02-27-1928 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR I!77ETING. CaWlISSIONdERS ROOM, SALINA, KANSAS. FEBRUARY 27th, 1928. Regular meeting of the Board of Commissioners, February 27th, 1928. Meeting was called to order by Acting t'aypr Camp- bell, the roll was called and Commissioners Campbell and Dodds and City Attorney Norris responded. Commissioner Helvering absent. The minutes of the Regular Meeting of February 20th, 1928 were read and approved as read. Bids for the construction of an earth dike as advertised for were received from: I. L. Stevenson, L. W. Rexroad, C. T. Snyder W. E. Seifert, W. 11. Coburn City Engineers estimate of cost for the above named work was read and ordered filed. Commissioner Dodds moved that contract be awarded to L. W. Rexroad for 27*� per cubic yard, and that certified be returned by the City Clerk to the unsuccessful bidders. An ordinance was introduced entitled: "An ordinance relat- ing to the appropriation of certain money from the Bond Sinking Fund for the purchase of certain Judgment Bonds of the City of Salina." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote vies had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. The mayor approved the same and is numbered 3504. An ordinance was introduced entitled: "An ordinance provid- ing for and authorizing the appropriation and transfer of certain unexpended balances in certain sub -divisions or departments of the General Fund to an account designated as the Unexpended Bal- ance Account of the General Fund, and authorizing and directing the transfer of certain amountsfrom said unexpended balance account to certain other funds." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the S) llowing vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3505. An ordinance was introdu^ed for second reading entitled: "An ordinance relating to the condemnation of certain private property for the purpose of opening, widening and extending Eleventh Street south of Park Street; designating a Benefit District, and providing for the appointment of Commissioners to make an a ppraisement and to assess damages and benefits." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays(0) Coimnissioner Helvering absent. Acting Mayor approved thesame and is numbered 3506. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, grading and paving of Minneapolis Avenue from the west line of Highland Avenue to the east line of Ninth Street.rr On motion of Commissioner Dodds the resolution was adopted as red and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 436. The above resolution is recorded in full on Page 78 of Resolution Book "umber 2. A resolution was introduced for second reading entitled: "A Resolution relating to the grading and paving of Cedar Street from the west line of Phillipsi,Street to the east line of College "venue." On motion of Commissioner Dodds the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Doda_s (2 ) Nays: (0) Commissioner Helvering absent. Acting '4ayor approved the same and is numbered 437. The above resolution is recorded in full On rage 79 of Resolution Book Number 2. A petition was presented asking for the graveling of Osborne Street from Republic "venue to Claflin Avenue. On motion, same was referred to the City Engineer. City Engineer vies instructed to make a survey and recommendations for sanitary sewer system in the vicinity of Otis 'venue and Eighth Street. An ordinance was introduced for first reading entitled: "An ordinance providing for the excavating, grading and paving of the unpaved portion of Ninth Street lying in the center of the street, between NortE StreeF and Lincoln Avenue in said City, and providing for the cost thereof, how,,the some shall be assessed and the manner of payment therefor. On motion of Commissioner Dodds same was referred to the Board of Commissioners. On account of Mayor Helvering being absent from the City, on motion of Commissioner Dodds, Acting Mayor Campbell was authorized to sign statement for the Salina Fire Depart- ment epartment relating to Firemens' Relief Fund. On recommendation of City ��nager Ragle, Board of Com- missioners appointed Ray C. Gebhert and Fred D. Kastner as members of the Waterworks Advisory Board. On motion of Commissioner Dodds, City Attorney yorris was instructed to attend meeting in Kansas City, Kansas, Yarch 10th, 1928 for City Attorneys of cities of first class.
