Second regular monthly meeting of the City Council May 18th, 1914,
Mayor Niquette presiding, City Attorney H. C. Tobey and the following named
councilmen answered to roll call: Miller, Dodds, Carney, Swedenburg, Mish-
ler, Hanly, Hagler, Benson and Mathews. Councilman Underwood absent.
The minutes of the First Regular Monthly Meeting of May 4th, 19142
were read and approved as read.
Mr. Griffith appeared before the Council, and asked to have the li-
cense on Air Dome's reduced. On motion of Councilman Dodds, the City At-
torney was instructed to prepare an ordinance reducing the license to 30.00
per year.
A resolution was introduced to pave Ninth street from Prescott avenue
to Crawford avenue. Same was referred to the Street and Alley Committee.
An ordinance was introduced entitled, "An ordinance fixing the compen-
sation of the City Attorney, and repealing Ordinance No. 771, passed and
approved May 25, 1891". On motion of Councilman Dodds, the rules of order
were suspended for its consideration by the following vote; Ayes: Millen
Doddso Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews. (9)
Nays: (None) Councilman Underwood absent. On motion of Councilman Dodds
the ordinance was read and adopted by sections, and on its final adoption
the roll was called and the following vote was had; Ayes: Dodds, Carney,
Swedenburg, Mishler, Hanly, Hagler, Benson and Mathews; (Eight) Nays:
Miller (One) Councilman Underwood absent. The Mayor approved the same
and is numbered 1758.
An ordinance was introduced entitled, "An ordinance amending Section
Two (2) of Ordinance No. 1028, passed and approved April. 30, 1900, and re-
pealing such section Two (2) so amended". The ordinance was read and adopt
ed by sections and on its final adoption to rola. was called and the follow-
ing vote was had; Ayes: Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler,
Benson and.Mathews. (Eight) Nays; (None) Councilman Miller not voting,
and Councilman.Underwood absent. The Mayor approved the same and is number-
ed 1759.
The following resolution was introduced:
Resolved that the Mayor be and he is hereby
authorized to appoint some suitable person to enforce the dog, ordinance,
the duties of such appointee to be to catch and impound all dogs found
running at large without bearing a tag showing that the tax on such dog
has not been paid for the year 1914, such person so appointed to provide
a pound for the purpose of impounding such dogs, and that he begin operations
to enforce such ordinance immediately upon his appointment, the compensa-
tion to be paid such dog catcher to be fifty cents for each dog caught, im-
pounded and killed, provided that where any dog is impounded and the owner
thereof redeems such dog he shall pay to such dog catcher the sum of fifty
cents which amount shall be retained by such dog catcher as part of his
compensation.

On motion of Councilman Hanly the resolution was adopted.
A bill from Otto Peterson fro the construction of the Ash street sew-
er, was presented, and on motion of Councilman Dodds, $6,000 was allowed
on contract.
Claims and Expenditure Committee reported by ordinance entitled, "An
ordinance making an appropriation for the payment of certain claims". On
motion of Councilman Carney the ordinance was read and adopted by sections,
and on its final adoption the roll was called and the following vote was
had; Ayes: Miller, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Ben-
son and Mathews. (Nine) Nays; (None) Councilman Underwood absent. The
Mayor approved the same and is numbered 1760.

Bids were received for the paving, curbing and guttering of Wal-
nut street, .from the East side of Fifth street to the West side of the
Walnut street bridge, and from the West side of Tenth street to the East
side of College avenue, as follows: Otto Peterson, Watts and Amerman,
Kaw Paving Company, A. R. Young and Company.
Curb and gutter bids were received from Ahlstedt and Sibley, and
L. C. Aha rt .
Councilman Carney made motion that Walnut street be ;a ved with one -
course vitrigied vertical fiber side wire cut Brick Paving Blocks$ with
Asphalt Filler. Motion adopted by the following vote; Ayes: Carney,
Swedenburg, Hagler, Benson and Mathews. (Five) Nays: Miller, Dodds,
Mishler and Hanly. (Four) Councilman Underwood absent. On motion of
Councilman Dodds, the contract for the paving, excavating, curbing and
guttering of Walnut street from the East side of Fifth street to the West
side of the Walnut .street bridge, and from the West side of Tenth street
to the East side of College avenue, was let to the Kaw Paving Company
of Topeka, Kansas, as per their bid; and that the certified checks of
the unsuccessful bidders be returned by the City Clerk.
An ordinance,was introduced entitled, "An ordinance specifying and
selecting the paving material to be used and letting the contract for
the paving, excavating, curbing and guttering of certain portions of
Walnut street in the city of Salina". On motion of Councilman Dodds,
the ordinance was read and adopted by sections, and on its final adoption
the roll was called and the following vote was had; Ayes: Dodds, Car-
ney, Swedenburg, Mishler, Hagler, Benson and Mathews. (Seven) Nays:
Miller and Hanly (Two) Councilman Underwood absent. The Mayor approv-
ed the same and is numbered 1761.
City Clerk was instructed to advertise for bids for the tiqX100.00
Sewer Bonds, to be sold June lst, 1914.
Councilman Mishler called the attention of the council to several
places on Walnut street where sewer connections should be put in ahead
of the paving. On motion of Councilman Dodds, the City Engineer was
instructed to see that the connections were made.
An ordinance was introduced entitled, "An ordinance providing for
the issuance of sewer improvement bonds of the city of Salina, Kansas,
in the sum of $19,100.00" On motion of Councilman Hanly the rules of
order were suspended for its consideration by the following vote; Ayes:
Miller, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler, Benson and
Mathews; (Nine) Nays: (None) Councilman Underwood absent. On mo-
tion of Councilman Dodds, the ordinance was read and adopted by sections,
and on its final adoption the roll was called and the,ollowing vote was
had; Ayes: Miller, Dodds, Carney, Swedenburg, Mishler, Hanly, Hagler,
Benson and Mathews; (Nine) Nays: (None) Councilman Underwood ab-
sent. The Mayor approved the same and is numbered 1762.
City Clerk was instructed to advertise for bids for the tiqX100.00

Mayor Niquette submitted the name of H. C. Tobey as City Attorney,
and on motion of Councilman Dodds was confirmed.
Mayor Niquette submitted the name of Chas. E. Banker as City Clerk,
and on motion of Councilman Carney was confirmed.
Mayor Niquette submitted the name of P. G. Wakenhut as City Engin-
eer, and on motion of Councilman Dodds was confirmed.
Mayor Niquette appointed the following parties to act as members
of the Library Board, on account of the resignation of the former board:

Mayor Niquette appointed E. L. Wilder, R. V. Allison and F. R.
Fitzpatrick, to act as appraisers in ascertaining the valuation of the
V lots and pieces of ground liable to assessment for the paving, curbing
and guttering of Walnut street from the East side of. Fifth street and
the West side of the Walnut street bridge, and from the West side of
Tenth street to the East side of College avenue. Such appointments were
confirmed by the Council.
Mayor Niquette submitted the name of H. C. Tobey as City Attorney,
and on motion of Councilman Dodds was confirmed.
Mayor Niquette submitted the name of Chas. E. Banker as City Clerk,
and on motion of Councilman Carney was confirmed.
Mayor Niquette submitted the name of P. G. Wakenhut as City Engin-
eer, and on motion of Councilman Dodds was confirmed.

Mayor Niquette submitted the name of Ellen Nyberg as City Stenograph-
er, and on motion of Councilman Dodds was confirmed.
.Mayor Niquette submitted the name of Aug. Olsson as Street Commission-
er,, and on motion of Councilman Swedenburg was confirmed.
Mayor Niquette submitted the name of C. H. Burke as City Marshal,
and on motion of Councilman Swedenburg was confirmed.
Mayor Niquette submitted the name of Wm. E. Thompson as Assistant
City Marshal, and on motion of Councilman Carney was confirmed.
Mayor Nigzette submitted the name of J. R. Stonebraker as Policeman,
and on motion of Councilman Dodds was confirmed.
Mayor Nigaette submitted the name of A. F. Gibson as Policeman, and
on motion of Councilman Carney was confirmed.
Mayor Niquette submitted the name of Jerome Hanly as Policeman, and
on motion of Councilman Hagler was confirmed.
Mayor Niquette submitted the name of J. B. Archer as Janitor, and on
motion of Councilman Hagler was confirmed.
Mayor Niquette submitted the name of R. P. Whelchel as Special Police
in Oak Dale Park, and on motion of Councilman Hanly was confirmed.
Mayor Niqette submitted the following names for Special Police, (with-
out pay from City):
