COUNCIL PROCEEDINGS, REGULAR TWEETING

Salina, Kansas
Monday 14ay 19, 1913.
Regular Monthly Meeting of the City Council, Mayor Niquette presiding,
and City Attorney Tobey and the following named Councilmen answered to Roll
Call: Miller, Hansen, Dodds, Peck, Brick, Swedenburg, Hanly, Stevenson,
Studebaker and Benson.
The TIMinutes of the Regular Meeting of April 21st, 1913, were read and
approved as read.
The following Rules of Order governing the Council were presented, and
on motion of Councilman Peck were adopted:
Rule 1. The presiding officer of the Council shall be addressed as
President."
Rule 2. Every member rising to debate, present a petition or other paper,
to give notice, make a report or motion, shall --.ddress the President, and
shall not proceed until recognized by him.
Rule 3. No member shall speak to another or otherwise interrupt the business
of the Council., while the minutes or public papers are being read.
Rule 4. All motions and resolutions introducing new business shall, when
introduced, be read and at once referred to the proper committee, which com-
mittee shall report to the Council thereon at its next regular meeting, un-
less the time for such report be extended by the Council.
Rule 5. All. Ordinances (except appropriations for the payment of claims pre-
viously authorized) shall be re:d and then referred by the T!ayor to the appro-
priate committee, which committee shall report thereon at the ne.:t regular
meeting of the Council, unless further time for such report be given by the
Cou.nc it .
Rule 6. The Order of Business shall be as follows:

Rule 7. Robert's Rules of Order shall govern the proceedings of the Council
in all cases not provided for by law, ordinances or these rules.
Rules S. The above Rules of Order of Business may be suspended for any meet-
ing by the concurrence of seven (7) members of the Council present and voting,

Mayor Ni: uette submitted the name of H. C. Tobey for City ttorney, and
on motion of Council:ran Studebaker was confirmed.
Mayor Niquette submitted the narr:e of Chas. E. Banker as City Clerk, and
on motion of Councilman Pec: was confirmed.

Mayor Niquette submitted the name of R. A. Mayo as Street Commissioner,
and on motion of Councilman Peck was confirmed.

on motion of Councilman Peck was confirmed by the following vote: Ayes; Peck,
Brick, Swedenburg, Hanly, Studebaker, and Benson (Six); Mays; "filler, Hansen,
Dodds and Stevenson (Four). —
Mayor Niquette submitted the name of Walter "sayer as .'_ssistant Marshal
and on motion of Councilman Peck was confirmed by the following vote: Ayes;
Dodds, Peck, Brick, Studebaker, Swedenburg and Benson (Six): Nays; Miller, Han-
son, Hanly and Stevenson (Four).
Mayor Niquette submitted the name of John R. Stonebraker as Policeman, and
on motion of Councilman Dodds was confirmed by the following vote: Ayes; Dodds,
Peck, Brick, Stevenson, Studebaker and Benson (Six): Nays; Miller, Hansen,
Swedenburg and Hanly (Four).
Mayor Niquette submitted the name of Oscar Norris as Fire Chief and Inspec-
tor, and on motion of Councilman Dodds was confirmed.
Mayor Niquette submitted the name of Taylor 101iller as City a'veighmaster, and
on motion of Councilman Peck was confirmed.
Mayor Niquette submitted the name of N. E. Qigley as Custodian and Special
Police, and on motion of Councilman Peck was confirmed.
Mayor Niquette submitted the following names for Special Police without pay
from City:

and on motion of Councilman Studebaker all were confirmed.
The Claims and Expenditure Committee reported by Ordinance,;appropriating
the amount of Thirty-two Hundred Fift.;-one and 80/100 (""3251.80) Dollars for
the payment of certain claims, and on motion of Councilman Studebaker was read
and adopted by sactions, and on the final adoption roll was called and the fol-
lowing vote was hand: Ayes; Miller, Hanse, Dodds, Peck, Drick, Swedenbur,
Hanly, Stevenson, Studebaker and Benson (Ten): Ayes; (None). The iayor ap-

The Sidewalk Committee reported by Ordinance entitled, AN ORDINAICE provid-
ing for the construction of certain sidewalks in the City of Salina, Kansas.
On motion of Councilman Iianly the Rules of Order were suspended for its con-
sideration by the following; vote: Yeas; Miller, Ilansen Dodds, neck, Brick,
Swedenburg, Iianly, Stevenson, Studebaker and Benson, (len) : Idayr. ; (None) . The
Mayor approved the same and is numbered 1715.
On motion of Councilman Hanly the City Clerk was instructed to advertise
for the constructions of certain sidewalks, bids to be received June 16, 1913.
Councilman Hansen reported that the City Building was in need of 100 feet
of new Hose for lawn sprinkling. The matter was referred to the I uilding Com-
mittee with the power to act.
Councilman Brick submitted price on 11ater Pressure Guage. The matter wE-s
referred back to the Fire Department Col m_ittee with power to act.
Councilman Stevenson moved that the City increase the pay of the second-
class Firemen from ;;45.00 to ',.50.00 per month, and that the time rec_uired to
serve as second. -class firemen be reduced from six months to three months. The
motion was adopted and the City Attorngy was instructed to prepare the neces-
sary ordinanace.

Sevier and Drainage Committee and City Enginee
11a ,enhut reported that they had prepared two plans for the East Sewer enten-
sion and asked for further time to make another survey and plans for a route on
North Street. Further time was granted.
The matter of employing a man to clean ou the sewer system of the city was
generally discussed. The matter was referred to the Sewer and Drainage Comrlit-
tee and the City -Engineer, with power to act.
It was reported. that there were some repairs needed on the Dump Ground
Building. The matter was referred to the Building Committee with power to act.
II. H. Allsion appeared before the Council and asked for a lease of a strip
of ground 75 by 100 feet on North 3rd street from the Flock known as the County
Park, to sive him additional ground adjoining the Cement Silo Stave Factory. On
motion of Councilman Stevenson a five-year lease at "l .00 per ye--l'r was granted,
with the understanding that if at any tirne said ground was needed for railroad
shop purposes said lease would terminate. The motion was adopted, and the City
Attorney was instructed to repare the necessary lease.
On motion of Councilman Iianly that the City of Salina curb and grade the
lot in Gypsum Hill Cemetbry, the matter was referred to the Fire Department com-
mittee with the power to act.
Councilman Stevenson moved that the city erect an additional drinking foun-
tain at the corner of Santa Fe Avenue and Ash Street. The matter was referred
to the Corporation and Franchises Cornmittee.
On motion of Councilman ^odds, the City Attorney was instructed to prepare
an ordnance authorizing the Street Department to pay x;;3.50 for team work and
;,1,75 for si:gle man per r'._ay, instead of X3.00 and ;1.50 per day, and that the
Street Commissioner's salary be raised from N2.50 to 6,3.00 per day, and that the
pay roll made to the City Clerk must be sworn to by the Street Commissioner,
:also the Street Commissioner be limited to the working of two teams owned by
himself any day in said time.
Councilman Studebaker moved that the Salina Journal be given the official
printing for the ensuing year as per their bid of last year. Councilman Dodcb
move(:' to amend by advertising for bids. The amendment was carried by the fol-

On motion of Councilman Dodds, the salary of the City Steno6r4pher was
"fixed at ;40.00 per month for the first six months, and then advanced to x"50.
per month.
Councilman Stevenson moved that the City Attorney and City Clerk at once
start in and revise and Ordinanaces of the City, and prepare the sarr:e for pub-
lication. The matter wL�s referred to the ,rays and "eai-is Committee.
Councilman miller moved that the City Attorney and Police Judge be placed
on a salary, instead of part salary and fee system, as in effect now. The
matter was referred to the 7...ays and PS"vans Committee.
On motion of Councilman Stevenson, the City :"attorney ,,yas instructed to
prepare the necessary resolution, granting tl-�e Fall Festival Association the
use of Santa Fe Avenue from Ash to t alnut Street and Iron Avenue from Fifth
to Seventh Streets; also -ranting all license privilege to the Association
during the Fall Festival.
On motion o3' Councilman Peck: the Colored. _:astern Star ,as given the privi-
lege of holding their State meeting in the third ..tory of the City building
on the date selected by them for said convention.
A Petition signed by Carl ",.,,ongold and thirteen others, petitioning for
water extension on Park Place from 17ront Street to Oakdale Avenue and from
Oakdale Avenue to Gypsum Avenue; also a petition signed by D. r, Polley and
ten others, petition for water e,:tensions on maker Street from 7.alnut Street
to Cedaar, west on Cedar to College Avenue, were read and referred to the Cor-
poration and Franchise Committee.
A petition signed by D. T. Polley and seven others, petitioning for the
construction of a cement widewalk on the south side of Ced .r Street from
iak,er to Phillips Street gas read and refer°red to the Side; -.alk Co,::nALUce.
The monthly report of the City Cleric, City Treasurcr, Police Judge,
Street Commissioner and Fire Chief 0rc read and ordered filed.
