Second regular monthly meeting of the City Council, February 16th, 1914. Mayor Niquette presiding; City Attorney Ii. C. Tobey and the fol- lowing named cour.cilrren answered to roll call: Miller, Hansen, Dodds, Brick, Iwedenberg, Hanly, Stevenson, Studebaker and Benson. Councilman Peck absent. The minutes of the first regular monthly meeting of February 2, 1914, were read and a -)proved as read. Messrs. Quincy and Cravens, representing the Salina Agricultural, Horticultural and Mechanical Association appeared before the council, and asked for the appointment of a Special Police in Oak_ Dale Park_, at a sal- ary of X50.00 per month. The matter was generally discussed, and on motion of Councilman Dodds, the mayor was requested to make such appoint- ment; salary to commence Match lst, 1914. Mayor Niquet,e appointed R. P. Whelchel as Special Police in Oak Dale Park. On motion of Councilman Iianly was confirmed. Claims and Expenditure Corimittee reported by ordin«nce entitled, "An ordinance making an appropriation for the payr !ent of certain claims". On motion of Councilman Stevenson the ordinance was read and adopted by sections, and on its final adoption the roll was called ind the follow- ing vote was had; Ayes: Miller, Hansen, Dodds, Brick, Swedenberg, Hanly, Stevenson, Studebaker and Benson. (Nine) Nays: (Mone) Councilman Pcck absent. The mayor approved the same and is numbered 1745. An ordinance was introduced entitled, "An ordinance vacating and discontinuing certai streets and alleys in the city of Salina, Kansas". On motion of Councilman Stevenson the rules of order were suspended for its consideration by the following vot yes: Miller, Hansen, Dodds, Brick, Swedenberg, Hanly, Stevenson, ebaker and Benson. (Nine) Nays: (None) Councilman Peck abseOn motion of Councilman Hanly the ordinance was read and adopted b ections, and on its final adoption the roll was called and the followir vote ias had; Ayes: Miller, Han- sen, Dodds, Brick, Swedenbrg, Hanlyy Stevenson, Studebaker and Benson. (Nine) Nays: (None) Councilman Peck absent. The mayor approved the same and is numbered 1746. Councilman Miller moved that the City Engineer make a survey on North. Fifth street and Grand avenue, to determine the boundry of the street, so that the hedge fence could be removed. Citizens of the north part of the city appeared before the Coun- cil, and asked that the portion of the city lying north of North street be designated as the Sixth lard. On motion of Councilman Dodds, the City Attorney was instructed to prepare an ordinance. Councilman Hansen reported that the Plumbers' Union was willing to repair the Fifth street building for the sum of 425.00. Same to be ap- plied on rent. On motion of Councilman St"venson six (6) months free rent was granted to the association, if room was put in first-class order. An ordinance was introduced entitled, "An ordinance amending cert- ain sections of Ordinance #1617. The ordinance was r:;ad and referred to the Fire Department Committee. On motion of Councilman Stevenson the salary of Fireman T. P. Anderson was extended until March 15th, 1914. On motion of Councilman St;:venson the city is to return X200.00 of the '1750.00 advanced by the Firemens' Relief Association, and used on part payment of the Fire Truck. Councilman Miller moved that the Fire Chief be required to sleep five nights, each week at t., -,.e Fire Station, and the use of the small fire truck be only on city business; and also when the chief leaves the building on inspection or any other business to leave the exact location where he can be found by members of the Fire Department. On the adopt- ion of the motion the roll was called and the following vote was had; Ayes: Miller, Han:_en, Swedenburg, Hanly, Stevenson, Studebaker and Ben- son. (;even) Nays: Dodds and Brick. (Two) Councilman Pcck absent. On motion of Councilman Swedenburg the City Clerk was instructed to notify the agent of the Union Pacific Railway Company, to request the company to have their engineer come to Salina, and confer with the City Engineer in re�­.rd to a sewer and drainage system at the Union Pacific round house. f1 Bids for the construction of a Sto,Pm Sewer on 11test V;alnut street, as advertised fro, were received as follows: Otto Peterson, John Huffman, Lenard C. Ahart , D. G. Stactr, Ed. Fuchana n, L. H. Lyons, David Hill. On motion of Councilman Docids the contract wa.- awarded to Lenard C. Ahart , as per bid, now on file with the City Clerk; and the certified checks of the unsuccessfml bidders be returned. The following ordinance was introduced, "An ordinance providing for the construction of a certain sewer in the city of Salina, Kansas, and let, ting the contract therefor, and providing for th-e payment of the cost thereof". On motion of Councilman Stevenson was read and adopted by sect- ions and on its final adoption the roll was called acd the following vote was had; Ayes: Mliller, Hansen, Dodds, Brick, Swedenburg, Hanly, Steven- son, Studebaker and Benson. (Nine) Nays: (No71e) Councilman Peck ab- sent. T:.e mayor approved the same and is numbered 1747. Ed. Buchanan appeared before the council and made a complaint of an unsanitary closet on north Thirteenth street. The matter was referred to the Public Health Committee with power to act. The following resolution was introduced: - ;:HrItEA'o, proceedings are now pending in the District Court of Saline county, Kans<.s, brought in the name of the State of Kansas on the relation of the county attorney of said county against J. H. Tullis quest- ioning the legal right and title of said Tullis to the office of City Marshal of the city of Salina; therefore, Be it resolved by the Mayor and Councilmen that the said J. H. Tullis be and the same is hereby suspended from the office of city mar- shal of the city of Salina until the final determination of the said case of the State of Kans<:s ex rel, L. V1. On motion of Councilman Studebaker was adopted as read by the fol- lor,inE vote; Ayes: Miller, Hansen, Dodc_ts, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson. An ordinance was introduced entitled, "An ordinance abolishing the office of "Custodian and Special Police", and providing for the employment of a janitor for the City Building and grounds of the City of Salina". The rules of order were suspendd by Ca,rncilman Stevenson by the following vote; Ayes: Miller, Hansen, Dodds, Brick, Swednburg, Hanly, Stevenson, Studebaker and Benson. (Nine) Nays; (None) Councilman Peck absent. On motion of Councilman Studebaker the ordinance was read and adopted by sections, and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Miller, Hansen, Dodds, Brick, Swedenburg, Hanly, Stevenson, Studebaker adn Benson. (Nine) Nays: (.;one) Coun- cilamn Peck absent. The mayor approve:: the same and is numbered 174£3. Mayor Niquette appointed N. E. '7:igley as janitor of the City Build- ing. On motion of Councilman Studebaker was confirmed. Mayor Niquette appointed Pete Ahlstedt as Sewer Inspector at a sal- ary of x3.00 per day for actual time employed. On motion of Councilman Miller the appointment was confirmed. The monthly reports of the City Clerk, City Treasurer, Police Judge, and Fire Chief were received and ordered filed.
