ORDINANCE NUMBER 21-11091
AN ORDINANCE ESTABLISHING THE "PARKS MAINTENANCE CAPITAL
RESERVE", "FLEET MANAGEMENT CAPITAL RESERVE", "STREETS MAINTENANCE
CAPITAL RESERVE", "BUILDING AND FACILITIES MAINTENANCE CAPITAL
RESERVE", AND "VEHICLES AND EQUIPMENT CAPITAL REPLACEMENT RESERVE"
FUNDS PURSUANT TO K.S.A.12-1,117AND12-1,118.
WHEREAS, K.S.A. 12-1, 117 authorizes the governing body of any city to establish by ordinance
separate, non-budgeted equipment reserve funds to finance the acquisition of equipment in anticipation of
receiving moneys budgeted and transferred to such funds for that purpose in order to account for receipt,
investment, and authorized expenditure of funds in accordance with that purpose;
WHEREAS, K.S.A. 12-1,118 authorizes the governing body of any city which has formally
approved a multi-year capital improvement plan setting forth the public improvement and infrastructure
needs of the city on a prioritized basis to establish by ordinance separate, non-budgeted capital improvements
funds in anticipation of receiving moneys budgeted and transferred to such funds for that purpose in order to
account for receipt, investment, and authorized expenditure of funds in accordance with that purpose; and
WHEREAS, the Governing Body has discussed the creation of additional reserve funds and the
transfer of available funds in to various reserve funds of the City of Salina as part of is 2022 Strategic
Planning & Budgeting processes, SO NOW, THEREFORE;
BE IT ORDAINED by the Governing Body of Salina, Kansas:
Section 1. Creation of Fund(s). Separate, non-budgeted reserve funds, as described below,
(collectively, the "Funds") are created as a result of Governing Body's intent to implement strategic
planning activities:
Equipment Reserve Funds
"Fleet Management Capital Reserve Fund" -established to account for revenue and
expenditures related to the lease or purchase and sale of vehicles and equipment held in the
City's fleet.

"Vehicles and Equipment Replacement Capital Reserve Fund" -established to account
for monies transferred for the replacement of existing or addition of new vehicles and equipment
owned by the City .
Capital Improvements Reserves Funds
"Parks Maintenance Capital Reserve Fund" -established to account for monies
transferred for the purpose of a minimum of, but not limited to, the reconstruction , alteration ,
repair and maintenance of any of the City's parks facilities .
"Streets Maintenance Capital Reserve Fund" -established to account for revenues and
expenditures related to, but not limited to, the reconstruction, alteration, repair and maintenance
of the City 's streets and street-related infrastructure.
"Building and Facilities Capital Reserve Fund" -established to account for monies
transferred for the purpose of at a minimum, but not limited to, the reconstruction , alteration ,
repair and maintenance of City buildings and facilities, and
Section 2. The Funds shall be created and maintained on the City's financial system to account
for all funds and investment proceeds received and authorized expenditures made pursuant to this
ordinance as adopted or as amended. Any fund balance in any of the Funds may be transferred back to
the originating fund at the discretion of the governing body. Any of the Funds may be closed and
discontinued at the discretion of the governing body .
Section 3. Effective. This ordinance shall be in full force and effect from and after its adoption
and publication once in the official city newspaper by the following summary:
