First regular meeting of the City Council r;'arch 2, 1914. Mlayor
Niquette presiding; City Attorney H. C. Tobey and the following named
councilmen answered to roll call; Miller, Dodcs, Brick, Swedenburg,
Hanly, Stevenson, Studebaker and Benson.. Councilmen Han;:en and Peck
absent.
The minutes of the second regular monthly m-eting of January 16,
1914, were read and ap>roved as read.
Messrs. Hanna and Gawthrop, a committee from the Salina Automobile
Club, appeared before the Council and asked that some action; be taken in
regard to the bad railroad crossings in the city. The matter was referr
ed to the Street and Alley Committee with power to act.
Mr. Edward A. 141itchell of the Auto Delivery System of the city,
appeared before the Council, and asked that the incorrect numbering of
houses in certain parts of the city be remedied. The matter was referred
to the Ways and Means Committee.
A Petition fro the paving, curbing and excavating of College avenue
from the north side of Ash street to the south side of Elm street was re-
ceived arid referred'to the street and alley committee.
The street arid alley committee, to whom was referred the petitions
for paving t",'alnut street, from Tenth street, west to College Avenue; and
U Walnut street, from Fifth street to the Walnut bridge, reported that as
according to the certificate of bonded abstractors that each petition
contains over a majority of the resident property on said streets.
An ordinance was introduced entitled, "An ordinance providing for
the paving, curbing, guttering and excavating of Walnut street, in the
city of Salina, Kansas, between the west side of Tenth street, and the
east side of College avenue, specifying the manner of construction and
providing for the payr;ient of the cost thereof and the manner of payment."
On motion of Councilman Studebaker the rules of order were suspended for
its consideration by the following vote; Ayes: Miller, Brick, Dodds,
Swedenburg, Hanly, Stevenson, Studebaker and Benson. (8) Nays: (None)
Councilmen Peck and Hansen absent. On motion of Councilman Dodds,
the ordinance was read and adopted by sections, and on its final adoption
the roll was called and the following vote was had; dyes: Miller,
Dodds, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson. (8)
Nays; (None) Councilmen Hansen and Peck absent. The Mayor approved
the same and is numbered 1749.
An ordinance was introduced entitled, "An ordinance providing for
the paving, curbing, guttering and excavating of talnut street, in the
city of Salina, Kansas, between the East side of Fifth street and the
'Jest side of the present Walnut Street bridge, specifying the manner of
construction and providing for the payment of the cost thereof and the
manner of payment." On motion of Councilman Stevenson the rules of
order were suspended for its consideration by the following vote: eyes:
Miller, Dodds, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Ben-
son. (8) Nays: (None) Councilmen Hansen and Peck absent. On
motion of Councilman Hanly the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was
had; Ayes: Miller, Dodds, Brick, Swedenburg, Hanly, Stevenson, Stude-
baker and Benson. (8) Nays: (None) Councilmen Hansen and Peck
absent. The Mayor approved the same and is numbered 1750.
On motion of Councilman Stevenson the City Clerk was instructed to
notify the Kaw Paving Company to at once repair all the defective pave-
ments constructed by them in the city, subject to the approval of the
Street and Alley Committee and the City Engineer.
The following petitions for sidewalks were received, and referred
to the Sidewalk Committee, on the north side of Iron avenue from Dela-
ware street, west, to connect with the present walk construction, also
for the construction of a sidewalk on the north side of. North street,
from Fifth street to Santa Fe avenue.

A petition for the extension of water mains on Prescott avenue,
from Tenth street to Twelfth street, was received and referred to
the Corporation and Franchise Committee.
A petition for the construction of a sewer on Prescott avenue,
from Tenth street to Twelfth street, was received and referred to
the Sewer Committee.
The resignation of Pete Ahlstedt as Sewer Inspector, was receiv-
ed, and on motion of Councilman Dodds was accepted.
Mayor Niquette appointed Frank Hageman, T. D. Fitzpatrick and
Clarence Wilson as members of the Library Board, for a term of four
years. On motion of Councilman Stevenson the appointment was con-
firmed.
An ordinance was introduced entitled, "An ordinance dividing the
city into wards, and repealing Ordinance No. 1455, passed and approved
November 16, 1908". On motion of Councilman Stevenson the ordinance
was read and adopted by sections, and'on its final adoption the roll
was called and the following vote was had; Ayes: Miller and Dodds.
(2) Nays: Brick, Swedenburg, Hanly, Stevenson, Studebaker and Ben-
son. (6) Councilmen Hansen and Peck absent. The mayor declared
the ordinance not adopted.
