ordinance was introduced entitled, "An ordinance providing
for the re-laying and re -construction of a certain sidewalk in the city
of Salina, Kansas, and repealing Ordinance No. 1779." On motion of
Councilman Benson the rales of order were suspended for its consider-
ation by the following vote; Ayes: Miller, Dodds, Carney, Swedenburg,
Mishler, Hanly, Benson and Mathews. (8) Nays: (None) Councilman
Underwood not voting and Councilman Hagler absent. On motion of Coun-
cilam Swedenburg the ordinance was read and adopted by sections and on
its final adoption the roll was called and the following vote was had:
Ayes: Miller, Dodds, Carney, Swedenburg, Mishler, Hanly, Benson and
Mathews. (8) Nays; (None) Councilman Underwood not voting and
Councilman Hagler absent. The Mayor approved the same and is numbered
1793.
A petition for the construction of a sewer. 150 feet south of
South Street, on Phillips street, was received and referred to the Sewer
and Drainage Committee.
The matter of changing the Thirteenth Street sewer, near the Union
Depot was discussed and the matter was referred to the Sewer and Drainage
Committee and the City Engineer.
The matter of placing the condemned fire hose, that has been used
by different companies in flushing ditches, under someones control, to
see that the hose was not damaged was referred to the Fire Committee
to make investigation.
Sidewalk Committee was instructed to prepare an ordinance embrac-
ing all pieces of sidewalk that has heretofore been ordered in by the
Council, and having not been constructed by the property owners.
On motion of Councilman Swedenburg, Council adjourned.
