Regular monthly meeting of the City Council, August 3rd, 1914. May-
or Niquette presiding, City Attorney H. C. Tobey and the following named
councilmen answered to roll call; Miller, Underwood, Dodds, Carney, Mish-
ler, Hanly, Hagler, Benson and Mathews. Councilman Swedenburg absent.
The minutes of the Regular Monthly Meeting of July 20th, 1914, were
rdad and approved as read.
An ordinance was introduced, entitled, "An ordinance providing for
the issue of $16,000.00 of Bonds of the City of Salina, Kansas, to com-
promise and refund certain existing legal bonded indebtedness of said City."
On motion of Councilman Dodds, the rules of order were suspended for its
consideration by the following vote; Ayes: Miller, Underwood, Dodds, Car-
ney, Mishler, Hanly, Hagler, Benson and Mathews. (Nine) Nays; ( None)
Councilman Swedenburg absent. On motion of Councilman Miller the ordinance
was read and adopted by sections and on its final adoption the roll was
called and the f ollwoing vote was had; Ayes: Miller, Underwood, Dodds,
Carney, Mishler, Hanly, Hagler, Benson and Mathews. (Nine) Nays; (None)
Councilman Swedenburg absent. The Mayor approved the same and is numbered
1780.
Councilman Dodds moved that the $16,000.00 Bonds, so authorized, be
sold to the Fidelity Trust Company of Kansas City, at par , and accrued
interest to date of delivery, the purchaser to furnish the printed Bonds,
subject to the refusal of the State School Fund Commission. Motion a-
dopted.
A remonstrance against the paving resolution for the paving of
Eighth street, from Ash to Elm street, was read and referred to the Street
and Alley Committee.
Watts and Amerman submitted a bid for the re -paving of the alley be-
tween Santa Fe avenue and Seventh street, from the south line of Iron Av-
enue to the south line of Lot No. 115 on Seventh street and No. 116 on
Santa Fe avenue, as follows, to -wit: -
Brick $2.00 per Square yard
Cement 1.25 " it
of
Curbing .35 " Lineal foot
Excavating .60 " Cubic yard.
Councilman Dodds moved that the contract be awarded to Watts and
Amerman, for concrete pavement, as per their bid.
An ordinance was introduced entitled, "An ordinance specifying and
selecting the material to be used and letting the contract for the re-
paving of the alley between Santa Fe avenue and Seventh street, from the
south line of Iron avenue to the south line of Lot 115 on Seventh street
and No. 116 on Santa Fe avenue, in the city of Salina, Kansas." On mo-
tion of Councilman Dodds the rules of order were suspended for its con-
sideration by the following vote; Ayes: Miller, Underwood, Dodds, Car-
ney, Mishler, Hanly, Hagler, Benson and Mathews. (Nine) Nays: (None)
Councilman Swedenburg absent. On motion of Councilman Miller the ord-
inance was read and adopted by sections, and on its final adoption the
roll was called and the following vote was had; Ayes; Miller, Underwood,
Dodds, Carney, Mishler, Hanly, Hagler, Benson and Mathews. (Nine) Nays;
(None) Councilman Swedenburg absent. The Mayor approved the same and
is numbered 1781.
Street and Alley Committee to whom was referred an ordinance entitled,
"An'ordinance regulating the use of automobiles, motor cycles and other mo-
tor vehicles on the streets, avenues and alleys of the city of Salina; pro-
viding penalties for violation hereof, and repealing ordinances numbered
1521 and 1698 of said city.", reported favorable. On motion of Councilman
Benson the ordinance was read and adlpted by sections, and on its final
adoption the roll was called and the following vote was had; Ayes: Under-
wood, Dodds, Carney, Mishler, Hanly, Hagler, Benson and Mathews. (Eight)
Nays; Miller (One) Councilman Swedenburg absent. The Mayor approv-
ed the same and is numbered 1782.

The following resolution was introduced: •
"Be it Resolved by the Mayor. and Councilmen of
the city of Salina, that the paving and curbing of the alley between
Fourth and Fifth streets, from Iron avenue to Walnut street, are improve-
ments necessary to be made and done."
Adopted and approved August 3d, 1914.

On motion of Councilman Benson the rules of order were suspended
fot its consideration by the following vote; Ayes: Miller, Underwood,
Dodds, Carney, Mishler, Hanly, Hagler, Benson and Mathews. (Nine)
Nays; (None) Councilman Swedenburg absent. Councilman Dodds moved
that the resolution be adopted as read.
The matter of purchasing a sprinkler was generally discussed by
the Council, and on motion of Councilman Miller the matter was referred
to the Street and Alley Committee with power to act.
On motion of Councilman Benson the Street Commissioner was instruct-
ed to proceed to collect the delinquent poll taxes by law, beginning
August 10th, 1914.
On motion of Councilman Benson the City Marsha l was instructed to
proceed to collect the delinquent dog taxes.
Councilman Miller moved that the Street Commissioner grade Ash
Street, east of the bridge.
An ordinance was introduced entitled, "An ordinance providing for
the construction of certain sewers in the city of Salina, Kansas, pro-
viding for the manner of construction and for the payment of the cost
thereof". On motion of Councilman Hanly the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller, Und-
erwood, Dodds, Carney, Mishler, Hanly, Hagler, Benson and Mathews. (Nine)
Nays; (None) Councilman Swedenburg absent. On motion of Councilman
Miller the ordinance was read and adopted by sections and on its final
adoption the roll was called and the following vote was had; Ayes: Mill-
er, Underwood, Dodds, Carny, Mishler, Hanly, Hagler, Benson and Mathews.
(Nine) Nays; (None) Councilman Swedenburg absent. The Mayor approv-
ed the same and is numberdd 1783.
An ordinance was introduced entitled, "An ordinance providing fb r
the construction of certain sewer in the city of Salina, and letting the
contract therefor and providing for the payment of the cost thereof."
On motion of Councilman Dodds the rules of order were suspended for its
consideration by the following vote; Ayes; Miller, Underwood, Dodds,
Carney, Mishler, Hanly, Hagler, Benson and Mathews. (Nine) Nays; (NoneO
Councilman Swedenburg absent. On motion of Councilman Miller the ord-
inance was read and adopted by sections, and on its final adoption the
roll was called and the following vote was had; Ayes; Miller, Underwood,
Dodds, Carney, Mishler, Hanly, Hagler, Benson and Mathews. (Nine) Nays:
(None) Councilman Swedenburg absent. The Mayor approved the same and
is numbered 1784.
On motion of Councilman Hanly, the matter of placing a fence a-
round the City Jail, was referred to the Building Committee with power
to act.
Mayor Niquette appointed S. W. Dillingham, Special Police, (without
pay from City) .
On motion of Councilman Hanly Council adjourned.
