May- or Niquette presiding; City Attorney H. C. Tobey and the following named councilmen answered to roll call : Miller, Underwood, Dods, Carney, Swe- denburg, Mishler, Hanly, Hagler, Benison and Mathews. The minutes of the Second Regular Monthly meeting of May 18th, 19140 were read and approved as read. Councilman Dodds, moved that the "Salina Baseball Associa-tion" be exempt from "Advertising License" as provided by Ordnance No. 1688. A request from Wm. Hogben, asking for refund on "Moving Picture House License". On motion of Councilman Benson the request was laid upon the table. The following resolution was introduced: Property owners on East Walnut, appeared before the Council, and asked to have the width of Walnut street from Fourth street, East to the bridge narrowed. Councilman Carney moved that East Walnut be paved forty seven (47) feet from Fifth to Fourth street; and forty (40) feet from Fourth street to the West end of the Walnut street bridge. Be it Resolved by the Mayor and Councilmen of the City of Salina, that the Salina Waterworks Company is hereby directed to cause the following extensions of water mains to be made in said city, to -wit: A six inch main on North Seventh street between Elm and Pine street; and on Pine between Seventh and Eighth street. A six inch main on Twelfth street from Prescott Avenue to South Street. A six inch main on Kansas avenue from Ash street to a point 400 �\ feet north of Elm street. A six inch main on Phillips street from Walnut street to South Street. And that fird hydrants be located on such mains in number not ex- ceeding ten to the mile and at places to be designated by the Fire Com- mittee of the City Council. On motion of Councilman the resolution was adopted as read by the following vote: Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews. (Ten) Nays: (None) Councilman Dodds made a verbal report of the investigation of the Garbage Disposal Plant at Emporia. The matter was generally discussed and referred to the Ways and Means Committee for further investigation. Councilman Miller moved that the City Engineer prepare plans and specif:icaticns for the extension of the main sewer, across the river, from the present outlet, due East to the river. The Special Committee to whom was referred the matter of dividing the City of Salina into voting precincts, submitted a report. Council- man Dodds moved that the Fourth Ward be divided on Prescott Avenue, and that portion of the Fourth Ward lying south of Prescott avenue be trans- ferred to the Fiftli Ward. Motion adopted by the following vote: Ayex: Miller, Underwood, Dodds, Carney, Mishler, Manly and Hagler. (Seven) Nays: Swederiburg, Benson and Mathews. (Three) An ordinance was introduced entitled, "An ordinance dividing the City of Salina into wards and voting precincts, and repealing Ordinance #1455, passed and approved. November 16, 1908". On motion of Councilman Dodds the ordinance was read and adopted by sections, and on its final adoption the roll was called and the following vote was had: Ayes: Miller, Underwood, Dodds, Carney, Mishler, Hanly and Hagler. (Seven) Nays: SwedEnburg, Beason and Mathews. (Three) The mayor approved tate same and is numbered 1763. The matter of providing voting places in the different precincts was referred to the Ways and Means Committee. On motion of Councilman Hanly, the ordinance was .read and adopted by sect- ions and on itE final adoption the roll was called and the following cote was had; Ayes: Miller•, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews. (Ten) Nays: (None) The mayor ap- proved the same and is numbered 1764. Councilman Benson moved that the City Engineer's plans and specifi- cations for the paving, curbing, guttering and excavating of Highland av- enue from the South line of Prescott avenue to the South line of Republic avenue; and Tenth street from the North line of Iron Avenue to the South line of Ash street be approved, and that the City Clerk advertise for bids to be received up to, and including June 15th, 1914. An ordinance was introduced, entitled, "An ordinance providing for the paving, curbing, guttering and excavating of Highland avenue in the city of Salina, Kansas, between Pr.scott and Republic avenue, specifying the manner of construction and providing for the cost thereof and manner of payment". On motion of Councilman Carney the ordinance was read and adopted by sections and on its final adoption the roll_ was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews. (Ten) Naysl (None) The mayor approved the same and is numbered 1765. An ordinance was introduced entitled, "An ordinance providing for the paving, curbing, gut-gering and excavating of Tenth street, in the City of Salina, between the North Line of Iron avenue and the South line of Ash street, specifying the manner of construction and providing for the cost thereof and the manner of payment". On motion of Councilman Benson the ordinance was read and adopted by'sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Under- wood, Dodds, Carney, Swedenburg, Misher, Hanly, Hagler, Benson aril Mathews. (Ten) Nays: (None) The mayor, approved the same and is numbered 1766. Councilman Miller moved that the Mayor appoint a Special Police to act as Sanitary Officer. On motion of Councilman Benson the matter of the city purchasing the linoleum in the Fire Chief's residence was referred to the Building Com- mittee with power to act. An ordinance was introduced, entitled, "An ordinance amending sub- section thirty-eight (38) of Section Two (2) of Ordinance #1688 and re- pealing such sub -sections of said section so amended". On motion of Coun- cilman Carney the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews. (Ten) Nays: (None) The mayor approved the same and is numbered 1767. A petition was received asking for the construction of a sidewalk on the East side of Phillips street, from the South line of South stre(:t to the North side of Morrison avenue; a cement sidewalk on the East side of Phillips street from Iron avenue to State street; also on the East side of Fifth street, beginning at the South line of Lot (9), Block (1), Santa Fe Park Addition, to the North side of Crawford avenue. Same was referred to the Sidewalk Committee. A petition signed by Geo. M1. Huj;{<:, et al., protesting against the re -placing of hitching posts on Iron avenue, was received and referred to the Street and Alley Committee. Councilman Carney moved that the City receive bids for printing. The monthly reports of the City Clerk, City Treasuere, Police Judge and Fire Chief were received and ordered filed.
