COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMS SIONERS ROOM,
SALINA, KANSAS.
MAY 21st, 1928
Regular meeting of the Board of Commissioners, May 21st,
1928. Meeting was called. to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Campbell and Dodds and
City Attorney Norris responded.
The minutes of the Regular Meeting of May 14th, 1928, were
read and approved as read.
An ordinance was introduced entitled: "An ordinance making
appropriations for miscellaneous purposes."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its finala doption the roll was
called and the fa llowing vote was had; Ayes: Helvering, Camp-
bell and Dodds (3 ) Nays: (0 ) The Mayor approved the same and
is numbered 3537.
An ordinance was introduced for second reading entitled:
"An ordinance relating to dogs, prohibiting dogs from running
at large, in the City of Salina, defining certain nuisances,
providing a penalty for the violation of this ordinance, and
repealing Section 1 of Ordinance No. 1976 being Sebtibn-71-106 of
the Revised Ordinances 1925."
On motion of Commissioner. Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Campbell and
Dodds (3) Nays: (0) The Mayor approved the same and is num-
bered 3538.
An ordinance was introduced for second reading entitled:
"An ordinance granting to the Shellabarger Terminal Elevator
Company the right to erect and maintain poles and wires over and
along certain sti4eets in the City of Salina."
On motion of Commissioner Campbell theordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3) Nays: (0) The Mayor approved the same and
is numbered 3539.
An ordinance was introduced for first reading entitled:
"An ordinance relating to the moving of houses or other buildings
in the City of Salina."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
An ordinances was introduced for first reading entitled:
"An ordinance defining the words "tenement" and "tenement house"
as used in Ordinance No. 2993 of the City of Salina and relating
to the issuance of permits for buildings described fn this
ordinance."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance providing for the construction of certain storm
sewers in the City of Salina, to be designated as Storm Sewers
No. 7-A and No. 8-A, and providing for the issuing of Improvement
Bonds to pay the cost thereof."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
Permission was granted W. 0. Anderson Commission Company
to construct a dock at Fourth Street and Ash Street, subject to
removal at any time by the Board of Commissioners.

The following resolution was introduced:
WHEREAS, it has come to the attention of the Board
of Commissioners of the City of Salina, Kansas, that
provision has been made by the Congress of the United States
for the location of a hospital for the care and treatment of
disabled World War veterans in what is known as the Kansas
City area, and
WHEREAS, in the opinion of the Board of Commissioners
of the City of Salina, there are numerous locations within
the State of Kansas which would be desirable for such a
purpose and which are accessible by reason of railroad
facilities and improved highways to all who might have need
for such hospital facilities, and
WHEREAS, the Board of Commissioners of the City of
Salina desire to endorse the efforts of the Disabled American
World War Veterans to secure the location of such hospital
within the borders of the State of Kansas, NOW THEREFORE:
BE a RESOLVED by the Board of Commissioners of the
City of Salina, Kansas:
That the Veterans Bureau, which by act of Congress
has authority to select a site for the location of such
hospital, be and it is hereby respectfully urged to select
a site within the .State of Kansas for the location of a
hospital for the treatment and care of the disabled World
War veterans, and that the City Clerk be and he is hereby
authorized and directed to forward to the proper authorities
of said Veterans Bureau, a copy of this Resolution, duly
certified.

On motion of Commissioner Campbell the resolution was
adopted as read, and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Campbell
and Dodds (3 ) Nays: (0 ) The Mayor approved the same and is
numbered 445.
The above resolution is recorded in full on Page 88 of
Resolution Book Number 2.
On motion of Commissioner Dodds meeting adjourned.
