Regular meeting of the City Council, September 15, 1913; Mayor Niquette presiding, City Attorney Tobey and the following named Councilmen answered to roll call; Miller, Hansen, Dodds, Peck, Brick, Swedenburg, Hanly, Stevenson,'Studebaker and Benson. The minutes of the regular monthly meeting of August 18, 1913, was read and approved as read. The matter of purchasing a Pulmotor was generally discussed by a num- ber of citizens, and members of the Council. On motion of Councilman Stevenson the matter was referred to the Pub- lic Health Committee with power to act. Councilman Benson suggested that the City purchase a canvas collapsible boat. The matter was also referred to the Public Health Committee. The Fall Festival Committee appeared before the Council, and asked that the City outline the City Building with electric lights, and also do as much decorating as possible for the festival week. The Council author- ized the purchase of two dozen flags, and the matter of electric lights was referred to the building committee with power to act. The ?Jays and Means Committee reported by Ordinance entitled, " An Ordinance creating the Sixth Ward ". On motion of Councilman Studebaker the Ordinance was laid on the table by the following vot8, Ayes; Peck, Brick, Swedenburg, Studebaker and Benson, (Five) Nayes; Miller, Hansen, Stevenson and Hanly, (Four), Councilman -odds not voting. Claim and Expenditure Committee report by Ordinance entitled, " An Ordinance making an appropriation for the payment of certain claims ". On motion of Councilman Studebaker the Ordinance was read and adopted by sections, and on its final adoption the roll was called and following vote was had; Ayes; Miller, Hansen, Dodds, Peck, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson, (Ten) Nayes; (Norge). The Mayor de- clared the Ordinance duly adopted, and approved the same and is numbered 1726. Street and Alley Committee reported by Ordinance entitled, " An Ordinance vacating the west ten feet of Eleventh Street between Elm and Park Streets in the City of Salina Kansas ". On motion of Councilman Stev- enson the rules of order were suspended for its consideration by the fol- lowing vote; Ayes; Miller, Hansen, Dodds, Peck, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson, (Ten) Nayes, (None). On motion of Councilman Dodds the Ordinance was read and adopted by sections, and on its final adoption the roll was called and the following vote was had, Ayes; Miller, Hansen, Dodds, Peck, Brick, Sedenburg, Hanly, Stevenson, Studebaker and Benson, (Ten) Nayes; (None). The Mayor de- clared the Ordinance duly adopted, approved the same, and is numbered 1727. The following resolution was introduced, " Resolved by the Councilmen and Mayor that the Salina Light Power and Gas Co., install arc lights at the following designated location, to -wit: Attest At intersection of Pacific and Third Street. On motion of Councilman Peck the resolution was ado,)ted �.s read by the following vote, Ayes; Miller, Hansen, Dodds, Peck, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson, (Ten) Nayes; (None) An Ordinwnce was introduced entitled, " An Ordinance creating the of- fice of Meter Inspector, was read and referred to the Corporation and Fran- chise Committee. The following resolution was introduced, " Resolved by the Mayor and Councilmen of the City of Salina that the Salina Waterworks Company be re- quired to lay a six (6) inch water main on Elm Street between the center of Oakdale avenue to the center of Front, a distance of about six hundred 'severit:y (670) feet; and that it also lay a six (6) inch water, main on 'iP4Z 13 Ninth, -,Street, starting at Grand Avenue and Ninth.St., and running to Pac if is *gtreet, a distance of :twelve hundred and seventy-five (127'5)feet � and on such lash, described extension sai,d.water company,shall locate and maintain fire hydrants as follows: One at the Northwest corner of Ninth and Woodland Avenue; and one at the Southwest corner of Ninth and i'acifi Street. On motion of Councilman Peck the resolution was adopted as read by the following vote; Ayes, Miller, Hansen, Dodds, Peck, Brick, Sweden - burg, Hanly, Stevenson, Studeb��ker and Penson, (Ten) Nayes, (None). Councilman Hansen called the attention of the Council of the con- dition of the City bail, and asked that there be a new set of mattresses purchased, also that the City Building on South 5th St. was in bad need of r --pairs. The Building Committee was instructed to purchase the nec- essary mattressed needed for the City Jail, and to have some plans made for the repairs on the fifth street building. An Ordinance was introduced entitled, " An Ordinance defining the fire limits of the City of Salina K,:,nsas, and repealing Ordinance No. 1522, passed and approved October 18, 1909': On motion of Councilman Peck the rules of order were suspended by the following vote,Ayes; Mille Hansen, Dodds, Peck, Brick, Swedenburb, Hanly, Stevenson, Studebaker, and Benson, (Ten) Nayes, (No:• -:e). .n motion of Councilman Stevenson The Ordinance was read :.nd adopted by sections, and on its final adopt- ion tr_e roll was called and the following vote was had.: Ayes; Miller, Hansen, Dodds, Peck, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson, (Ten) Nayes, (None). The Mayor declared the Ordinance duly adopted, approved the same, and is numbered 1728. It was reported that there was a 1r_rge nu°r,ber of Russian Thio- le growing in the North p,, -.'.rt of the City, near the Union Pacific Rail- road. The matter was referred to the Street and ."alley Committee for investigLtion. On motion of Councilman Peck the Salina 'r:aterworks Company be notified to flush down their ditches on their recent wcter extensions. The sale of the old hose -cart of the fire department was referred to the Fire Committee, with power to act. The matter of purchasing new street signs, to be put in the busi- ness part of the city was referred to the Street a. -id Alley Committee, with power to make purchase of what they deem necessary. The following resolution was introduced, " Whereas, on the 30th day of June, 1913, judgments of conviction were rend::red in the police court of the City of :,alines, against Roy Wilson, S. Danielson, Alfred Hawkinson and Oscar Lund, as shown by casesnumbered 106, 107, 108 and 189 of Docket "0" of the )olice judge's docket of the city, and fines and costs .assessed against each of said defendants, and, Whereas, said defen_-ants have filed appeal bonds to appeal said judgments, and each of them, and the ,)rincipal witness against defend- ants in such cases has moved from Saline County and declines to return for the purpose of further prosecuting said cased, Therefore, 'Le it resolved by the M:::.yor and Councilmen that the fines assessed in said cases, and each of thea, andthe costs thereof, be and hereby remitted, and each of said defendants is hereby fully pardoned from said respective juc,gment er:tered t', -,em in the above de- scribed cases in police court. On motion of Councilman Dodds the Mayor was instructed to name three delegates to attend the State Meeting of the League of Kansas Munic- ipalities at Kans::.s City, Kans., October 8th, 9th and 10th, and that the City pay the dele�,_ tes expense. The Building Committee was instructed to purchase a rug and two chairs for the Marshal's office. An Ordinance was introduced ezititled, " An Ordinance providing for the construction of certain sidewalk in the city of Salina, Kansas". On motion of Councilman Hanly the rules of order were suspended for its con- sideration by the following vote, Ayes; Nfiller, Dodds, Hansen, Peck, Brick, Swedenburg, Hanly, Stevenson, Studebaker and Benson, (Ten), Nayes, (None). On motion of Councilman Dodds, the Ordinance was read, and adopted by section, and on its fin, -Il :.doption the roll vti�as called, and the fol- lowing vote was had; Ayes; Miller, Hansen, Dodds, Peck, Brick, Swedenburlg, Hanly, Stevenson, Studebaker and Benson, (Ten) Nayes, (None). The Mayor declared the Ordinance duly adopted, approved the same and is numb- ered 1729. A petition asking for the construction of a sidewalk on the North side of Cedar Street , from College Ave. to Phillips, also a sidewalk on the East side of Tenth Street from Lincoln Ave. to Grand Ave. was re- ceived and referred to the sidewalk committee. A petition for the location of an arc -light at the corner of Uni- versity Place and Baker Street was received, and referred to the Stret and Alley Committee. A petition for the extension of water mains on Kansas Avenue from Ash Street to a joint four hundred (400) feet North of Elm Street was received --nd referred to the Corporation and Franchise Committee. Monthly reports of the City Clerk, City Treasurer and Police Judge were received and order filed.
