Reular monthly meeting of the City Council, October 20, 1913. Iaiay-
or Niquette presiding, Acting City Attorney 1.Iillis Crowthers, and the fol-
lowing named councilmen responded to roll call; Miller, Hansan, Dodds,
Brick, Swedenburg, Hanly, Stevenson, Studebai�er and Benson. Councilman
Peck absent.
The minutes of the adjourned meeting of September 29th was read and
approved as read.
The Claims and Expenditure Committee reported by Ordinance entitled,
" An Ordinance making an appropriation for the payment of certain claims ".
Ot motion of Councilman Stevenson the Ordinance was read and adopted by
sections, and on its final adoption the roll was called and the following
vote was had; Ayes, %filler, Hansen, Dod s, Frick, SwedenburE;, Hanly, Stev-
enson, Studeba'_cer and Benson (nine), Nays, (No_n_e). Councilman Peck absent.
The ivlayor approved the same, and is numbered 1731.
The following Ordinance was introduced, entitled, " An Ordinance pro-
viding for theconstruction of certain sidewalk in the City of Salina, Kan-
sas." On motion of Councilman hanly the rules of order were suspended for
its consideration by the following vote Ayes; Miller, Hansen, Dodds,
Brick, Swedenbt,rg, Iianly, Stevenson, Studebaker and Benson, (Nine) flays,
(None). Councilman Feck abse:_t. The Mayor approved the same and is numb-
ered 1732.
-The following Ordinance was introduced, entitled, " An Ordinance
providing for the re -pairing and re-layi;i" of certain sidewalks in the
City of Salina, Ilan::as". On motion of Councilman StudebW-er the rules of
order were suspended for its consideration by the following vote: Ayes;
Miller, Hansen, Dodds, Erick, S%,edenb�rrg, Hanly, Steverson, Studeba:Ter
and 1 enson . (1I i ne) days, (Tlone } Coui�c ilman Peck absent . The it^_ayor
a ,,.;roved the same and is numbered 1733.
On motion of Councilman Stevenson the Euilding Corninittee va,as instruct-
ed to proceed at once, and have necessary rei)airs Trade on the Cit.;; property
on S-outli Fifth Street.
On notion of Councilman Dodds the Fire Dep�artrrient Committee was auth-
orized to sell the harness that was fo.—erly used by the fire departrlent,
and also to )urchase a vulcanizer for the use of the Fire Department .
On motion of Councilman Stevenson the volunte�,.r Ter -.hers of the lire
r'epartrnent were dispensed., from and after this date.
+y . "hobe appeared before the council, and asked thy_ t the fine of
Ten (;x10.00) Dollars, assessed against him in police court 're remit'ed.
On motion of Councilman Dodds the fine vias remitted.
On motion of Councilman Dodds, the Street. Cornr_,,issioner was instruct-
ed to proceed at once, and collect the delinquent poll taxes for the year
1913.
The following resolution v;as introduced:
" Resolved by the 'Mayor and Councilmen, that the Salina
Liht, Power and Gas. Co. install incandescnet lights at the following de-

At intersection of Perin and Iron

lowing vote: Ayes; Miller, Han:en, Todds, Erick, Swedenburg, Hanly, Stev-
enson, Studebaker and Perison, (cline) Flays, (done) . Councilman Peck ab-

TO ThE COUNCIL:
I herewith return with my disapproval, Ordinance No.
1730, entitled, " An Ordinance providing for the extension of the main or
Ash Street sewer in the City of Sa'_ir_a, Kansas, and providing for the man-
ner of construction and for the ,)ayment of the cost thereof".
It seems to me that error was made in the original construction of
the sewer in Salina, Kansas, in that it did not extend further north, and
enter the river on or about i`Iorth Street, at the el.trerne north bend of the
river, and to carry the sewer east of Ash Street makes it neces::a.ry to
cross the river, and seems to me not to be the feasible and correct out-
let.
If the sewer should be constructed across to the first bend of the
river, it would leave the sewer problem unsolved, and at that point it is
entirely too close to the city for the construction of septic tanks, as in
my judgment and from the best information that I can get, I am satisfied
that no septic tank solution should be installed closer than one mile from
the present cut-sklirts of the City of Salina.
I believe error would be committed in extending the sewer across the
river forming any obstruction in the river.
For the above reasons I hereby veto the -above described Ordinance.

Councilman Hanly made a motion that Ordinance No. 1730 as amended, be
adopted. The roll was called and the following vote was had: Ayes; Miller,

Councilman Miller moved that the City Engineer be instructed to get
levels, and _prepare plans and s,)eeifications, and estimate of the cost for
the extension of the proposed sewer, across the river at the second point
again, at the '"kite farm, and to connect the Iron Avenue sewer with the
iviain sewer on Ash Street. '; otion aclor)tted.
A petition protesting �,gainst the sewer e. -:tension was presented, read
and ordered filed.
A petition for the construction of a c i dewalk from 125 114orrison Ave.
to 1411,h. St., on the ;south side, was referred to the Sidevialk Committee.
A request for the construction of crossings acro:: the Union Pacific
RaLi1. ay on Ki.rwin Ave., signed by Mrs. `i'. J. I''aTi'ar was referred to the
Street and Alley Cor:,mit tee.
The matter of constr,.,ctinr a sicewalk on the eastside of 4th St. from
Prescott Ave. to Crawford Ave. was generally discussed by the property
owners and the Council.

Cr_ief and quarterly statement of the City Clerk and City Treasurer were re-
improvcritent prov1 ed for in thio Ordinance. Such adve ,tisement shall be
i rinted in such paper or papers as the mayor and council may direct, and
shall be printed for a period of t: irt.y (30) days, and such advertisement
shall state the time when such bids shall be received and opened which
shall be November '24th, 1913, and upon the receipt and opening of s_ch
bids, the Mayor and Council may, and are hereby authorized to let the con-
tract for the construction of such sewer extension to the most satisfact-
ory and responisble bidder, as determined by the said iiayor arid Council,
or the said ,ayor and Council may reject any and all bids so received a.nd.
