08-17-1914 Minutes(363 COUNCIL PROCEEDINGS, REGULAR MELTING. COUNT CHAMBER, SALINA, KANSAS, AUGUST 17, 1914. Regular monthly meeting of the City Council, .August 17th, 1914. Mayor Niquette presiding, City Attorney H. C. Tobey and the following named councilmen answered to roll call: Miller, Underwood, Dodds, Mish- ler, Hanly, Hagler and Mathews. Councilmen Carney, Swedenburg and Benson absent. The minutes of the ReSular Monthly Meeting of August 3rd, 1914, were read and approved as read. Bids were received for the construction of a Storm Sewer on High- land and Crawford avenue, as follows: John Huffman, Watts & Amerman, Lenard C. Ahart , Otto Peterson. .Councilman Dodds moved that the contract be awarded to Otto Peter- son as per his bid, and that the certified checks of the unsuccessful bidders be returned. An ordinance was introduced untitled, "An ordinance letting the contract for the construction and building of certain sewers in the City of Salina." On motion of Councilman Miller, the rules of order were suspended for its consideration by the following vote: Ayes: Mill- er, Underwood, Dodds) Mishler, Hanly, Hagler and Mathews. (7) Nays; (None) Councilmen Carney, Swedenburg and Benson absent. On motion of Councilman Hanly the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Mishler, Hanly, Hagler and Mathews. (7) Nays; (None) Councilmen Carney, Swedenburg and Benson absent. Said ordinance was passed and is numbered 17851 An ordinance was introduced entitled, "An ordinance making a levy of taxes for general revenue and other purposes in the city of Sla7_ina, Kansas, for the year 1914." On motion of. Councilmen Dodds the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Dodds, Mishler, Hanly, Hagler and Mathews. (7) Nays: (None) Councilmen Carney, Swedenburg and Benson absent. On motion of Councilman Miller the ordinance was read and adopted by sections and on its final adoption the roll w�is called and the following vote was had; Ayes: Miller, Underwood, Dodds, Mishler, Hanly, Hagler and Math- ews. (7) Nays; (None) Councilmen Carney, Swedenburg and Benson absent. The Mayor approved the same and is numbered 1786. Claims and Expenditure Committee reported by ordinance entitled, "An ordinance making an appropriation for the payment of certain claims" On motion of Councilman Hanly the ordinance was read and adopted by sections and on its final adoption the roll was called and the fo-;.lowing vote was had; Ayes: Mi17_er, Underwood, Dodds, Mishler, Hanly, Hagler and Mathews. (7) Nays; (None) Councilmen Carney, Swedenburg and Benson absent. The Mayor approved the same and is numbered 1787. Councilman Underwood moved made in the construction of the V adopted by the following vote; Hanly, Hagler and Mathews. (7) Swedenburg and Benson absent. that the Contractor close the opening sewer at the Ash street bridge. Motion Ayes: Miller, Underwood, Dodds, Mishler, Nays; (None) Councilmen Carney, Street and Alley Committee to whom was referred the petition for paving Eighth street from Ash street to Elm street, reported that after investigating they found that a majority of the property owners had signed the remonstrance. The following resolution was introduced: WHEREAS. that part of Kansas avenue lying between Iron avenue and Johnstown avenue, and marked on the city map as "Reserve" has, for more than fifteen years last past been generally, openly and notoriously used as a street and highway in the city of Salina; and, WHEREAS, a part of said street has been fenced off so that people are not allowed to travel over and use such portion of such street: Therefore, Be it Resolved by the Mayor and Councilmen of the City of Salina, that the Street Commissioner of said city be and he is hereby authorized and directed to take down and remove the barriers fencing off such street or any part of the same and open said street and every part thereof, from Iron avenue to Johnstown avenue, to public use and travel. T RIAZ On motion of Councilman Miller, the resolution was adopted as read by the following vote; Ayes: Miller, Underwood, Dodds, Mishler, Hanly, Hagler and Mathews. An ordinance was introduced, entitled; "An ordinance making a special assessment and levy of taxes for the cutting of weeds on certain lots and parts of lots in the city of Salina, Kansas for the year 1914." On motion of Councilman Dodds, the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Dodds Mishler, Hanly, Hagler and Mathews. (7) Nays; (None) Councilman Carney, Swedenburg and Benson absent. On motion of Councilman Hanly the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Un- derwood, Dodds, Mishler, Hanly, Hagler and Mathews. (7) Nays: (None) Councilmen Carney, Swedenburg and Benson absent. The Mayor approved the same and is numbered 1788. An ordinance was introduced entitled, "An ordinance levying special assessments against the property herein described to pay the cost of constructing certain sidewalks in the city of Salina." On motion of Councilman Dodds, the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Dodds, Mishler, Hanly, Hagler and Mathews. (7) Nays: (None) Councilmen Carney, Sweden - burg and Benson absent. On motion of Councilman Mishler the ordinance was read and adopted by sections, and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Mishler, Hanly, Hagler and Mathewa. (7) Nays: (none) Coun- cilmen Carney, Swedenburg and Benson absent. The Mayor approved the same and is numbered 1789. Councilman Miller moved that the Street Commissioner be instructed to cut the weeds in the alleys. Councilman Miller moved that the Railroad Companies be notified to repair their crossings, and the Street and Alley Committee tb furnish the City Clerk a list of said crossings. Sidewalk Committee was instructed to have the sidewalk raised on South Tenth Street, from Prescott avenue to Charles Street, as the prop- erty owners hav failed to comply with the provisions of Section 3, of Ordinance No. 1756. A petition was recedved asking for the construction of a sewer in the alley b6tween Front and Second street, from Ash street to Elm Street. Same was referred to the Sewerage and Drainage Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed.
