APRIL 16th, 1928.
Regular meeting of the Board of Commissioners, April 16th,
1928. Meeting was called to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Campbell and Dodds and
City Attorney Norris responded.
The minutes of the Regular Meeting of April 9th, 1928,
and Regular Meeting of April 14th, 1928, were read and approved
as read.
Commissioner Dodds moved that the contract for the con-
struction of Storm Sewer Number 8 be awarded to H. J. Taylor
Construction Company for Number 2 Vitrified Pipe Sewer up to
and including 27 inch, and 30 inch and 42 inch Vitrified Segment
Block Sewer, and that �'Iayor be authorized to sign contract for
the above named work.
Commissioner Campbell moved that the contract for the
paving of certain streets as advertised for be awarded to L. stl.
Rexroad for reinforced concrete paving except that Ninth Street
be paved with 22 inch Vitrified Fiber Arick paving on 4 -inch
concrete base, and that Mayor be authorized to sign contract for
the above named work.
An ordinance was introduced entitled" ""An ordinance making
approxraitions for miscellaneous purposes.
Onmotion of Commissioner Campbell the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Campbell and
Dodds (3 ) Nays: (0 ) Mayor approved the same and is numbered
3523.
A petition was presented from the business men of the City
asking the City to take some action to abate the smoke nuisance
in the business district of the City of Salina.
City Attorney presented an ordinance for first reading
entitled: "An ordinance relating to and prohibiting the emission
or discharge into the open air of dense smoke within the City of
Salina, declaring such emission or discharge to be a public
nuisance, providing for the construction or reconstruction of
furnaces and boilers, and attachments thereto, for the purpose
of preventing the emission or discharge of dense smoke therefrom,
providing the method for the enforcement of this ordinance and
providing a penalty for the violation thereof.'
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
A petition was presented asking for the construction of a
sidewalk on the north side of University Place between Clark
Street and Chicago Street, and on the east side of Chicago Street
from University Place connecting with walk at 119 South Chicago
Street.
On motion of Commissioner Campbell, City Attorney was in-
structed to draft the necessary ordinance for the construction of
the above named sidewalk.
A petition was presented a &cing for the construction of a
railroad crossing on north side of University Place across the
Missouri Pacific Railroad tracks.
On motion, same was referred to the City Engineer.
Concrete construction maintenance bond was presented from
Johnson "rothers, Construction Company, and on motion of Commis-
sioner Campbell same was approved by the Board of Commissioners.

An ordinance was introduced for first reading entitled:
"An ordinance creating and defining a lateral sanitary sewer district
in the City of Salina, designated as Lateral Sevier District No.
141; providing for the construction of a lateral sewer in such
district; providing for the cost thereof and for the levying of
special assessments against the property in such district for
the payment of such cost, and for the issuing of bonds therefor."
On motion of Commissioner Dodds same vias referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance amending Section 4 of Ordinance No. 2993 being
Section 5-204 of the Revised Ordinances 1925, relating to the
construction of buildings and the issuing of permits therefor."
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
A resolution was introduced for first reading entitled:
"A Resolution relating to the curbing, guttering, grading and
paving of Columbia Avenue from the north line of Johnstown
Avenue to the south line of Ash Street."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
On motion of Commissioner Campbell, meeting adjourned.
