04-02-1928 MinutesCOMMS SIGNERS PROCEEDINGS, REGULAR R4EETING. i COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 2nd, 1928. Regular meeting of the Board of Commissioners, April 2nd, 1928. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Campbell and Dodds and City Attorney Norris responded. The minutes of the Regular Meeting of March 26th, 1928 and Regular Meeting of March 27th, 1928, were read and approved as read. An ordinance was introduced entitled: "An ordinance mak- ing appropriations for miscellaneous purposes." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helbering, Campbell and Dodds (3) Nays (0) The Mayor approved the same and is numbered 3520. An ordinance was introduced for second reading entitled: "An ordinance providing for the construction of a certain storm sewer in the City of Salina, to be designated as Storm Sewer Number 8, and providing for the issuing of Improvement Bonds to pay the cost thereof." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3521. An ordinance was introduced for first reading entitled: "An -ordinance regulating the parking of vehicles on a certain portion of Ash Street in the City of Salina." On motion of Commissioner Dodds same was referred to the Board of Commissioners. A petition was presented asking for the extension of water main on Custer Street south of Crawford 'venue. On motion of Commissioner Campbell same was referred to the Water Board. A petition was presented asking for the construction of a sidewalk from 308 East Republic Avenue connecting to side- walk at 128 East Republic Avenue. On motion of Commissioner Dodds same was referred to the City Engineer. A remonstrance was received protesting against the curbing, guttering and paving of Oakdale Avenue from Gypsum Avenue to Oakdale Avenue. On motion of Commissioner Campbell same was referred to the City Attorney. City Engineer submitted plans and. specifications and esti- mate of cost for the curbing, guttering and paving of: Lincoln Avenue from Santa Fe Avenue to Ninth Street; Minneapolis Avenue , from Highland Avenue to Ninth Street Oakdale Avenue from Iron Avenue to Gypsum Avenue; for the paving: Cedar Street from Phillips 6treet to College Avenue; Alley between Seventh Street and Eighth street from "'sh streetto�lm Street; Unpaved portion in center of Ninth Street from North Street to Lincoln Avenue; for the curbing and guttering of: Cpnter Street_ from Fifth Street to Kenwood Park entrance. 44( On motion of Commissioner Campbell some were approved by the Board of Commissioners, and the City Clerk was instructed to advertise for bids for the above named work, to be received up to and including Saturday, April 14th, 1928 at 12:00 noon. Commissioner Campbell moved that the City Engineer notify property owners to connect their premises with water, sewer and gas on streets where paving is to be constructed. City Engineer filed plans and specifications for the construction of sidewalks in accordance with Ordinance Number 3509 of the City of Salina, and on motion of Commissioner Dodds same were ordered filed. Commissioner Campbell moved that bids received for the roof on Memorial Hall, March 26th, 1928 be rejected, and that the City Clerk be instructed to return certified checks to bidders. City Engineer was instructed to have temporary repairs made on roof of Memorial Hall, and to construct new down -spouts where necessary.
