COMMISSIONERS PROCEEDINGS, REGULAR MEETING.

SALINA, KANSAS.
MARCH 27th, 1928.
Regular meeting of the Board of Commissioners, &larch
27th, 1928. Meeting was called to order by Mayor Helvering,
the roll was called and Commissioners Helvering, Campbell and
Dodds and City Attorney Norris responded.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the excavating, grading and paving
of the alley running north and south between, and parallel with
Seventh Street and Eighth Street from the north line of Ash
Street to the south line of Elm Street, providing for the
cost thereof how the same shall be assessed and the manner of
payment therefor."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3 ) Nays: (0 ) The Mayor approved the same
and is numbered 3512.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the excavating, grading and paving
of the unpaved portion of Ninth Street lying in the center of
the street, between North Street and Lincoln Avenue in said
City, and providing for the cost thereof, how the same shall
be assessed and the manner of payment therefor."
On motion of Commissioner Dodds the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering,
Campbell and Dodds (3 ) Nays: (0 ) The L%yor approved the
same and is numbered 3513.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the excavating, gra ding, curbing
and guttering of Center Street from the east line of Fifth
Street, east to the entrance to Kenwood Park, providing for
the cost thereof, how the same shall be assessed and the mm ner
of payment therefor."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roil was
called and the following vote was had; Ayes: Helvering, Camp-
bell, and Dodds (3) Nays (0) The Mayor approved the same
and is numbered 3614.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, excavating,
grading and paving of Lincoln Avenue from the west line of
Santa Fe Avenue to the east line of Ninth 6treet, and provid-
ing for the cost thereof, how the same shall be assessed and
the manner of payment therefor."
On motion of Commissioner Dodds the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering,
Campbell and Dodds (3) Nays: (0) The Mayor approved the
same and is numbered 3515.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the excavating, grading and paving
of Cedar ,treet from the west line of Phillips Street to the
east line of College Avenue and providing for the cost thereof
how the same shall be assessed and the manner of payment there-
for."

On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3) Nays: (0) The Vayor approved the same
and is numbered 3516.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the curbing, guttering, gg ig

paving of Minneapolis Avenue from the west line of nignd
Avenue to the east line of inth street, and providing for
the cost thereof, how the some shall be assessed and the man-
ner of payment therefor."

On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the fb llowing vote was had; Ayes: Helvering, Campbell and
Dodds (3) Nays: (0) The Mayor approved the same and is num-
bered 3517.
An ordinance was introduced for second reading entitled:
"An ordinance proividing for the curbing, guttering, excavating,
grading and paving of Oakdale Avenue from the south line of
Iron Avenue to the north line of__Ty_�psum Avenue and providing for
the cost thereof, how the same shall be assessed and the manner
of payment therefor."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3) Nays: (0) The Mayor approved the same
and is numbered 3518.
An ordinance was introduced for second reading entitled:
"An ordinance amending Section 3 of Ordinance Number 3040, defin-
ing and relating to District No. 2 of the fire limits of the
City of Salina, and amending Section 9 of Ordinance No. 2993,
relating to the construction of buildings and the issuing of `
permits therefor in the City of Salina, and repealing said origin-
al sections."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final acb ption the roll was called
and the following vote was had; Ayes: Helvering, Campbell and
Dodds (3) Nays: (0) The Mayor approved the same and is num-
bered 3519.
A resolution was introduced for second reading entitled:
t'A resolution relating to the curbing, guttering, grading and
paving of Oakdale Avenue from the south line of Gypsum Avenue
to the south line of Oakdale Drive."
On motion of Commissioner Dodds the resolution was adopted
as read and on its final adoption the roll was called and the
following vote was had; Ayes: Helvering, Campbell and Dodds
(3) Nays: (0) The Mayor approved the same and is numbered 438.
The above resolution is recorded in full on Page 80 of
resolution Book Number 2.
A resolution was introduced for second reading entitled:
"A resolution relating to the curbing, guttering, grading and
paving of North Street from the west line of Ninth Street to
the east line of Twelfth Street."
On motion of Commissioner Campbell the resolution was
adopted as read and on its final adoption the roll was called
and the fb llowing vote was had; Ayes: Helvering, Campbell and
Dodds (3) Nays: (0) The Mayor approved the same and is numbered
439.

A resolution was introduced for second reading entitled:
"A resolution relating to the curbing, guttering, grading and
paving of Eleventh Street from the north line of Ash Street to

On motion of Commissioner Dodds the resolution was adopted
as read and on its final adoption the roll was called and the
2)llowing vote was had; Ayes: Helvering, Campbell and Dodds
(3) Nays: (0) The Mayor approved the same and is numbered 440.

A resolution was introduced for second reading entitled:
"A resolution relating to the curbing and guttering of north side
of Euclid Avenue from the west line of Fifth Street to the
east ne of Nintn Street."

On motion of Commissioner Campbell the resolution was
adopted as read and on its final adoption the roll was called and
the following vote was had; Ayes: Helvering, Campbell and Dodds
(3) Nays: (0) The Mayor approved the same and is numbered 441.

"An ordinance was introduced for first reading entitled:
"An ordinance providing for the construction of a certain storm
sewer in the City of Salina, to be designated as Storm Sewer
Number S, and providing for the issuing of Improvement Bonds
to pay the cost thereof."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
The following resolution was introduced:
A Resolution providing for the curbing, guttering, grading and
twelfth
Paving of North Street from the east line of
Street to theintersection of North Street with the west-
estcity
citylimits of the City of Salina at the Union Pacific
Railroad right-of-way."
WHEREAS, in the judgment of the Board of Commissioners of
and a
the City of Salina, Kansas, it has become expedient public
necessity to curb and gutter, grade and pave North Street in said
City connecting the existing pavement on Twelfth Street at North
Street in said city with a certain county road in the County of
Saline, extending west from the city limits of said City at the
intersection of said North Street with the right-of-way of the
Union Pacific Railroad, and
WHEREAS, the Board of Commissioners of said city desire
to co-operate with saline County, Kansas in the improvement of
the portion of said street above described in the manger provided
for by Sections 13-1032 to 13-1035 inclusive, of the evicted
Statutes of Kansas, 1923; NOW THEREFORE,
BE IT RESOLVED by the Board of Commissioners of the City
of Oalina, Kansas:
That it has become expedient and a public necessity to
curb, gutter, grade and pave North Street in the City of Salina,
from the east line of Twelfth Street to the city limits atthe
Union
intersection of North Street and the right-of-way of the
Pacific Railroad, so as to connect the existing pavement on
Twelfth Street in said city, at North Street, with the County
the intersection of
road extending west from said city limits at
North Street with the right-of-way of the Union Pacific hailroad,
such portion of said North Street being less than one-half mile
in length; and that said street within such limits be Garbed,
and guttered, graded and paved in the manner provided by the
statutes above mentioned.
That said curb and gutter shall be combined curb and gutter
of concrete two feet in width exclusive of width of curb and
be of concrete 36 feet wide exclusive of
that said paving shall
curb and gutter.
That the cost of such improvements shall be paid as follows:
30 per cent by the City of Salina, 30 per cent by Saline Co mnty
and 40 per cent by the property liable to special assessment,
to be determined, assessed and collected in
all of such amounts
the manner provided by law.

Commissioner Campbell moved that the City Clerk publish
notice of the special meeting to be held April 23rd, 1928,
at 5:00 P. M. at the meeting room of the Board of Commissioners
of said City, which date has been fixed as the time and place
for the consideration of such resolution, and that any citizen
of said city, or the owner of any property affected thereby may
appear and make written objection to the contemplated improve-
ment and to the passage of said resolution at said time and
place.
On motion of Commissioner Dodds, meeting adjourned.
