DECEMBER 28, 1931.
Regular meeting of the Board of Commissioners of the City of
Salina# Kansas, December 21, 1931. Meeting was called to order
by Acting Mayor kore7s the roll was called and Commissioners Benfield,
"'orey and Spaeth and City Attorney Norris responded. Commissioners
Stevenson and Pafford absent.
The minutes of the Regular Meeting of December 14th, 1931
were read and approved as read.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Commissioner Spaeth the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Benfield, Morey and Spaeth
(3) Nays: (0) Commissioners Stevenson and Pafford absent. The
Acting Mayor approved the same and is numbered 4123.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of a certain claims."
On motion of Commissioner Spaeth the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Benfield, Morey and Spaeth (3)
Nays: (0) Commissioners Stevenson and Pafford absent. Acting
Mayor approved the same and is numbered 4124.
City Engineers Estimate No. 3 dated June lst, 1931 and Final
Estimate dated July lst, 1931, issued to R. C. Snyder, in payment of
materials furnished and labor performed in the construction of Storm
Sewers No. 21 and 23, under contract dated March 2, 1931, were pre-
sented* and on motion of Commissioner Spaeth same were approved by the
Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of a certain claim."

adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Benfield, Morey and Spaeth (3)
Nays: (0) Commissioners Stevenson and Pafford absent. Acting
Mayor approved the same and is numbered 4125.
An ordinance was introduced for second reading entitled: "An
ordinance amending sub -section thirteen (13) and sub -section seven-
teen (17) of Section Nine (9) of Ordinance No. 4120 relating to gas
pipes and piping for natural or artificial gas and the fittings, de-
vices and connections appurtenant thereto and repealing such original
subsections of said ordinance."
On motion of Commissioner Benfield the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Benfield, Morey and Spaeth (3)
Nays: (0) Commissioners Stevenson and Pafford absent. Acting Mayor
approved the same and is numbered 4126.
Commissioner Spaeth moved that report and recommendations of the
City Planning Commission filed in the office of the City Clerk, Decem-
ber 14s 1931, relating to a proposed change in Zoning Ordinance No.
3188, by changing the North five (5) feet of Lot Seven (7) in Block
One (1) of Replat of Beebe's Second Addition from the "A" Residence
District to the "B" Residence District. and
By providing that in all property which lies within the "B"
Residence District as the same now or hereafter exists, within the block
bounded by Santa Fe Avenues Fifth Street, South Street and Prescott
Avenue, the set back line of apartment buildine;s2 or buildings appurte-
nant thereto shall not be less than twenty (20) feet from the property
line on Santa Fe Avenue, and not less than ten feet from the property
line on Fifth Street; provided that no building to be used for garage
purposes shall be built within seventy-five feet from the property
line on Santa Fe Avenue, in said territory, be approved by the Board
of Commissioners, and that the City Clerk be instructed to publish
notice of such proposed change by publication for not less than thirty
days in the Salina Journals and that a public hearing thereon be held
by the Board of Commissioners at the Commissioners Room in the City
Hall in the City of Salina on the lst day of February 1932 at 5:00 P.M.

A petition was presented asking for a culvert across Bond
Street on the west side of Front Street and two culverts across
Front Street at its intersection with Crawford Avenue. Same was
referred to the Cit7 Manager.
Commissioner Benfield moved that the time for filing plans
and specifications and estimate of cost for the paving of North
Street from Santa Fe Avenue to Fifth Street be extended to January
ll, 1932. Motion carried.
On motion of Commissioner Benfield the board of Commissioners
adjourned.
