Regular adjourned meeting of the City Council, Decemter 29th, 1913.
Mayor Niquette presiding; City 1_ttorney H. G. `i'obey and the following
named councilmen answered to roll call: Miller, Hansen, Dodds, Sweden -
berg, Harily, Stevenson, Studebaker and Penson. Councilmen Peck and
Brick, absent.

read.
Street - nd alley committee reported as follows:

ordinance, creating an alley on the south side of Lot (106) on Fifth St.

On motion of Councilman Studebaker the report was received and
ordered f iled .
Street and alley Committee reported by ordinance entitled, "An ord-
inance providing ofr and calling a special election in the city of Salina,
Kansas, for the purpose of submitting; to the electors of said city the
proposition of authorizing the mayor and council of said city to issue
bonds in the sum of4,000.00 as a contribition toward the cost of build-
ing and constructing by Saline, county, Kansas, a cement bridge across
the Smoky Bill River on Iron avenue in the City of Salina". On motion
of Councilman Stevenson the rules of order were suspended for its consid-
eration by the following vote; Ayes: Miller, Hansen, Dodds, Svwedenberg,
Hanly, Stevenson, ;:,tudebaker - rid Benson. (Eight) idays : (None) Council-
men Peck and Brick absent. On motion of Councilman Dodds, the ordinance
was read -and adopted by section:, and on its final adoption the roll was
called, and the following vote was had; Ayes, Muller, Hansen, Dodds,
Swedenberg, Hanly, Stevenson, Studebaker and Penson. (Eight) Nays:
(None) Councilmen Peck I-nd Prick absent. The Mayor approved the sarr;e
and is numbered 1739.
Street and alley Committee reported by ordinance entitled, "An
ordinance providrig for and calling a special election in the city of
Salina, Kansas, for the purpose of submitting to a vote of the electors
of said city, the proposition to adopt the provisions of Chapter 82, Laws
of Kansas of 1909 being an act entitled "An act amending and supplemental
to Chapter 123 of the Laws of Kansas of 1907, and repealing said chapter
in and so far as inconsistent and in conflict with this act, so far as
the same relates to cities of the second class which adopt the provisions
of tris act". On motion of Councilman Studebaker the rules of ord. r
were suspended for its consideration by the following vote; Ayes: Muller,
Hansen, Dodds, Swedenberg, Hanly, S`evenson, Studebaker c..rrd Benson.
(Eight) Nays: (None) Councilmen Peck and Prick absent. On its final
adoption the roll w1 called and the followinT vote was had; Ayse: Mil-
ler, Hansen, Dodds, Swedenberg, Stevenson, and StudebaY_er. (rix) Nays:
Hanly and Benson. (Two) Councilmen Peck and Prick absent. This ordin-
ance was passed, and is numbered 1740.
Street and alley Committee reported favorable on the petition to
vacate the alley running north a --id south from Jewell and Kirwin avenue,
between Santa 1�e avenue and Hichland avenue, and the City Attorney was
instructed to prepare an ordinance for the next meeting.
An ordinance was introduced entitled,"An ordinance ameriding sub-
sections 21 and 22 of ;vection 2 of Ordinance P;o. 1668, passed and approved
lTovember 18, 1912, and repealing such original sub -sections 21 and 22 of
said Section (2) so amended". On motion of Councilr,.an Hanly it was re-
ferred to the Public Entertainment Committee.
On notion of Councilman Dodds the City Clerk was instructed to with-
hold the collecting of the licenses from the flew Theatre and Convention
Hall, until after the January meeting.
Councilman Dodds made motion that the 'Street Commissioner at once
turn over to the City Attorney all the delinquent poll taxes, and war-
rants to be issued for all within the next ten d-.ys.
Councilman Dodds moved that the City make all filling to the ap-
proaches of the proposed Iron Avenue bridge, .also th bring the street tc
proper grade, and replace all paving.
;�"r. Ferlen appe<:red before the Council, and asked permission to
have the public dump rubbish in the old brick yarn hole on his property.
On motion of Councilman Miller it was granted until April lst.
Councilman Miller moved that the 77h.ite V!ay light at the corner of
Fifth and Ash street, be changed so as to have the top light burn all
night. The m tter was referred to the Building Committee, with power
to act.
Counc ilmc'�n Miller Suggested that an are or incandescent light be
placed in the center of the block between Ash Street and the Missouri
Pacific railway. The m:: tier was referred to the Street and Alley Com-
mittee.
