04-18-1932 Minutes488 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 18, 1932. Regular meeting of the Board of Commissioners, April 18, 1932. Meeting was called to order by Mayor Stevenson, the roll was called and Commissioners Stevenson, Benfield, Morey, Pafford and Spaeth and i City Attorney Norris responded. The minutes of the Regular Meeting of April 11, 1932s were read and approved as read. Commissioner Benfield moved that the City Attorney be instructed to notify the Red Top Cab Company to discontinue the practice of de- livering packages, as this line of work is not covered in the Taxicab Ordinance. j An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Aes: Stevenson, Benfield, Morey, Paf- ford and Spaeth (5) Nays: (0T Mayor approved the same and is num- bared 4146. Sign application No. 57, asking for permission to erect a sign on front of building (above door) located at 155 South Fifth Street, was received from Dunlop Tire & Rubber Company, and on motion of Com- missioner Spaeth same was granted by the Board of Commissioners. Combination Gas Fitters and Plumbers Bond received from Victor E. Olson, and on motion of Commissioner Spaeth same was approved by the Board of Commissioners. Taxicab Liability Policy, also application for 1932 taxicab license received from C. 0. Sandberg. Commissioner Morey moved that license be granted, and policy approved by the Board of Commissioners. The following communication was received from the City Planning Commission: Salina, Kansas. April 14, 1932. The City Planning Commission met in regular session in the Chamber of Commerce rooms at 5:00 P. M. Members present: Dyar, Bran, Leighton, McCarty and Reynolds. Members absent: Robb and Byrnes. The City Planning Commission desires to make the following recommendations to the City Commissioners: 1. That a set -back line of 30 feet from the property line on Santa Fe Avenue, and of 20 feet from the property line on Fifth Street, be established in that part of the block lying between South street and Prescott Avenue, and between Santa Fe Avenue and Fifth street, which is within the "B" residence district. Relative to the change in the lot area per family as suggest- ed in the letter from the City Clerk; from the wording of this para- graph it was not clear in the minds of the City Planning Commission as to the exact intention of this change; therefore no action was taken on this. The Planning Commission requests the City Commissioners that a joint meeting of the City Commissioners, the City Attorney, the City Building Inspector and the City Planning Commission be called in the near future for the especial purpose of discussing some rather bothersome features in the Zoning ordinance, with the idea of amend- ing or simplifying them to permit better regulation of certain types of buildings which have been proposed. L _ _R_eynolds sec-ry7 City -Manning - Commission. 48-9 Moved by Commissioner Spaeth that City Clerk publish due notice of a public hearing on the following proposed amendments to the zoning ordinances to -wit: 1. That a set -back line of 30 feet from the property line on Santa Fe Avenue and of 20 feet Atreet., from the property line on Fifth be estab- lished in that part of the block lying between South Street and Prescott Avenue, and between Santa Fe Avenue and Fifth Street,, which is within the "B" Residence District. 2. That in the "B" Area District,, the lot area per family., in apartment buildings within such dis- trict, shall be not less than 1,000 square feet per family for any one floor of such building. Mayor Stevenson appointed Ralph Hbllenback as a member of the Memorial Hall Board for a term of three years from April 1, 19320 and on motion of Commissioner Pafford appointment was con- firmed by the Board of Commissioners. On motion of Commissioner Spaeth the Board of Commissioners adjourned. City Clerk*
