COUNCIL PROCEEDINGS, REGULAR MEETING.

AUGUST 18, 1913.
Regular monthly meeting of the City Council:
Mayor Niquette presiding, City Attorney Tobey, and the following
Councilmen answered to roll called. Councilmen Miller, Hansen,
Dodds, Peck, Swedenburg, Stevenson, Hanly, Studebaker and Benson.

The Minutes of the Regular.metting of July 21, 1913
were read and approved as read.
Ways and Means Committee reported by Ordinance entitled
"And Ordinance making a levy of taxes for general revenue and other
purposes in the City of Salina, Kansas, for the year 1913: And on
motion of Councilman Studebaker the rules of order were suspended for
its consideration by the following vote, Ayes; Miller, Hansen, Dodds,
Peck, Studebaker, Hanly and Benson, (Nine) Nayes; None.
Councilman Brick absent.
On motion of Councilman peck the Ordinance was read and
adopted by section an on its following adoption the roll was called
and the following vote was had. Ayes; Miller, Hansen, Dodds, Peck;
Studebaker, Stevenson, Hanly, Swedenburg and Benson (Nine). Nayes
(None) Councilman Brick absent. The Mayor approved same and is numbered
1722.
Councilman Studebaker reported that the Ways and Means .
Committee ask for a further time to report on the matter of creating
the 6th Ward.
On motion of Councilman Miller the committee was granted
further time to have an ordinance ready for the September` meeting.
Claims and Expenditures committee reported by Ordinance
"An Ordinance making an appropriation for the payment of certain
claims.
On motion of Councilman Stevenson the Ordinance was
read and passed on by Sections, before its final adoption, Councilman
Miller move that the claim of Wm. Messex for the sum of $51.00 be
stricken out. Motion lost.
Councilman Stevenson madd motion that Wm. Messex be
allowed $35.00 or $2.00 per day, the same as paid special police.
Motion adopted by the following vote, Ayes; Dodds, Peck, Swedenburg,
Stevenson, Studebaker and Benson (Six) Nayes; Miller, Hansen and
Hanly. (three) Councilman Brick absent. The roll was then called
on its final adoption and the following vote was had. Ayes Hansen
Dodds, Peck, Swedenburg, Stevenson, Hanly, Studebaker and Benson,
(Eight) Nays; Miller, ()ne) Councilman Brick absent. The Mayor
approved the same and is numbered 1723.
Bids for Street crossings, was received as follows.
L. H. Lyon, Pittsburg Block #l, .232¢ per square foot.
Capitol City V it rif ied.23¢ per square foot .
Pittsburg Blcck #2, .22Q¢ per square foot.
Cement headers $2.00 each.
Aug. Olsson pave block at.19¢ per square foot.
Cement headers $1-.35 each.
J. D. Lacy, brick crossings .15 96/104 per square ft.
On motion of Councilman Dodds the contract was let to
Aug. Olsson as per his bid.
City Engineer's plans and specifications for Street
crossings were received and adopted by the Council.
An Ordinance was introduced entitled "An ordinance
providing for the construction of street crossings in the City
of Salina, and letting the contract therefor'.'
On motion of Councilman Studebaker the Ordinance was
read and adopted by sections, and on its final adoption the roll was

An Ordinance was intooduced entitled "Ah Oddinance
regulating the construction of side walks in the City of SaliraIt Was
read and refered to the side -walk committee.
The matter of changing the outlet of the purposed Ash
street sewer extention the City engineer was instructed to amend
his.plans and specifications making the outlet at the east end of
Ash street.
An ordinance was introduced entitled "An ordinance
apportioning and leving a special tax or assessment to pay the
cost of repairing and constructing certain sidewalks in the City
of Salina, Kansas. On motion of Councilman Hanly the rules of
order was suspended for its consideration by the following votes.
Ayes; Miller, Hansen, Dodds, Peck, Swedenburg, Stevenson, Hanly,
Studebaker and Benson. (Nine) Nays; (None) Councilman Brick absent.
On motion of Councilman Peck the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had. Aygs; Miller, Hansen, Dodds, Peck,
Swedenburg, Hanly, Studebaker and Benson (Nine) Nays (None)

On motion of Councilman Miller the cooperating
Franchise Committee was introduced to receive prices on two
drinking fountains, one to be located in front of the City Hall
andnthe other one to be located on the Southwest corner of Santa
Fe Avenue and Ash street, and have same installed as soon as possible.
It was reported that Mr. F. D. Shellebarger was willing
to donate 150 barrels of oil to be used in oiling 7,est Iron
Avenue, the matter was refered to the street and Alley committee
for investigation.
On motion of Councilman Stevenson the Salary of N. E.
Wigley, Custodian of the City building was increased from $50. to
%60. per month. Motion adopted.
The monthly reports of the City Clerk, City Treasurer,
Police Judge and Fire C1jief were received and dtdeted filed.
There being no other business on motion of Councilman
Hanly. Council adjourss.
