09-21-1914 Minutes1 TPA Z 1 11 1 COUNCIL PROCEEDINGS t REGULAR MEET ING . COUNCIL CHAMBER, SALINA, KANSAS. SEPTEMBER 21, 1914. Regular monthly meeting of the City Council, September 21, 1914. President of the Council and Acting Mayor Dodds presiding, City Attorney H. C. Tobey and the following named councilmen answered to roll call: Miller, Underwood, Dodds, Carney, Mishler and Hanly. Mayor Niquette, Councilmen Swedenburg, Hagler, Benson and Mathews absent. The minutes of the Regular Monthly Meeting of September 7th, and the Adjounred Meeting of September 8th, 1914, were read and approved as read. Ways and Means Committee reported favorable on the resolution for the vacation of part of Elm Dale Addition to the city of Salina, Kansas. On motion of Councibman Hanly the report was adopted as read by the fol- lowing vote: Ayes: Miller, Underwood, Dodds, Carney, Mishler and Hanly. (Six) Nays: (None) Councilmen Swedenburg, Hagler, Benson and Math- ews absent. The City Clerk was instructed to spread the same upon the Journal. "Be it Resolved by the Mayor and Council of the City of Salina, Saline county, Kansas, that, Whereas, T. P. Quinn, of Saline county, Kansas and the own- er of the following described real estate, to -wit: that part of Elm Dale Addition to the city of Salina, Saline county, Kansas, described as fol- lows: Blocks 1, 23, 3, 4, 10, 11, 12 and 13 and all that part of parks 2 and 3 lying west of Dry Creek in said Elm Dale Addition and all lots there- in contained and all alleys in said blocks and all streets in said Elm Dale Addition west of Dry Creek, and more particularly described as fol- lows: commencing at the point of intersection of the north line of State street and center of Dry Creek, thence running west along said north line of State street to the south west corner of Section 11 Township 14 south, Range 3 west, thence north along the west line of said section to the right of way of the Union Pacific Railway, thence along the south line of said right of way in a northeasterly direction to the center of Dry Creek, thence up the center of Dry Creek to place of beginning, has filed his petition for the vacation of said real estate and the streets and alleys hereinbefore described with the Board of County Commissioners of Saline county, Kansas, and, Whereas, the City of Salina will not be damaged in any man- ner whatsoever by the vacation and exclusion of said premises from the city of Salina and it will be of benefit to the owner of said premises, Now therefore, be it Resolved by the Mayor and City Council of the City of Salina, Saline county, Kansas, that it recommend to the Board of County Commissioners, of Saline county, Kansas, that it vacate and exclude all of said premises from the said city of Salina. Acting Mayor. 71 Claims and Expenditure Committee reported by Ordinance entitled, "An ordinance making an appropriation for the payment of certain claims". On motion of Councilman Carney the ordinance was read and adopted by sections. A bill was presented by Otto Peterson for $545.00 $500.00 being the balance due on sewer contract and $45.00 for constructing a cer- tain catchbasin. On motion of Councilman Miller the amount of $45.00 was allowed on said bill. On the final adoption of the ordinance the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Mishler and Hanly. (Six) Nays: (None) Councilmen Swedenburg, Hagler, Benson and Mathews absent. Acting Mayor Dodds approved the same and is numbered 1791 Councilman Carney introduced an ordinance entitled, "An ordinance providing for the paving of the alley between Fourth and Fifth streets, from Iron avenue to Walnut street, specifying the manner of construction , providing for the cost thereof and manner of payment." , which was referred to the Street and Alley Committee. 71 72 The mateer of repairing the approach to the Ash Street bridge was generally discussed, and the matter- was referred to the Street and Alley, -- abd Sewer and Drainage Committee, and the City Engineer for investigation, and such action as they deem necessary. The appraisers report on Walnut Street, from the east side of Fifth Street to the west end of the Walnut street bridge, and from the west side of Tenth street to the east side of College avenue, was submitted to the Council, and Monday, October 5th, 1914, at 7:30 o'clock P. M., was desig- nated as a Special Meeting, at which time the appraisers report will be read, and all parties affected by such report can be present and heard, if they so desire, and that the City Clerk give notice of said Special Meeting in the official city paper, as provided by law. Bids for the construction of a sidewalk on East Ash Strebt, as ad- vertised for, were received, and on motion of Councilman Carney the same were held over until the next regular meeting. An ordinance was introduced entitled, "An ordinance letting the contract for the construction of certain sidewalk in the city of Salina, Kansas.", was received and referred to,the Sidewalk Committee. Chief Robt . Camp of the Fire Department, stated that Mrs. Brodbeck has asked for her allowance of $50.00 per month to be resumed. The mat- ter was referred to the Fire Committee. The Fire Chief asks for some changes to be made at the Fire Station to accommodate the horse driven hose wagon. The matter was referred to the Fire Committee. Councilman Carney moved that the Building Committee bring in a report on the matter of a fence around the City Jail, also of the driveway heretofore discussed. Councilman Hanly moved that the Sewer and Drainage Committee, and the City Engineer, bring in a report as to the condition of the Ash Street sewer extension. Councilman Hanly moved that the City send two delegates, consist- ing of Councilman Dodds, and the City Clerk to the State Municipal Meet- ing at Lawrence, Kansas, October 7th, 8th and 9th. Bids were received for the furnishing of coal for the City Build- ing as follows: Leidigh & Havens Lbr. Co., Eberhardt Lumber Co., Independent Coal Co., J. Hagler, H. H. Sudendorf. . On motion of Councilman Hanly the contract was awarded to Eberhardt Lumber Company, as per their bid of $3.45 per ton. One car to be deliv- ered at once, and the second car, to be delivered on or before January 1st, 1915. A petition for the ' locat ion of an are light at the corner of Third and Walnut street, was received and referred to the Street and Alley Committee. The monthly report of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed. On motion of Councilman Carney, Council adjourned. Chas. E. Banker City Clerk.
