08-20-1928 MinutesCOMMISSIONERS PROCEEDINGS., REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 20th., 1928. Regular meeting of the Board of Commissioners, August 20th, 1928. Meeting was called to order by Mayor Helvering, the roll was called and ommissioners Helvering, Campbell and Dodds and City Attorney "OPris responded* The minutes of the Regular Meeting of August 13th, 1928; and Regular Meeting of August 16th, 1928, were read and approved as read. Bids for the construction of Main Sanitary Sewer "P".. Lateral Sanitary Sewers 143, 1469 148 and 150., and Southern Heights Sani- tary Sewage Pumping Station, as advertised for, were received from: C. T. Snyder., Salina, Kansas. C. B. Ramsey, Topeka., Kansas. H. J. Taylor onstruction Co., Salina,, Kansas. City Engineers Estimate of Cost for the above named work was presented and read. City Engineer tabulated the bids and presented the same to the Board of Commissioners* Commissioner Dodds moved that the contract for the above named work be awarded to H. J. Taylor Construction Company, and that certified checks be returned by the City Clerk to the unsuc- cessful bidders, also that Mayor be authorized to sign contract for said improvements. Motion adopted. The following report was received from Air Port Committee: Salina., Kansas. August 20th,, 1928. Honorable Mayor and City Commissioners, Kansas. Gentlemen: Your Joint Committee, appointed by the Chamber of Commerce and the City Commission to recommend a site for an Aviation Field has viewed the West—half of the Northeast Quarter of Section 20., Township 142 Range 2 West, Saline County., Kansas; also the Southeast Quarter of the Northwest Quarter of Section 20, Town- ship 14 Range 2 West, Saline County, Kansas, adjoining, and beg to recommend as follcris: That if a reasonable price can be secured on the above de- scribed land that the City purchase this land for an Aviation Field, the same being very suitable for such a field, in the opinion of the Aviators on the Committee. The eighty acres proper is the most desirable part of the land. And while the 40 lies very well, except the Southwest corner, to give the greatest utility for an East and lest take -off, it is probable that a small fill would have to be made across a low point of the Southwest corner of the eighty acres where the two tracts join. We further suggest that if the City of Salina is satisfied to purchase this tract of land, that a Government Inspector for air- plane airports be requested to pass upon this field, so there will be no question as to our being designated as a flying field on the Government Air Map. An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the rebuilding and re- construction of certain parts of certain sewers of the City of Salina, and providing for the issuing of bonds to pay the cost thereof." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3592. An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots on the parkways abutting thereon in the City of Salina." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3593. An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of constructing certain water service pipes in certain streets in the City of Salina, Kansas." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3 ) Nays: (0 ) The ?Mayor approved the same and is numbered 3594. An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain property in the City of Salina to pay the cost of constructing certain side- walks therein." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0). The Mayor approved the same and is num- bered 3595. An ordinance was introduced for second reading entitled: "An ordinance repealing certain ordinances and parts of ordinances relating to and creating certain storm sewer districts, and levy- ing assessments to pay the cost of storm sewers constructed therein." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3596. Motion adopted. 1 1 -1 1 SY1 An ordinance was introduced for first reading entitled: "An ordinance making a levy of taxes for general revenue and Dther purposes in the City of Salina, Kansas, for the year 1929." On motion of Commissioner Campbell same was referred to the Board of Commissioners. A petition was presented asking for the erection of a Fire Station in the south part of Salina, and on motion of Commissioner Campbell same was ordered filed. Commissioner Dodds moved that the next Regular Meeting of the Board of Commissioners be held Tuesday,August 21st, 1928 at 5:00 P• M. City Clerk.
