04-20-1914 Minutesi TPA Z COUNCIL UHkMBER, SALIVA, KANSAS. APRIL 20, 1914. Second rogular meeting of the City Council, April 20th, 1914. Mayor Niquette presiding, City Attorney H. C. Tobey and the following named coun- cilmen answered to roll call; Miller, Hansen, Dodds, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson. Councilman Peck absent. The minutes of the First Regular Meeting of April 6th, 19140 Proceed- ings of the Canvassing Board, April MOth, 1914 and the Adjourned Meeting of April 10th, 1914, were read and approved as read. Claims and Expenditure Committee reported by ordinance entitled, "An ordinance making an appropriation for the payment of Certian claims." Otto Peterson submitted a claim of $3796.80; 80j10 balance due on Ash street con- struction to date. On motion of Councilman Stevenson the amount of $3500 was allowed on said claim to apply on sewer contract. On motion of Coun- cilman the ordinance was read and adopted by sections and on its final a- doption the roll was called and the following vote was had: Ayes: Miller, Hansen, Dodds, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson. (Nine) Nays; (None) Councilman Peck absent. The mayor approved the same and is numbered 1757. Councilman Stevenson called the attention to the Council of Kansas Avenue having been closed between Iron Avenue and Johnstown Avenue. The matter was referred to the City Engineer and City Attorney for investiga- tion, to see if the city owns that portion of the street. The resignation of Fire Chief, 0. L. Norrism was received, and on mo- tion of,Councilman Stevenson was accepted. Mayor Niquette appointed Geo. Porter, chief of the Fire Department for the un -expired term. On motion of Councilman Hanly was confirmed. A petition asking for a permission to place hitching posts on Iron Avenue, between Seventh and Fifth street, was received and referred to the Street and Alley Committee. On motion of Councilmali Stevenson, Bert Stolz, was granted until Mon- day, April 27th, 1914, for the payment of the delinquent poll tax. On motion of Councilman Dodds, the City Engineer was instructed to to include in his specifications "The National Bituminized Earth Pavement." 'On motion of Councilman Swedenburg, the City Attorney was instuucted to prepare a resolution for the paving, curbing and guttering of Ash street from Fourth street to Ohio Avenue. An ordinance was introduced and read entitled, "An ordinance relating to and providing for the levy and collection of a license tax on Telegraph companies and the business of telegraph companies in the City of Salina, Kansas.".. The ordinance was referred to the Corporation and Franchise Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge, and Fire Chief were received and ordered filed. There being no further business appearing, on motion of Councilman Swedenburg, the old council adjourned, and the newly elected councilmen consisting of Underwood, Carney, Mishler, Hagler and Matthews presented themselves and the oath of office was administered to each one by the City Clerk. On motion of Councilman Hanly, Councilman Dodds, was nominated Presi- dent of the Council. There being no further nomination he was declared e- lected for the ensuing year. Mayor Niquette stated that the appointment of the standing committees for the year 1914, would be made at the next regular meeting of May 4th, 1914.
