First re-ular monthly meeting of the City Council, May 4, 1914.
Mayor Niquette presiding, City Attorney and the following named council-
men answered to roll call; Miller, Underwood., Dodds, Carney, Mishler, Han-
ly, Hagler, Benson and Matthews. Councilman Swedenburg absent.
The minutes of the Second Regular Monthly Meeting of April 20th,
1914 were read and approved as read.
A committee from the U. C. T .' s appeared before the council and
asked that the city decorate the City Building during the convention of
May 22d and 23rd. On motion of Councilman Benson the request was grant-
ed, and that the City expend, not to exceed, 120.00 for said decorating.
On motion of Councilman Dodds, permission was granted to the committee
to decorate the "White Way" posts during the convention.
A petition was received asking for the repealing of Ordinance #1552
and Ordinance #1665. The petition was read and referred to the Corpora-
tion and Franchise Committee.
Street and Alley Cor_rmittee reported favorable on the petition to
pave, curb, gutter and excavate Tenth street from Iron avenue to Ash street.
According to a certificate from a bonded abstractor showing that a maj-
ority
aj-ority of the resident property owners having signed the petition. The
City Engineer was instructed to prepare plans and specifications for the
paving of Tenth street from Iron avenue to Tenth Street.
Coun-ilrian Hanly made metion that the Cit;, Engineer's plans and
specifications for. the paving, curbing, guttering and excavating of Wal-
nut street from the East side of Fifth street to tl:e West side of the
Walnut street bridge; and from the ".est side of Tenth street to the East
side of College avenue; filed with the City Clerk, March 16th, 1914, be
approved; and that the City Clerk advertise for bids for said pavement;
bids to be received up to May 18th,, 1914 at eight o'clock P. iv:. Motion
adopted.
Stre =t and Alley Committee reported unfavorable on the petition
asking for the privilege of placing hitching posts on Iron Avenue. On
motion of Councilman Miller, the petition was referred back to the new
corr,mittee on streets and alleys for further investigation.
On motion of Councilman Dodds, the Mayor was instructed to appoint
a committee to make a report on the matter of dividing the wards of the
City into precincts. The mayor appointed Dodds, Chairman; Underwood,
Swedenburg, Harily and Benson.
The matter of preparing a place to burn paper and trash at the
dump grounds was referred to the Public Health Committee with power to
act .
Mayor Niquette appointed the following; Standing Committees for the

Rule 1. The presiding; officer of the Council shall be addressed as
"Mr. Pr-es!dent ".
Rule,,Q., ., Every member rising; to debate, present a petition or other paper,
to Sive notice, make a report or riiotion, small address the :'resident, and
shall not proceed until recon nized by him.
Fule - 3. No ruember shall_ speak to another or otherwise interrupt the
business of ti:e council, while the minutes or public papers are being read.
Rule 4. All .Motions and resolutions introducing new business, shall,
when introduced, be read and at once referred to the proper committee,
which committee shall_re_;ort to the council thereon at its next regular
meting, unless t_ -.e time for such report be extended by the Council.

Rule 5. All. ordinances (Except a I,propriations for the payment of
claims previously authorized) shall be read and then referred by the
Mayor to the appropriate committee, which committee shall report there-
on at the next regular meeting of the Council, unless .further time for
such report be given by the Council.

Rule_".. Robert's Rules of Order shall govern the proceediizgs of the
Council in all cases ,not provied for b;- lav, ordinances or these rules.
Rule 8. The above Rules of Order of Business may be suspended for any
meeting by the concurrence of seven (7) members of the Council present
and voting.
A petition asking for the extension of a w.aterrnain on Center stre4
from Fifth street east to Third street; on Washington avenue from Tenth
to Twelfth street; on Twelfth street from vVashiagton avenue to Sa)th
street, and. on Seventh street from Elm to Pine street, were received and
referred to thb Corporation and Franchise Committee.
A petition asking for the extension of a sewer on Ash street,
West of College avenue, a. distance of about 250 feet. was received and
and referred to the Sewer and Drainage Committee.
Two ordinances were received and read, entitled, "An ordinance
.relating to dogs and repealing Ordinance #1026. Both were referred to
the Ways and Means Committee, to report on at the next meeting.
On motion of Councilman Miller, the Street Conir_lissioner was in-
structed to now the City Park on South Third street.
The matter of a low sidewalk at the Norton property on North
Second street, North of Ash street, was referred to the Sidewalk Com-
mittee.
The matter of connecting the down spouts in the rear of the Bar-
rington Livery Barn to the sewer was discussed, and the matter was
referred to the Streetand Alley Committee for investigation.
On motion of Councilman Dodds, Council adjourried.
