MAY 28th, 1928.
Regular meeting of the Board of Commissioners, May 28th,
1928. Meeting was called to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Campbell and Dodds and
City Attorney Norris responded.
The minutes of the Special Meeting of May 21st, 1928; and
Regular Meeting of May 21st, 1928, were read and approved as
read.
Petition was presented from residents in East Salina,
protesting against the dock constructed at the corner of Fourth
Street and Ash Street. Same was received and ordered filed.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the construction of certain storm
sewers in the City of Salina, to be designated as storm Sewers
No. 7-A and No. 8-A and providing for the issuing of Improvement
Bonds to pay the cost thereof.
On motion of Commissioner Campbell the ordinance was read —
and adopted by sections and on its final adoption the roll was
called and the following vote was had: Ayes: Helvering, Campbell
and Dodds (3) Nays: (0) The Mayor approved the same and is num-
bered 3540.
An ordinance was introduced for second reading entitled:
"An ordinance relating to the moving of houses or other buildings
in the City of Salina."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final acb ption the roll was called
and the fl llowing vote was had; Ayes: Helvering, Campbell and
Dodds (3 ) Nays: (0 ) The Mayor approved the same and is numbered
3541.
An ordinance was introduced for second reading entitled:
"An ordinance defining the words "tenement" and "tenement house"
as used in Ordinance No. 2993 of the City of Salina, and relating
to the issuance of permits for buildings described in this ordi-
nance."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3) Nays: (0) The Mayor approved the same and
is numbered 3542.
An ordinance was introduced for first reading entitled:
"An ordinance providing for and requiring the construction of H
certain sidewalks along certain streets in the City of Salina.
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the
City of Salina, Kansas, to pay the cost of excavating,
grading, and paving of the alley running north and south between,
and parallel with, Seventh reet and Eighth Street, from the
north line of Ash Street to the south line of Elm Street, in the
City of Salina, Kansas, and relating to and providing for the col-
lection and payment of such assessments. It
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina Kansas, to pay the cost of excavating, grading and paving
Cedar Street from the west line of Phillips Street to the east
line of College hvenue in the City of Salina, Kansas, and relating
to and providing for the collection and payment of such assess-
ments."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.

An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying secial
assessments on certain lots and pieces of ground in the ity of
Salina, Kansas, to pay the cost of excavating, grading, curbing
and guttering of Center Street from the east line of Fifth
Street to the east -entrance to Kerxwood Park, in the City of Salina,
Kansas, and relating to and providing for the collection and pay-
ment of such assessments."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas, to pay the cost of curbing, guttering, excavating,
rading and paving of Lincoln Avenue from the west line of `'anta
e Avenue to the east ine of -Ninth Street in the City of Salina,
Kansas, and relating to and providing for the collection and pay-
ment of such assessments."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
An ordinance was introduced for first' reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas, to pay the cost of curbing, guttering, §reding
and paving of Minnea olis Avenue from the west line of ighland
Avenue to the east line of NinthStreet in the City of Salina,
Kansas, and relating to and providing for the collection and pay-
ment of such assessments."
On ration of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas, to pay the cost of excavating, grading and paving
of the unpaved portion of Ninth Street lying in the center of the
street, between North Street and Uncoln Avenue in the City of
Salina, Kansas, and relating to and providing for the collection
and payment of such assessments."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas, to pay the cost of curbing, guttering, excavating,
rading and paving of Oakdale Avenue from the south line of Iron
venue to the north line of Gypsum Avenue in the City of Salina..
Kansas, and relating to and providing for the collection and payment
of such assessments."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
City Planning Commission submitted certain recommendations
to the Board of Commissioners, and on motion of Commissioner
Campbell same were ordered filed, and the City Clerk was instruct-
ed to advertise for hearing July 2nd, 1928 at the Commissioners
Room in the City Building of Salina, Kansas.
On motion of Commissioner Dodds, meeting adjourned.
