04-06-1914 Minutes42 _COUNCIL PROCEEDINGS, REGULEIR MEETING. COUNCIL CHAMBER, SALINA, KANSAS. APRIL 6, 1914. First regular monthly meeting of the City Council, April 6th, 1914. Mayor Niquette presiding; and the following named councilmen answered to roll call: Miller, Dodds, Brick, Swedenburg, Hanly, Stev- enson, Studebaker and Benson. Councilmen Hansen and Peck and City Attorney H. C. Tobey absent. The minutes of the Second r6gula:r monthly meeting of March 16th, 1914, were read and approved as read. A petition asking for the grading of certain streets, in the Mili- tary Addition, was received and referred to.the Street and Alley Com- mittee. Councilman Miller, moved that the City Engineer furnish the boundary line of the streets petitioned to be graded. T. P. Quinn, appeared before the council and asked that the city stand the expense of raising the sidewalk on Iron Avenue in front of the Catholic School Building. On motion of Councilman Stevenson the matter was referred to the Sidewalk Committee with power to act. A request for a street crossing on Johnstown avenue and Perin Av- enue was received, and on motion of Councilman Miller the request was granted. Councilman Stevenson moved that all parties that had been fined in Police Court for the non-payment of poll tax, report for work or pay the poll tax, and city will remit all the costs of said cases; Provided, the parties make such arrangements within the next ten days. The City will reimburse the City Attorney and Police Judge the amount of $1.50 each, on every case tried in Police Court for the non-payment of poll tax. Street and Alley Committee reported favorable on the petition for the paving, curbing and guttering of Highland avenue from the north side of Prescott avenue to the south side of Republic avenue; and according to a certificate from bonded abstractors showing that the majority of the resident property owners having signed the petition.. On motion of Councilman Dodds, the City Engineer was instructed to pre- pare plans and specifications for the paving of Highland avenue from the North side of Prescott avenue to the south side of Republic avenue, and College avenue from Ash to Elm street. Highland avenue to be thir- ty (30) feet in width, and College avenue thirty-seven (37) feet in width. The matter of granting the erection of hitching posts on Iron avenue was generally discussed, and the matter was referred to the Street and Alley Committee for investigation, and make recommendation if they see fit. Councilman Hanly moved that the City Attorney be instructed to bring the latest decisions on the Paving Law at the adjourned meeting. Councilman Stevenson moved that the Building Committee be in- structed to erect a dog pound at the rear of the city lots on Fifth street, near the alley. Councilman Brick, of the Building Committee, reported unfavor- able on the matter of a rest room. -- Mayor Niquette appointed C. H. Burke, City Marshal for the un- expired term. On motion of Councilman Studebaker the appointment was confirmed. Mrs. Fred Brodbeck asked the council to advance her six monthly payments of $50.00 each, total amount of $300.00, to help her to fur- nish a rooming house. On motion of Councilman Dodds the request was granted. A complaint from the farmers living in the vicinity of the dump grounds, west of the city, complaining that the fence on the north side of said grounds is down, and paper and rubbish blowing over the fields in the vicinity. On motion of Councilman Dodds, the matter was referred to the Public Health Committee, with instructions to place iron fencing on the north side of said grounds. 1 TPA z 43 FIRST WARD. JUDGES: J. W. On motion of Councilman Studebaker, Council adjourned until Fri- day evening, April 10th, 1914, at eight o'clock. Chas, E. Banker. City Clerk. 1 1 A petition was received asking for the extension of a sewer from Walnut to South street on Phillips street. On motion of Councilman Mill- er the City Enginneer was instructed to prepare plans and specifications for the extension of the above named sewer. The Council did not think it was advisable to extend the sewef to South street. The City Engineer was instructed to determine the neces:;ary length. Lenard C. Ahart, submitted a bid of forty-three and one-half (43ti ) cents for sewer, in- cluding wyes; and $30.00 for manholes complete. The City Attorney was instructed to prepare the necessary ordinance letting the contract for the said sewer.
