COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
JULY 9th, 1928.
Regular meeting of the Board of Commissioners, July 9th,
1928. Meeting was called to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Campbell and Dodds and
City Attorney Norris responded.
The minutes of the Special Meeting of July 2nd, 1928 and
Regular Meeting of July 2nd, 1928 were read and approved as read.
An ordinance was introduced for second reading entitled: "An
ordinance relating to and apportioning and levying special assess-
ments on certain lots and pieces of ground in the Cityof Salina.,
Kansas, to pay the cost of constructing a lateral Sanitary
in Lateral Sewer District No. 141, and relating to and providing
for the collection and payment of such assessments.
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the :5 llowing vote was had; Ayes: Helvering, Campbell and
Dodds (3) Nays: (0) The Mayor approved the same and is num-
bered 3569.
An ordinance was introduced for second reading entitled: "An
ordinance relating to and apportioning and levying spe cialJassess-
ments on certain lots and pieces of ground in the City of alina,
Kansas, to pay the cost of constructing a Lateral Sanitary Sewer
in Lateral Sanitary Sewer District No. 142 and relating to and
provid ng for the collection and payment of such assessments.
On motion of Commissioner Campbell the ordinance was read
and acb pted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Campbell
and Dodds (3) Nays: (0) The Mayor approved the same and is
numbered 3570.
An ordinance was introduced for second reading entitled: "An
ordinance creating and defining certain Lateral Sanitary Sewer
Districts in the City of Salina, designated as Lateral Sanitary
Sewer Districts No. 143 and 146, and providing for the con-
struction of lateral sanitary sewers in the districts created;
providing for the cost thereof and for the levy of special
assessments to pay such cost."
On motion of Commissioner Dodds the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3) Nays: (0) The Mayor approved the samg and
is numbered 3571.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina Kansas, to pay the cost og, grading and paving of
North Street from the eazt line of Twelfth Street to the west
line of Whittredge Street in the City of Salina, Kansas, and
relating to and providing for the collection and payment of
such assessments."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the city of
Salina, Kansas to pay the cost of curbing and guttering, exca-
vating, grading and paving of North Street from the west line of
Ninth Street to the east line of 'Iwe ffth6treet in the City of
Salina, Kansas, and relating to and providing for the collection _
and payment of such assessments."
On motion of Commissioner Dodds, same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas, to pay the cost of curbing and guttering of
the north side of Euclid Avenue from the west line of Fifth
Street to the east line of NinthStreet in the City of Jalina,
Kansas, and relating to and Rroviding for the collection and
payment of such assessments.
On motion of Commissioner Campbell, same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance amending Ordinance No. 3188 adopted November
23rd, 1925, being an ordinance dividing the City of Salina into
zones or districts and regulating and restricting the location
of trades and industries, etc., and the uses of land within each
of such districts or zones, etc.,
On motion of Commissioner Dodds, same was referred to
the Board of Commissioners.
City Manager Ragle reported unfavorably on petition
asking for vacation of alle between Morrison "venue and Wash-
ington "venue and Eleventh Street and Twelfth Street. Report
adopted by the Board of Commissioners.
A petition was presented asking for the extension of two-
hour parking zone on Seventh Street between Ash Street and Elm
Street; and on South Santa Fe Avenue near Mulberry Street.
On motion of Commissioner Campbell, petitions were tabled
by the Board of Commissioners.
Application for Pool Hall License for the last half of
1928 were received from:
The Smoker
Geo. Holzmeister
Rex moker
Club -Pool Hall
White Way
John S. Gordon
C. M. Allen.
Commissioner Campbell moved that license be granted for
the above named pool halls.
On motion of Commissioner Dodds, Board of Commissioners
adjourned.
