07-16-1928 Minutes496 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS JULY 16th, 1928. Regular meeting of the Board of Commissioners July 16th, 1928. Meeting was called to order by Acting Mayor 6ampbell, the roll was called and Commissioners Campbell and Dodds and City Attorney Norris responded. Commissioner Helvering absent. The minutes of the Special Meeting of July 9th, 1928; and Regular Meeting of July 9th, 1928, were read and approved as read. An ordinance was introduced entitled: "An ordinance mak- ing appropriations for miscellaneous purposes." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final acb ption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3572. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special — assessments on certain lots and pieces of ground in the City of ing alina,,Kansas, to pay the cost of curbing, guttdring and pav North Street Brom the west line of Ninth Street to the east line of 'i elfth treet in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final acb ption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3573. An ordinance was introduced for second reading entitled: "An ordinance relating.to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of grading and paving of North Street from the east line of Twelfth Street to the west line of Whit edge Street in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting ,Mayor approved the same and is numbered 3574. An ordinance was introduced f or second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City Salina, Kansas, to pay the cost of curbing and guttering the north side of Euclid Avenue from the west line of Fifth 6treet to the east 1 ne of Ninth Street in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes= Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3575. An ordinance was introduced for second reading entitled: rr An ordinance amending OrdinanceNo. 3188 adopted November 23rd, 1925, being an ordinance dividing the City of Salina into zones or districts and regulating and restricting the.location of trades and industries, etc., and the uses of land within each of such districts or zones, etc. $" on motion of Commissioner Dodds the ordinance was teed and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3576. An ordinance was introduced entitled: relating to water rates." The following request was presented: t'An ordinance "I hereby request the adoption of the foregoing ordi- nance on first reading as an emergency measure, July 16th, 1928. (Signed) L. T. Commissioner Dodds moved that the foregoing ordinance entitled, "An ordinance relating to water rates", be passed on first reading, and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3577. A petition was presented asking for the extension of sewer legs from the new sewer which is going to be installed in Highland Court Addition into the lots west of Ninth Street. The above petition was referred to the City Engineer, who reported by ordinance, as follows: An ordinance was introduced for first reading entitled; "An ordinance creating and defining certain Lateral Sanitary Sewer Districts in the City of Salina, designated as Lateral Sanitary Sewer Districts No. 148 and 150, and providing for the construction of lateral sanitary sewers in the districts created; providing for the cost thereof and for the levying of special assessments to pay such cost." Onmotion of Commissioner Dodds same was referred to the Board of Commissioners. City Engineer filed plans, specifications and estimate of cost for construction of lateral sanitary sewers in Lateral Sanitary Sewer Districts No. 143 and 146 in the City of Salina, Kansas. On motion of Commissioner Dodds same were approved by the Board of Commissioners and the City Clerk was instructed to ad- vertise for bids to be received up to and including August 13th, 1928 at 4:00 P. M. Motion acbpted. City Engineer filed plans, specifications and estimate of cost for the construction of sanitary sewers in Main Sanitary Sewer District "Ptt; also for the construction of sewage pumping station near Eleventh Street and Wilson Street. On motion of Commissioner Dodds, same were approved by the Board of Commissioners, and the City Clerk was instructed to advertise for bids to be received up to and including Aug- ust 13th, 1928 at 4:00 P. M. Motion adopted. A petition was presented asking for the extension of two- inch water main on the north and south side of Inez Avenue from Tenth Street, west about 325 feet. Same was referred to the City Engineer, City Manager, Water Superintendent and Waterworks Advisory Board. On motion of Commissioner Dodds, B oard of Commissioners adjourned. City Clerk 1 497
