APRIL 30th, 1928.
Regular meeting of the Board of Commissioners, April
30th, 1928. Meeting was called to order by Mayor Helvering,
the roll was called and Commissioners Helvering, Campbell and
Dodds and City Attorney Norris responded.
The minutes of the Regular Meeting of April 23rd, 1928,
were read and approved as read.
An ordinance was introduced entitled: "An ordinance mak-
ing appropriations for miscellaneous purposes."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3 ) Nays: (0 ) Mayor approved the same and is
numbered 3526.
An ordinance was introduced for second reading entitled:
"An ordinance confirming and ratifying a contract for the
building and construction of a certain storm sewer in the City
of Galina, described as Storm Sewer No. 8, and providing for
the issuance of temporary notes to pay the cost thereof as the
work progresses, pending issuance and sale of bonds for the
payment of the cost thereof, as provided by law."
On motion of Commissioner Campbell the ordinance was
read and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Helvering,
Campbell and Dodds (3) Nays: (0) The Mayor approved the some
and is numbered 3527.
An ordinance was introduced for second reading entitled:
"An ordinance confirming and ratifying a contract for the im-
provement of certain streets in the City of Salina, Kansas, and
providing for the issuance of temporary notes to pay the cost
thereof as the work progresses, pending the issuance and sale
of bonds for the payment of the cost thereof as provided by
law. "
On motion of Commissioner Dodds the ordinance was read
and adopted by sections and on its final ad6ption the roll was
called and the following vote was had; Ayes: Helvering,
Uampbell and Dodds (3) Nays: .(0) The Mayor approved the same
and is numbered 3528.
An ordinance was introduced for second reading entitled:
"An ordinance vacating certain parts of certain alleys located
in Blocks 41, 5, 6, 79 A and 9 in Calkints Addition in the
City of Salina, Kansas.
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3) Nays: (0) The Mayor approved the same
and is numbered 3529.
A resolution was introduced for second reading entitled:
"A Resolution relating to the curbing and guttering of Second
Street from the north line of Elm Street to the south line
of—NortF Street.
On motion of Commissioner Dodds the resolution was adopt-
ed as read and on its final adoption the roll was called and
the following vote was had; Ayes: Helvering, Campbell and
Dodds (3 ) Nays: (0 ) The Mayor approved the same and is num-
bered 444.
The above resolution is recorded in full on Page 87 of
Resolution Book Number 2.

An ordinance was introduced for first reading entitled:
"An ordinance providing for and authorizing the creation of
trust funds to be used in improving, maintaining and caring for
the lots, graves, monuments, vaults or other cemetery property
of lot owners in Gypsum Hill Cemetery, providing for the
holding of such funds in trust by the City of Salina and manner
of handling and expending the income therefrom."
On motion of Commissioner Campbell same was referred
to the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance providing for the grading and paving of North
Street from the east line of Twelfth Street to the city limits
ache ntersection of North street with the Union Facific
Railroad right-of-way, and providing for the cost thereof, how
the some shall be paid and assessed, and the manner of payment
therefor."
On motion of Commissioner Dodds same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance providing for the curbing and guttering of the
north side of Fuclid Avenue from the west line of Fifth Street
to the east line of inth Street and providing for the cost
thereof, how the same shall be assessed and the manner of pay-
ment therefor."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
A petition was presented asking for the construction of a
sidewalk in the east side of Twelfth Street from Walnut Street
to Iron Avenues and on motion same was referred to the City
Engineer.
A petition was presented asking for the curbing and gut-
tering of North Street from Twelfth Street to Thirteenth
Street, and on motion same was referred to the City Engineer.
City Planning Commission recommended certain changes in
the Zoning Ordinance.
Commissioner Campbell moved that Sections 3 4, 51 6, 7
and 8 be adopted by the Board of Commissioners. kotion carried.
Taxicab liability policy was received from Roy E. Fowler
and W. K. Kerwin, and, on motion of Commissioner Campbell same
were approved by the Board of Commissioners.
City Manager Ragle recommended that taxicab drivers license
of E. V. Pilcher be revoked.
On motion of Commissioner Campbell the above recommendation
was approved by the Board of Commissioners, and the City Clerk
was instructed to notify E. V. Pilcherof the action taken by the
Board of Commissioners.
On motion of Commissioner Dodds, meeting adjourned.
