REGU Street and Alley Committee reported unfavorable on the petition asking for the locating of hitching posts on Iron Avenue, and reported favorable on the remonstrance against placing hitching posts on said s street. On motion of Councilman Carney the reports of the Committee were adopted. Mayor Niquette appointed Sam R. Coffland, Special Dog Officer. On motion of Councilman Dodds, the appointment was confirmed. Bids for the City Printing were received as follows: Salina Daily Union, 75% of the legal rates, Salina Journal, N per line count. On motion of Councilman Dodds, the contract for City printing was awarded to the Salina Evening Journal as per their bid. Bids were received for the $19,,100 issue of Sewer Bonds as follows Frank C. Miller, Kansas City. J. R. Sutherlin, Kansas City. Security Savings Bank and Trust Company, Toledo. Fidelity Trust Company, Kansas City. Bolger, Mosier & Willaman, Chicago. John A. Prescott & Company, Kansas City, A. B. Leach & Company, Chicago. Commerce Trust Company, Kansas City. Sidney Spitzer & Company, Toledo. On motion of Councilman Dodds, the bid of Frank C. Miller of Kan- sas City, for par accrued interest and premium of $50.00 was accepted; and the City Clerk was instructed to return the certified checks of the unsuccessful bidders. Property owners on Highland Avenue appeared before the Council, and asked to have the width of the street cut down. The matter was re- ferred to the Street and Alley Committee to make what recommendation they deemdd advisable for the next regular meeting. A petition for the extension of a water main from Ohio Street. east was received and referred to the Corporation and Franchise Committee A petition, signed by Geo. M. Hull, et al., asking for the re- pealing of the Hach and Transfer license was received and referred to the Street and Alley Committee. The resignation of Fred R. Fitzpatrick and R. V. Allison, as ap- praisers was received as follows: Salina, Kansas. May 28, 1914. We, the undersigned, appointed by the Mayor, May 18th, 1914s to act as appraisers in ascertaining the valuation of the lots and piec- es of ground liable to assessment for the paving, curbing and guttering of Walnut, from the East side of Fifth street to the West side of the Walnut street bridge, and from the West side of Tenth street to the East side of College avenue, hereby respectfully decline the appointment. On motion of Councilman Dodds, the appointment was confirmed. COUNCIL CHAMBER, SALINA, KANSAS. JUNE 1, 1914. First regular monthly meeting of the City Council June 1st, 1914. Mayor Niquette presiding, City Attorney H. C. Tobey and the following named councilmen answered to roll call; Miller, Underwood, Dodds, Car- ney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews. The minutes of the Adjourned Meeting of May 25th, 1914, were read and approved as read. The matter of increasing the salary of the Assistant Marshal and the Policemen of the City was discussed. On motion of Councilman Ben- son the City Attorney was instructed to prepare an ordinance fixing the salary of the Assistant Marshal at $75.00 per month, and the Policemen • at $65.00 per month. On motion of Councilman Dodds, the appointment was confirmed. 54 An ordinance was introduced entitled, "An ordinance authorizing the Mayor and Clerk to execute, on behalf of the City of Salina, a cert- ain contract between the Missouri Pacific Railway Company and the City of Salina, hereinafter fully set forth, and ratifying and confirming the action of said mayor and clerk in signing said contract and affixing the corporate seal of said City thereto." On motion of Councilman Carney the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews. (Ten) Nays; (None) On motion of Councilman Dodds, the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hag- ler, Benson and Mathews. (Ten) Nays; (None) The Mayor approved the same and is numbered 1768. An ordinance was introduced entitled, "An ordinance authorizing the Mayor and Clerk to execute, on behalf of the City'of Salina, a certain contract between said City and the Chicago, Rock Island and Pacific Rail- way Company, and the Missouri Pacific Railway Company, hereinafter fully set forth, and ratifying and confirming the action of said Mayor and Clerk in signing said contract, and affixing the corporate seal of said city thereto." On motion of Councilman Benson the rules of order were suspend- ed for its consideration by the following vote;, Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews. (Ten) Nays (None) On motion of Councilman Swedenburg, the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, MIAhle-k, Hanly, Hagler, Benson and Mathews; (Ten) Nays: (None) The Mayor approved the same and is numbered 1769. The following resolution was introduced: "Be it Resolved by the Mayor and Councilmen of the City of Salina, Kansas, that the re -paving of the alley between Santa Fe avenue and Seventh street from the south side of Iron avenue to the south line of Lot No. 115 on Seventh street and No. 116 on Santa Fe aven- ue, is an improvement necessary to be made and done."
