COMML SIGNERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
MARCH 12th, 1928.
Regular Meeting of the Board of Commissioners, March
12th, 1928. Meeting was called to order by Mayor Helvering,
the roll was called and Commissioners Helvering and Campbell
and City Attorney Norris responded. Commissioner Dodds
absent.
The minutes of the Regular Meeting of March 5th, 1928
were read and approved as read.
An ordinance was introduced for second reading entitled:
"An ordinance relating to and regulating the manner of con-
struction of sidewalks, driveways, curbing, guttering and other
concrete work in the streets and public grounds of the City of
Salina, requiring a license and bond from persons engaged in
such work, providing a penalty for the violation of this
ordinance, and repealing certain ordinances and parts of ordi-
nances of the City of Salina.
City Engineer presented final estimate for construction
of garage and tool house at Sewage Disposal Plant, and on
motion, same was approved by the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance
making an appropriation for the payment of a certain claim.
On motion of Commissioner Campbell the ordinance was
read and adopted by sections and on its final adoption the
roll was called and the followin vote was had; Ayes: Helver-
ing and Campbell (2) Nays: (05 Commissioner Dodds absent.
Mayor approved the same and is numbered 3508.

A remonstrance was presented protesting against the
curbing, guttering and paving of Minneapolis Avenue from
Highland Avenue to Ninth Street; and
against the paving of Cedar street from t'hillips Street
to College "venue.
On motion of Commissioner Campbell same were referred
to the City Attorney.

On motion of Commissioner Campbell the ordinance was
read and adopted by sections and on its final adoption the
roll was called and the followinjvote was had; Ayes: Helver-
ing and Campbell (2) Nays: (0 Commissioner Dodds absent.
Mayor approved the same and is numbered 3509.
Applications were received from the Blue Cab Taxi
Company asking for the location of taxi stations in different
parts of the City, accompanied by signed statement from
property owner on or adjacent to property to be used for the
above purposei
Commissioner Campbell moved that request be granted,
subject to revocation at any time by the Board of Commissioners.
City Manager Regle reported on the remonstrance against
the curbing, guttering and paving of Ellsworth Avenue from
Highland Avenue to Ninth Street as follows:
"According to records in the Register of -Deeds office of
Saline County, Kansas, a majority of the property owners have
signed said remonstrance, and that resolution passed and
approved by the Board of Commissioners February 20th, 1928
is defeated. 11
A remonstrance was presented protesting against the

On motion of Commissioner Campbell same were referred
to the City Attorney.

A communication was received from the Reserve State Bank,
requesting permission to substitute $23,000.00 par value of
Polk County, Florida Road & Bridge Bonds for the bonds now
in the hands of the City Treasurer as security for the deposit
of funds of the City of Salina in said Bank, for the bonds
heretofore deposited with the City Treasurer as collateral
security, the Cityisdeposit in said Bank having been reduced
to an amount less than the amount of the bonds above mentioned.
On motion of Commissioner Campbell, duly seconded, the
requested substitution was authorized, and the bonds ab8ve
described were approved as collateral security for the ity s
deposits in the serve State Bank, and the City %reasurer was
authorized to accept from the Reserve State Bank ;23,000.00
par value of Special Road & Bridge District No. 18 of Polk
County, Florida Road Bonds, as collateral security for the
deposit of funds of the City of Salina in said Bank, and to
return to said Bank the bonds now in the hands of the City
Treasurer which were heretofore deposited with him by said
Bank.
City Engineer filed plans and specifications and estimate
of cost for construction of roof on Memorial Hall, and on
motion, City Clerk was instructed to advertise for bids to �I
be received up to and including Monday, earth 26th, 1928 at
5:00 P. M.
