09-08-1914 Minutes"70 COUNCIL PROCEEDINGS, ADJOURNED MEE`T'ING. COUNCIL CHAMBER, SALINA, KANSAS. SEi'TEIVIBER 8, 1914. Regular adjourned meeting of the City Council, September 8th, 1914. Mayor Niquette presiding, City Attorney H. C. Tobey and the following nam- ed councilmen answered to roll call: Miller, Dodds, Carney, Mishler, Han- ly, Hagler, Benson and Mathews. Councilmen Underwood, and Swedenburg absent. The minutes of the Regular monthly meeting of August 17th, 1914, Special Called Meeting of August 21st, 1914; and the Regular Montly Meet- ing of Sept.'.. 7th, 1914; were read and approved as read. Mr. Short, of the Kansas Ice and Storage Company, appeared before the Council, and asked that the sewer at the catchbasin on the corner of Elm and Fifth street be enlarged, and offered to furnish the pipe if the City would re -construct said sewer. The matter was referred to the Sewer and Drainage Committee. Mr. T. P. Quinn, appeared before the Council and presented a resolu- tion asking for the vacation of part of Elm Dale Addition to the City of Salina. The matter was referred to the Ways and Means Committee. Mr. George Paris, appeared before the Council and offered to paint the woodwork on the several bridges in the City of Salina, if exclusive privelege be granted him for painting signs on same. The matter was re- ferred to the Street and Alley Committee with power to act. Bids for the construction of a sewer on Highland and Crawford aven- ue, were received, as follows: Andy Chelberg, B. F. Brown, D. G. Stack, John Hoffman, Watts & Amerman. Councilman Dodds moved that the contract be awarded to D. G. Stack in accordance with his bid for $3765.00, and that the certified checks of the unsuccessful bidders be returned. An ordinance was introduced entitled, "An ordinance letting the contract for the construction and building of certain sewers in the City of Salina." On motion of Councilman Dodds, the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Dodds, Carney, Mishler, Hanly, Hagler, Benson and Mathews. (8) Nays: (None) Councilmen Underwood and Swedenburg absent. On motion of Councilman Miller, the ordinance was read and adopted bysections, and on its final adoption the roll was called and the following vote was had; Ayes: Mill- er, Dodds, Carney, Mishler, Hanly, Hagler, Benson and Mathews. (8) Nays; (None) Councilmen Underwood and Swedenburg absent. The Mayor approved the same and is numbered 1790. Mayor Niquette appointed R. V. Allison, W. S. Frey and Ralph And- erson, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to assessment for the paving, curbing and gutter- ing of Tenth street, from the north side of Iron avenue to the south side of Ash street. On motion of Councilman Dodds, the appointments were confirmed. Mayor Niquette appointed Fred R. Fitzpatrick, C. H. Ellis and J. Earl Wyatt, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to assessment for the paving, curbing and guttering of Highland avenue from the south side of Prescott avenue to the north side of Republic avenue. On motion of Councilman Dodds, the appointments were confirmed. The matter of sewer connections on East and West Walnut, was re- ferred to the Public Health Committee with power to act. Councilman Hagler, moved that the City Clerk advertise for bids for the construction of a sidewalk on East Ash street. Bids to be re- ceived Monday, September 21st, 1914.
