06-11-1928 Minutes7 1 1 1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA.. KANSAS. JUNE 11th, 1928. Regular meeting of the Board of Commissioners, Oune 11th, 1928. Meeting was called to order by Mayor Helvering the roll was called and Commissioners Helvering, Campbell and Lodds and City Attorney Norris responded. The minutes of the Regular Meeting of June 4th, 1928, were read and approved as read - Bids for the construction of curbing, guttering and paving certain streets, and for the construction of storm sewers and lateral sanitary sewers as advertised for, were received as follows: C.T.Snyder, Salina, Kansas, Sewer Ray G.Tripp Construction Co. Herington, Kansas, Sewer & Paving L. W. Rexroad, Salina, Kansas, Sewer & paving. H.J.Taylor Construction Co. Salina, Kansas, Sewer � Paving. City Engineers estimate for the above work was presented and read. City Engineer tabulated the bids and presented the same to the Board of Commissioners. Commissioner Campbell moved that the bid of Ray U. Tripp Construction Company of Herington, Kansas be rejected, as the same was above the City Engineers estimates and that the other bids be held for final action until the adjourned meeting of Tuesday, June 12th, 1928 at 5:00 P. M. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering grading and paving Minneapolis Avenue from the west line of Highland Avenue to the east line of Ninth Street in the City of Jaline, Kansas, and relating to and providing for the collection and pay- ment of such assessments." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the Ib llowing votd was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3550. An ordinance was introduced for second reading entitled: "An ordinance relating; to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of excavating, grading and paving of the unpaved portion of Ninth Street lying in the center of the street, between North Street and Lincoln Avenue in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roil was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3 ) Nays: (0 ) The Mayor approved the same and is num- bered 3551. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of excavating, grading and paving of cedar Street from the west line of Phillips Street to the east line of College Avenue in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assess- ments. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the fbllowing vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3552. 14 An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the city of Jalina, Kansas, to pay the cost of curbing and guttering, ex- cavating, grading and paving of Lincoln Avenue from the west line of Santa Fe Avenue to the east line of Ninth greet in the City of 'alina, Kansas, and relating to and providing for the col- lection and payment of such assessments. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had, Ayes: Helvering, Camp- bell and Dad ds (3 ) Nays: (0 ) The kayor approved the same and is numbered 3553. An ordinance was introduced for first reading entitled: "An ordinance levying special assessments against certain lots and pieces of land in the City of Salina to pay the cost of condemnation of certain land for the opening, widening and extending of Eleventh Street in said City from the south line of Park Street to a point 130 feet south of the south line of said Park Street and providing for the collection of such special assessments." On motion of Commissioner Dodds, same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance granting Union Pacific Railroad Company, its success- ors and assigns, the right to construct, maintain and operate a standard gauge railroad track over and across Elm Street and along Third Street near the intersection of Elm and Third Streets in the City of `'alina, Kansas." On motion of Commissioner Campbell same was referred to the Board of Commissioners. Mayor Helvering appointed John Frederick, E. D. Martin and Ralph A. Smith to act as appraisers to ascertain the valua- tion of certain lots and pieces of ground liable for the cost of curbing, guttering and paving North Street from Ninth Street to Twelfth Street; for the paving of North Street from Twelfth Street to Whittredge "treet; and for the curbing and guttering of Euclid Avenue (tiDrth side) from Fifth Street to Ninth Street; also frr Sanitary Sewers No, 141 and 142. On motion of Commissioner Dodds appointments were con- firmed by the Board of Commissioners. Taxicab application and liability policy was received from R. M. Akins, and on motion of Commissioner Dodds same was ap- proved by the Board of Commissioners. On motion of Commissioner Dodds, Board of Commissioners adjourned until Tuesday, June 12th, 1928 at 5:00 P. M. j L City Clerk.
